JOB PURPOSE
The FSC Myanmar is willing to increase its food security analysis capacity in order to support FSC partners in better targeting ang and better FS programming.
KEY ACCOUNTABILITIES (not all-inclusive)
The FSC is looking for a Responsible for technical analysis including a wide range of research activities that support food assistance provision to crisis-affected people:
Assessments coordination
- conduct desk review to provide overall food security analysis
- Within delegated authority, lead EFSA (Emergency Food Security Assessment) via FSC partners to document the impact of the impact of the FSC on beneficiaries’ food security status. This may include working on questionnaire to adapt survey to the evolving context, implementation, and management of assessments with partner organisations.
- Provide technical guidance to FSC partners on needs assessment and usage of assessment data for targeting
- Provide regular support to needs assessment activities and analysis when needed, including to other platforms
Analysis, Visualization and reporting
- Produce food security analysis reports and snapshot based on the research results
- Build FSC capacity to converge several food security outcomes to estimate food security needs via the development of standardized assessment tools that will allow comparable data analysis round after rounds
- Develop Food Security data collect framework compliant with international standard

Cross-cutting/Interagency coordination
- Explore the feasibility of the establishment of a light “Early Warning System” to help the FS partners to make timely and adequate decisions and to strengthen anticipatory action where possible and provide humanitarian assistance at the earliest stage of the crisis.
- Collaborate closely with the Nutrition Specialist and the Nutrition Cluster in ensure that Nutrition is included in FSC food security analysis and to ensure that linkage between Food Security and Nutrition are analysed.
- Collaborate closely with the PGAAP (Protection, Gender, Accountability to Affected Persons) focal point to ensure that these aspects are considered in the data analysis but also in the programmatic recommendations
- Closely work in close collaboration with IMOs to ensure the production of a wide range of quality documents serving as a reference for FSC partners, CLAs, as well as donors. These products will support and strengthen FSC’s advocacy efforts.
The Food Security analyst would integrate in its analysis:
- all data collected through the FSC partners when supervising assessments
- all data collected through desk review about FS in Myanmar
- all data collected via remote census
The Food Security Analyst will explore other ways that will contribute to assess the Food Security situation in Myanmar.
DUTIES AND RESPONSIBILITY
Support and lead quality needs assessments and data analysis that can inform:
- EFSA (Emergency Food Security Assessment)
- FSC Quarterly Bulletin
- FSC monthly Newsletter
- FSC advocacy strategy and documents through detailed and informative report writing & presentations
- Comprehensive analysis of the evolution of the FS situation in Myanmar throughout the year, including with regards to cross-cutting issues
- Inter-sectorial related activities and analysis
- HNO/Humanitarian Needs Overview
- HRP/Humanitarian Response Plan, including mid-year revision (if any)
In addition, the Food Security Analyst would
- Provide data analysis support to FSC partners through detailed and informative report & presentations
- Provide training & capacity building on data collection & analysis: workshop, in-field coaching, mentoring of teams going to the field…
- Support and coordinate with national & sub-national FSC coordination levels
Coordination: working closely with the FSC partners, especially their M&E department, WFP (RAM), FAO (AFIS), other clusters (Nutrition, Protection….), Cash Working Group, Durable Solution Working Group, Nutrition Cluster and other coordination mechanisms eg South-East Working Group (SEWG), and will mainstream the use of FS analytical tools.
SPECIFIC TASK WILL INCULDE
Food Security data collect framework: Ensure/advocate that different household assessments include key Food Security indicators e.g., FCS, HDDS, rCSI, HHS, LCS etc.
- Ensure/advocate that assessment(s) should be planned in a way that assessment are compliant with Food Security international standards and that they can feed into humanitarian programme cycle e.g., HNO/HRP etc.
- Organize necessary food security data collection trainings, analysis, report writing etc.
Quality needs assessment: Oversee the implementation of FSC assessment eg EFSA. Support FSC partners to design, implement FS assessment in a proper manner and ensure that collected data are valuable.
Early Warning System: Explore the feasibility of the establishment of a light “Early Warning System” via the diagnosis of its necessary preconditions.
Food security analysis: produce reports/snapshot about the evolution of food security in Myanmar, including nutrition component, via desk review and collaboration with FSC’s partners, research institutes and other platforms.
FSC communication tools: Closely collaborate with the IMOs to ensure the production of a wide range of quality report/snapshots, serving as a reference for FSC partners as well as donors.
Capacity building: Provide the necessary training to FSC partners on data collection & analysis.
Sub-national clusters: Follow up with focal persons on the ground to triangulate primary data sources (where/ when required) and to use their networks of local knowledge in understanding humanitarian events involving shocks, IDPs and returnees
Advocacy: Provide quality food security reports/snapshots and key messages to advocate for food security support
Inter-sector/WGs coordination: Ensure inter-sectoral analysis, participation in relevant forum/cluster meeting/platforms
DELIVERABLES AT THE END OF THE CONTRACT
- Completion of at least one IPC Level 1 training and analysis workshop provided country moves with IPC
- 2 training programs: Training for FSC partners on implementing FSC assessment covering the methodology of implementation of the field and remotely, tolls design, data base set-up, data collection, data analysis.
- One end of contract report: outlining lessons learnt and recommendations to improve the overall purpose of the Food Security Analyst position in improving the quality of food security and livelihood assessments for more effective humanitarian response
STANDARD MINIMUM QUALIFICATIONS
Education: Advanced university degree in statistics, economics, development studies, Food Security, Statistics, Data Science or other related field.
Experiences: At least 6 years of experience in food security and nutrition data collection and analysis, or related statistical research. 6 years or more of relevant and progressive experience in food security analysis including IPC
Language: Excellent spoken and written English.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
- Experience conducting field work in emergency contexts especially in Myanmar or in country with similar challenges
- Advanced understanding of Excel and desirable, understanding of at least one statistics software, such as: SAS, SPSS, R, Python to provide food security analysis
- Experience in analysing satellite imagery
- Developed practical expertise in food security analysis and mapping by participating in multiple assessments in countries, including the design, data collection and analysis.
- Demonstrated experience in creating Food Security Early Warning System
- Demonstrated skills in coordinating with external partners
- Skills in facilitating meetings, presentation, and create a collaborative environment among different stakeholders
