ABOUT WFP

The United Nations World Food Programme is the world's largest humanitarian agency fighting hunger worldwide. The mission of WFP is to help the world achieve Zero Hunger in our lifetime. Every day, WFP works worldwide to ensure that no child goes to bed hungry and that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need. In 2020, WFP was awarded the Nobel Peace Prize for its efforts to fight hunger globally, including its work during the coronavirus pandemic.

In Syria, WFP provides food assistance to more than 4.6 million people each month. This includes families who require emergency assistance when affected by conflict and displacement and also those who need help to improve their nutrition and food security. WFP supports children across Syria with healthy meals and snacks at school, mothers with nutritious diets, and families and communities with sustainable livelihood projects.

ORGANIZATIONAL CONTEXT

WFP Syria is keen on adopting gender transformative and gender responsive approaches in food assistance programming. This will be achieved through adoption of the Gender Transformation Program (GTP), which is a one year to one-and-half year's corporate accreditation programme. Participation in the GTP will be spread over a period of 3 years, starting 2023, and with the support of the Gender Office in headquarters and the Regional Gender Advisers in RBC. Over this period, WFP Syria will undertake a gender baseline assessment to determine its position on the 39 benchmarks outlined in the GTP; develop and implement a practical improvement plan; and undertake a final assessment of its achievement of the 39 benchmarks set out in the GTP. In addition, WFP Syria is currently designing their second generation of the interim Country Strategic Plan (i-CSP) 2025-2026. Under the second generation i-CSP, in line with the priorities and strategies of the Government of Syria, WFP intends to facilitate gender responsive programming of nutrition and food security interventions.

JOB PURPOSE

The Programme Officer (Gender) will contribute to strengthening gender, equality and disability inclusion efforts, across the Syria Country Office activities based on all relevant WFP policies and guidelines. The Programme Officer (Gender) will develop and lead initiatives independently with a sound capacity to interact and coordinate internally and externally with relevant colleagues.

Within delegated authority and under the supervision of the Programme Policy Officer – Head of AAP, Gender and Protection, and the overall supervision of the Head of Programme, the Programme Officer (Gender) will take an active role in integrating gender and disability inclusion into WFP Syria's programmes and strengthen WFP Syria's strategic gender approach. All efforts should be closely coordinated with senior management, all WFP Syria units and filed offices; ensuring coordination and technical consultation with the Regional and HQ Gender teams when needed. The Programme Officer (Gender) will support efforts to integrate protection, AAP and relevant cross-cutting issues in all WFP Syria's operations and strengthen WFP Syria's strategic protection approach and strategy to communicate with affected populations. All efforts will be closely coordinated with the Head of Programme, all WFP Syria field offices, ensuring coordination and technical consultation with the Regional Humanitarian Policy Adviser. The Programme Officer (Gender) will advise the Country Office on the implementation of the gender and Protection Action Plans, and other actions required to ensure robust mainstreaming of gender and protection into WFP programming and operations.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Gender Transformative Program (GTP):

• Facilitate WFP Syria's involvement in the corporate Gender Transformative Program initiative.

• Lead the development and implementation of the GTP improvement plan, which will form WFP Syria's Gender Action Plan.

• Work with senior management in the Country and Field-Offices to ensure strong institutional commitment to leadership for gender equality and women's empowerment (GEWE) across programming and operations.

2. Country Interim Strategic Plan (i-CSP) Formulation:

• Provide technical assistance and guidance for the formulation of the second generation i-CSP with a gender lens including the Gender and Age Marker (GAM) and the gender budget for the CSP Annex 4.

• Facilitate gender analysis to inform the formulation of the country strategic plan.

• Lead on the implementation of the Gender and Age Marker across all Program areas, including the provision of guidance and training of activity teams.

• Provide policy and program technical assistance on gender equality and disability inclusion in line with WFP operations.

3. Gender equality programming: • Facilitate activities within the UN on the joint programming in Gender.

• Coordinate the work and strengthen the capacities of the Country Office Gender Results Network (GRN) members.

• Strengthen the WFP Syria and Cooperating Partners' staff capacities on gender equality and women empowerment with an emphasis on gender transformative programming, gender analysis, gender responsive monitoring, Gender and age marker monitoring exercise, gender responsive budgeting, gender integration in the Cooperating Partners' activities and reporting.

• Establish and strengthen strategic partnerships for GEWE and engage in technical working groups and inter-agency fora.

• Support with mobilizing resources to facilitate implementation of the WFP Syria Gender Action Plan and related GEWE initiatives. Incorporate gender in donor proposals and progress updates in the donor report.

• Work together with VAM and M&E teams to ensure that gender is mainstreamed in all assessment and monitoring tools to capture relevant information

• Ensure systematic collection, analysis, and use of quantitative and qualitative sex- and age-disaggregated data.

4. Disability Inclusion Programming:

• Support the Protection Officer to facilitate the office commitments and efforts towards disability inclusion, including the implementation of the WFP disability inclusion roadmap (2023 – 2024).

• Ensure robust mainstreaming of gender equality and disability inclusion into WFP programming and operations by implementing systematic gender analysis and designing appropriate programmatic responses.

• Supportive supervision of the Protection and Accountability to Affected Populations (AAP) team upon delegation.

• Any other duties, as assigned.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in gender studies, social sciences, international relations, human rights, political science, or another related field such as international development, agriculture and rural development, or nutrition; or, First Degree in above disciplines complemented with two additional years of work experience in gender or related field.

Experience: Five to seven years of relevant work experience in the development/humanitarian field dealing with gender, women's empowerment, human rights and/or gender-based violence.

Language: Fluency in both oral and written communication in English. Intermediate or proficient knowledge of Arabic is an asset.

KNOWLEDGE AND SKILLS

  • Relevant experience in the areas of food security, nutrition, emergency response, livelihoods and disaster risk reduction is an asset.
  • Previous experience with UN or WFP, and knowledge of the UN or WFP operations is an asset.
  • Demonstrable reseach, analytical, writing and communication skills.
  • Ability to work in a multicultural environment and balance competing priorities and deadlines.
  • Good communication skills required to give and receive information and work with a variety of individuals.
  • Ability to work with minimal supervision.
  • Dynamic, versatile, and flexible working behavior
  • Demonstrates high levels of integrity, work ethics and confidentiality.
