ORGANIZATIONAL CONTEXT

Technology and Programme together need to define, steer and prioritize organizational efforts to digitalize programme delivery. Through the creation of a PD Digital Advisory Board (PD DAB), PD proposes to provide Programmatic leadership to guide where technology and digitalisation can best empower beneficiaries and enable the organization to “go digital” whilst remaining programmatically systematic, coherent and efficient. To support this work the Programme and Policy Development Department propose to hire an additional Programme and Policy Digital Officer to build and strengthen the existing work being done under the auspices of the PD DAB and the one-PD approach for technology and digitalisation within PD. This officer will support and report to the current Lead, Programme and Policy Digital Officer who currently acts as the PD DAB Secretariat. The role will ensure continuity for the programme of work under the PD DAB Secretariat. Overall, the role will continue to strengthen the work of the PD DAB Secretariat and reinforce the level of accountability and responsibility that PD is taking on for relevant digitalisation efforts.

STANDARD MINIMUM QUALIFICATIONS

Education:

Advanced university degree in relevant disciplines (including but not limited to: business management, public policy, social policy, social sciences, information technology, marketing/communication) or related field with relevant work experience.

Experience:

At least 6 years of postgraduate progressively responsible experience in humanitarian aid operations and/or project management, business systems analysis, design and development. Experience in developing project plans; Strong track record of delivering results in a complex environment; Experience working on information technology projects is desirable.

Knowledge and Skills:

Competencies: Results Focus, Team Work, Communication, Building Effective Relationships, Knowledge Sharing

Languages:

Working knowledge of English and working knowledge of one of the other UN official languages (Arabic, Chinese, French, Russian or Spanish).

ADDITIONAL TECHNICAL SKILLS

Technical Functional skills should be a combination of skills, including:
Experience convening internal and external working groups and events with an audience of cross-functional senior level leaders; Experience overseeing the development of technology applications and solutions with multiple stakeholders; Demonstrable experience in working with multi-disciplinary teams; Effectively able to translate business needs into technical requirements; First-hand knowledge of WFP operations and processes; Proven project management experience and understanding of project management methodologies; Business analysis including creation and review of functional and non-functional business requirements for IT solutions; Proven ability to produce reports and/or research papers with a good command of the humanitarian field; Ability to explain complex matters to influence a variety of audiences and possess exceptional verbal and written communicational skills; Creative problem-solving skills, strong attention to detail and strong organizational/coordinating skills; Client-oriented mentality and ability to build productive working relationships.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Support coordination between relevant PD divisions, a prioritized scope of work for programme digitalization where digital needs are urgent and/or digital opportunities have high potential for significant impact within the Saving Lives, Changing Lives programmatic framework;
  2. Lead in supporting field programme colleagues in formulating and analysing local digital demands, offering assistance through existing governance processes and corporate policies where necessary.
  3. Provide advice to the PD DAB, on corporate policy, guidance, or practices that need to be updated, enhanced, or provided in order to digitalize programmes;
  4. Support PD divisions with the implementation of their digital roadmaps to ensure a coherent PD-approach to all roadmaps in the department;
  5. Responsibe for guiding the technical transition of the existing Programme Guidance Manual to the new corporate Knowledge Management platform
