JOB PURPOSE

The consultant shall be requested to deliver a professional, client-focused HR services, partnering with managers to implement HR solutions in line with WFP corporate priorities, with minimal supervision, s/he able to run HR day–to-day activities and analytical work, operate and provide guidance to junior staff ensuring timely achievement of operational and project objectives, provide advice on low complex issues, applying HR rules, regulations and expertise in making determinations and recommendations across a range of HR activities.

The consultant services are required to start as soon as possible and will report to Head of HR in Jordan Country Office.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Support Head of Unit in the development of country specific plans and processes, and deliver HR operational activities or projects, following standard processes and ensuring alignment with wider WFP policies.
2. In consultation with Head of Unit, provide advice to managers and employees, understanding their needs and ensuring policies, procedures, processes, systems and tools are available and correctly applied to support them.
3. Support effective management of the employment relationship between WFP and its staff, by ensuring proper administration of conditions of service, contracts and appropriate entitlements, and resolving employee relations issues.
4. Support Learning and Development plan.
5. Support onboarding activities ensuring new employees have a positive experience and successfully integrated into their new role and the organisation.
6. Provide technical guidance to junior staff, acting as a point of referral and supporting them with analysis and queries.
7. Ensure accurate and timely reporting, supporting a WFP wide view of HR activities that enables informed decision-making and consistent information for stakeholders.
8. Support improvement of HR policies, procedures and systems
9. Other as required.

STANDARD MINIMUM QUALIFICATIONS

Education & Experience: Advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology or other relevant field, with minimum 3 years of HR professional experience or First University degree in the same subject(s) with minimum 5 years of HR professional experience.

Languages: Fluency in both oral and written communication in English. Arabic language is an asset as Jordan is Arabic speaking country.

Knowledge & Skills:
• Knowledge of UN HR policies and procedure including best practices, techniques and processes is a strong asset.
• Efficient managerial skills to supervise and support HR team.
• Ability to work with minimal supervision
• Ability to analyze data, draw conclusions and recommend a course of action.
• Good communication skills with various level of stakeholders to give and receive information and work with a variety of individuals.
• Ability to establish and maintain effective relationships with staff and provide client-oriented service.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• Has provided direction and instruction to more junior staff members within area of expertise
• Has gained extensive experience providing administrative and systems support across multiple activities in employment life cycle including: recruitment, interviews, training support, performance management, relocation support and policy implementation within a country office environment
• Has steered a proper data collection and analysis in order to support aspects of broader change initiatives and programme design.
