WFP also provides nutrition support to 1.7 million children and mothers, and delivers school meals to 850,000 children each day.
JOB PURPOSE
The Monitoring and Evaluation function informs the strategies and programmes of the WFP ICSP and is responsible for ensuring accountability of WFP’s overall performance, results, coverage and coherence. In this regard, WFP undertakes joint monitoring with partners and on-site distribution monitoring through WFP field monitors and contracted Third-Party Monitoring companies (TPMs).
The Monitoring & Evaluation G6 will be part of the M&E team based in Sana’a. S/he will support the implementation of monitoring activities for all WFP programmes in Yemen. In particular, the G6 will be primarily responsible for supporting the management of WFP’s TPMs and supporting the national M&E officer in ensuring that third-party monitoring coordination is done in line with WFP’s Minimum Monitoring Requirements (MMRs) and Standard Operation Procedures (SOPs).
To provide effective specialized support and technical analyses to policy and programme activities that effectively meet food assistance needs.
KEY ACCOUNTABILITIES (not all-inclusive)
1. Provide technical support and assist in the development and implementation of various activities and processes within the specific area of work supporting alignment with wider programme policies and guidelines.
2. Provide specialized project management support to specific and/or defined programmes to ensure that the various activities are performed within the established targets following WFP’s policies and procedures.
3. Within the specific area of responsibility, prepare a range of reports and data analysis (e.g. food assistance needs, resource utilization, programme status, performance) and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control.
4. Ensure and/or perform accurate, timely recording of data within the specific technical area of work (e.g. assistance programmes, food security and vulnerability assessments) and consistency of information presented to stakeholders.
5. Liaise with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.
6. Coordinate and communicate with local partners, agencies, NGOs and government institutions to perform accurate food security analyses and to ensure efficient delivery of food assistance.
7. Support the capacity building of WFP staff, cooperating partners and national government within the specific technical area.
8. Act as a point of contact for resolution of a range of operational queries and problems within a specific technical area of responsibility.
9. Oversee and/or review the work of other support staff, providing practical advice and guidance, to contribute to delivering objectives to agreed standards and deadlines.
10. Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.
SPECIFIC JOB REQUIREMENTS
- Support in the operational coordination of Third-Party Monitoring (TPM) companies’ activities in collaboration with the Area offices (AOs), by sharing monthly monitoring plans, tracking progress, and providing support to address challenges and bottlenecks where required.
- Facilitate data collection by leading the formulation of tools and forms on MODA and other corporate data collection tools for WFP’s TPMs and field monitors.
- Collect and summarize assistance programme(s) data, collaborating with cooperating partners where required, conduct analysis and prepare reports in order to support programme reviews and informative decision-making.
- Liaise with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.
- Suggest improvements to field monitoring processes and procedures for efficient implementation of the assistance programmes.
- Identify and report high-risk findings in a timely manner and communicate critical operational findings to relevant program focal points as needed.
- Conduct a periodic TPM performance review based on key performance indicators that have been defined.
- Coordinate and communicate with local partners, agencies, NGOs and government institutions to perform accurate food security analyses and to ensure efficient delivery of food assistance.
- Review and follow up on TPM reports and ensure that they meet the TPM’s contractual obligations.
- Assist in the development and implementation of functional training to improve TPM's capacity to provide effective monitoring in accordance with WFP standards.
- Perform other duties as required.
STANDARD MINIMUM QUALIFICATIONS
Education: Completion of secondary school education. A post-secondary certificate in the related functional area.
Experience: Minimum 6 years of relevant experience.
Language: Fluency in both oral and written communication in English and Arabic.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
• Experience in using monitoring databases to monitor programs.
• Experience in analysing data (on program implementation, etc.) and drafting reports.
• Experience in measuring service providers’ performance against set KPIs.
• Experience in providing technical business support in program monitoring.
• Experience in administering third party service providers’ contracts.
• Experience in reviewing contract documentation.
• Experience in contract implementation.

- WFP staff who are still under probation period are not eligible to apply for another FT position.
