Program / Department Summary
Syria is in the midst of a major humanitarian crisis impacting the entire country as well as a number of neighboring countries. More than 11 million people have been displaced from their homes and the number relying on humanitarian assistance continues to grow. The main thrust of the work of Mercy Corps along with its national and international partners for the foreseeable future will be primarily focused on meeting urgent humanitarian needs across the country while building resilience and social cohesion elements in its programming strategy. The heightened insecurity and continuous acts of violence and war make the humanitarian response not only more challenging but increasingly complicated. With a large and complex portfolio of work across the country, Mercy Corps has established itself as an analytical, strategic, and flexible responder, adapting continually to shifting front lines and operational realities to respond effectively and efficiently through multiple modalities with teams inside Syria and working cross-border from neighboring countries. Mercy Corps Syria country program moved to a structure where teams report into a single managerial architecture to allow transversal consistency among programs and unity of purpose at the strategic level.
Operating across several countries in various program modalities, HR management and policy is multi-national. The Syria HR teams focus is on qualitative improvements to systems, policies and processes, amidst an ongoing transition process towards being a people and strategic partner
General Position Summary
The HR Manager supports a revised HR structure for the Syria program, with vast and complex HR needs. They are responsible for ensuring comprehensive Human Resources support for assigned team members, across multiple hubs within the Syria country program portfolio. The Human Resources Manager will lead day-to-day HR management and ensure the implementation of HR policies, processes and management related to the Regional offices that form part of the Syria program portfolio; also ensuring compliance with donor, legal and internal Mercy Corps regulations. They will support the HR and Area Leadership in identifying the HR and people priorities of the related offices, as well as their implementation. They will support HR leadership in ensuring timely service delivery support, guidance and counsel to management and team members. They will actively participate in the HR Management team of the Syria program.

Essential Job Responsibilities
STRATEGIC Human Resource MANAGEMENT
- Work closely with HR staff to ensure HR services are provided on time, with high quality and compliant with policies and manuals;
- Ensure that HR management tools are in place, regularly updated and analyzed monthly to inform reflection, opportunities and needs (reporting, organizational charts, etc.)
- Ensures management and behavioral issues are addressed according to Mercy Corps policies and procedures, including leading investigations at the discretion of the HR Director or Global HR;
- Provides support to all managers and supervisors through facilitating workshops or supporting knowledge transfer for HR and people management topics;
- Contribute to the development of the HR department within the country office and global HR initiatives, where appropriate;
- Support HR leadership with analysis of the compensation and benefits framework for Jordan and Lebanon and implications of its revision;
- Provide approvals and authorization, as per the HR authorization matrix;
- Implement HR related safeguarding measures, and identify opportunities to advance related organizational objectives;
- Represent Mercy Corps in relevant INGO forums and working groups;
TEAM MANAGEMENT
- Develop the capacity of the team, deepen understanding of their roles and assist with career development.
- Assist team members with information, tools, and resources to improve performance & reach objectives.
- Promote accountability, communicate expectations and provide constructive feedback informally and formally via regular one on ones and performance reviews.
- Create and sustain a work environment of mutual respect where team members strive to achieve excellence.
- Hire, orient, and lead team members as necessary.
- Contribute to HR team structure definition.
Recruitment, Selection and Placement
- Ensure Recruiting Policies and Procedures of Mercy Corps are identified and well understood within HR and amongst all Supervisors and team members.
- Ensure all hiring requests are completed according to Recruiting Policies and Procedures of Mercy Corps and local laws.
- Ensure quality data regarding recruitment is available each month, and evaluate data to inform decision making and review.
ONBOARDING & HR ADMINISTRATION
- Ensure that successful orientation procedures and processes are defined across the various office locations.
- Ensure the development of consistent systems of new staff induction and service requests between HR and other departments.
- Evaluate the success of onboarding procedures and recommend improvements annually.
- Audit the department’s maintenance of job files, personnel files, and other documentation to ensure that we adhere to Mercy Corps, Donors, and Legal requirements.
- Ensure quality and timely HR data across all hubs.
- Ensure exit processes for staff departing Mercy Corps are conducted in line with the HR policies and Mercy Corps requirements. Revise and make recommendations as required.
Policies and PROCEDURES
- Support HR leadership in the definition and implementation of required HR policies;
- Monitor HR-related laws, policies, and “best practices” to ensure that personnel policies, employment practices, and compensation packages are within the limits of established guidelines, procedures, and policies of Mercy Corps and national laws.
- Ensure that Mercy Corps policies and procedures are sensitized, understood and consistently followed across the regional offices;
- Identify gaps and contribute to defining solutions regarding HR policies and procedures;
- Support Supervisors understanding of HR policies and procedures and ensure their ability not only to adhere to such, but to advise the individuals within their teams appropriately.
Supervisory Responsibility
Syria HR team in Jordan and Lebanon with direct management of Senior HR Officer and HR Officer.
Accountability
Reports Directly To: Human Resources Lead, Syria.
Works Directly With: Syria HR team, Area Director, Program and Support Managers and Supervisors, all departments, all team members in Amman and Lebanon.
Knowledge and Experience
- Bachelor degree or equivalent in relevant field, in addition to masters or HR certification
- 5 years’ experience in Human Resources Management, with at least 3 years’ experience at Management level, within the Humanitarian NGO sector.
- Demonstrated understanding of complex emergencies, related security concerns and appropriate responses with experience in the Middle East and in insecure environments.
- Demonstrated attention to detail, following procedures, meeting deadlines and working and problem- solving independently and cooperatively.
- Knowledge and experience in organizational design.
- Experience in leading a HR department in emergency interventions.
- Excellent negotiation and representation skills.
- Effective verbal and written communication, organizational, prioritization and Microsoft Office applications.
- Excellent oral and written English skills required; proficiency in Arabic is a plus.
- Ability to work effectively with a diverse team in a sensitive environment.
Living Conditions / Environmental Conditions
The position is based in Amman, Jordan and Beirut, Lebanon, it requires up to 50% travel across Mercy Corps Syria locations, including North East Syria and other countries in the region.
Mercy Corps team members represent the agency both during and outside work hours when deployed in a field posting.
