ORGANIZATIONAL CONTEXT

This job is located in a Country Office (CO). The Project Manager reports to the Deputy Country Director for Support Services, DRC CO, with a technical reporting line to the Staff Health Protection Advisor.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

To support WFP staff and family members in DRC in their mission, the DRCMAT (Democratic Republic of Congo Medical Assistance Team) Project Manager (PM), with WFP HQ and Country Office support will establish high quality primary care clinics initially for the 2451 WFP employees/ family members in DRC in medically underserved locations. Once established, DRCMAT will be extended to other UN agencies' staff and family members.

The aim of DRCMAT is to have a team of doctors/nurses that provide excellent primary care and stabilize emergencies, to offer timely technical input for medical evacuations and provide health education for WFP employees and their family in the locations identified by the Country Office (CO).

In the beginning phase, the Project Manager will guide this initiative to make it operational (to Tshikapa, Kalemie, Kananga, Beni and Bunia) and then once set up, oversee it, providing management from the administrative, budgetary, logistical side working with the doctors and the Country Office Wellness Team.

ACCOUNTABILITIES/RESPONSIBILITIES (not all inclusive):

The DRCMAT Project Manager duties consist in the following:

  1. Take the actions required to get the clinics set up physically with the appropriate office space and fixtures, with waiting room/bathrooms, with the standard clinic furniture, medical equipment/supplies and pharmaceuticals
  2. Establish procurement mechanisms, preferably in-country but if required outside of DRC, for all equipment, supplies and pharmaceuticals
  3. Undertake with HR the hiring of the DRCMAT Head Doctor and General Practitioners
  4. Undertake with HR the hiring of the Business Support Assistants
  5. Explore interest from other UN agencies in participating in DRC MAT.

Once the project is underway, the DRCMAT PM will:

  1. Provide overall direction to the DRC project under the supervision of the DCD Support Services and Staff Health Protection Advisor
  2. Administratively supervise the DRCMAT doctors
  3. Coordinate DRCMAT meetings and Staff Health Officer weekly meetings on a weekly basis
  4. Regularly and consistently implement continuous Performance Improvement for the clinics to ensure the best healthcare for patients and to increase the economy, efficiency and effectiveness of the project
  5. Liaise with external partners (e.g. referral hospitals, laboratories, specialists) working with WFP on the DRCMAT initiatives
  6. Provide support for the doctors, patients/escorts and CO related to Medical Referral and Medical Travel as well as with entry medical examinations
  7. Continuously explore and establish procurement procedures and LTAs for pharmaceuticals, medical items and equipment required for the project following WFP DRC CO Procurement rules and regulations
  8. In collaboration with the CO & RDC Wellness team (including Admin, HR, Security, Finance and Staff Health Advisor) undertake a regular analysis of clinics utilization in each location, monitor clinic utilization rates and report to Staff Health Protection on a monthly basis
  9. Periodically review with the DRCMAT Team and the Occupational health Officer the aggregated clinic utilization data to review the epidemiology of clinic visits and appropriate health promotion and illness/injury prevention initiatives
  10. Continuously improve and supervise DRCMAT reporting and expenditures by type of aggregated diagnoses
  11. Oversee the monthly revision of medical insurance reports
  12. Keep data on DRCMAT project up to date (number of visits per insurance types, staff/dependents, male/female)
  13. Determine strategy to promote full DRCMAT clinic utilization by staff and family members, in all areas where WFP clinics are located
  14. In coordination with the Occupational health Officer and DRCMAT doctors, develop training and screening programs to promote primary medical care and health prevention
  15. In coordination with Occupational health Officer and DRCMAT doctors, develop continuing education for the DRCMAT healthcare professionals
  16. Develop the DRCMAT clinic monthly Newsletter (in coordination with the Occupational health Officer and the CO Staff Counsellor)
  17. Editing DRCMAT contents on CO website
  18. Make periodic field visits to satellites clinics (Tshikapa, Kananga, Bunia, Beni and Kalemie).

DELIVERABLES AT THE END OF THE CONTRACT:

  1. Improve the project’s financial sustainability
  2. Seamless management of operational/logistical aspects of DRCMAT
  3. Ensure that operational/logistical and technical (i.e. medical/health) coordination to ensure high quality primary healthcare services to staff and family members
  4. Maintain staffing in all DRCMAT locations and anticipate any staffing issues.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

  • Advanced University degree in Administration, Communication, International Relations, Medicine, Nursing, Public health, or another related field.

Experience:

  • Minimum three (5) years progressively responsible experience in UN or International NGOs preferred. Experience in Health Service Management. Experience in working with databases and other Microsoft software. Experience in client/patient assistance and maintaining confidentiality. Experience as a “team player”.

Knowledge & Skills:

  • Demonstrated initiative and action management competencies
  • CORITY competency or similar medical database
  • Excel competency
  • Knowledge of Procurement rules

Languages:

French (level C) and English (proficiency: strongly desirable)
