Senior Economic Recovery and Development (ERD) Manager

Job Overview/Summary:

The Senior ERD Manager will play a crucial role in leading the emergency response in Turkiye and supporting the Syria northwest. Reporting directly to the WoS ERD Coordinator, the senior ERD manager will oversee the operational and programmatic aspects of IRC's ERD Programs in Turkiye and NWS, ensuring their effective and successful implementation, monitoring, and evaluation. The senior ERD manager will be in close collaboration with the Partnership Department especially in Turkey response to ensure effective coordination and collaboration with local partners and stakeholders. When needed, the Senior ERD Manager will support the programmatic and operational aspects of IRC's ERD Programs in northwest Syria, including cash and basic needs support, agriculture and livestock assistance, and livelihoods programming. Together with the WoS ERD Coordinator and relevant program managers, the Senior ERD Manager will develop ERD strategies and designs and manage day-to-day project activities to ensure successful implementation, monitoring, and evaluation.

Responsibilities:

• Identify viable partners in Türkiye for ERD programming including CVA, livelihoods protection, market recovery, and other possible economic recovery programming. In collaboration with the partnership department.

• Ensuring smooth implementation of ERD activities in Turkiye with current partners.

• In collaboration with WOS ERD Co, develop ERD emergency programming strategies for Türkiye and NWS related to emergency response. This will be included: aspired targets and geographic coverage, activity types, required funding, timelines, and should incorporate IRC’s approach’s including a partner and cash first approach, safeguarding considerations, GAD inclusion and risk-informed practices.

• In collaboration with WOS ERD Co, support business development for emergency programming in NWS and Türkiye including providing inputs to the Grants team for proposal narratives, log frames, budgets, and workplans, etc.

• Collaborate with other actors operating in Türkiye to identify gaps in programmatic coverage, to understand and share contextual and operational challenges, and to contribute to coordination platforms.

• Attend Türkiye CBI-TWG meetings and be IRC’s focal point in other forums such as the CCD collaboration space.

• Support the WOS ERD Coordinator to provide timely requests to Finance and other support departments and ensure speedy payment to FSP.

• Ensure all direct and partners implementation is in line with standard methodologies and IRC’s Outcomes and Evidence Framework.

• Ensure the smooth integration, implementation, and management of project work plans and budgets.

• Review inputs from project managers and partners for donor reports and write or edit them as needed.

Technical Quality:

• Ensure that all Emergency Response and Development (ERD) activities, including cash and livelihoods support, are implemented in line with IRC's technical guidelines and global best practices.

• Regularly review MEAL (Monitoring, Evaluation, Accountability, and Learning) data and utilize indicator findings to improve the quality of ERD programs. Ensure that all programs are evidence-based.

• Ensure that the ERD programs adhere to IRC's Outcome and Evidence Framework, utilizing evidence-based theories of change and project approaches/activities to achieve outcomes.

• Maintain regular communication with the ERD Technical Advisor to stay up to date on the IRC ERD Technical Unit's latest developments and global working groups, including new tools and guidelines.

• Possesses technical expertise in all cash modalities. This includes the ability to design and implement unconditional and conditional cash transfers, voucher programs, and cash-for-work initiatives.

Partner Management:

• Lead the identification and set-up of local partners for IRC's cash and basic needs programming in emergencies in Türkiye.

• Foster strong relationships between IRC and partners at both the field and managing office levels to promote transparency, trust, and accountability.

• Oversee partner-led implementation of cash programming, designing monitoring mechanisms to ensure high-quality implementation.

• Provide support to partners in line with IRC's Partnerships Excellence for Equality and Results System (PEERS).

• Identify and design capacity development initiatives for partners in collaboration with the Partnership Department.

Coordination:

• As the Senior ERD Manager, one of the key responsibilities will be to ensure coordination across various stakeholders and partners in the region. This includes representing the IRC in relevant groups such as the Food Security & Agriculture Cluster, Cash & Markets Working Group, and other relevant groups to ensure consistent representation and engagement.

• The Senior Manager will also oversee regular communication and engagement with partners and government entities, facilitating negotiations and addressing any concerns or challenges at the service delivery level. Collaboration with other IRC sector technical leaders will be critical to ensure program integration and effective internal referrals.

• The Senior Manager will work closely with field managers and the humanitarian access & security team to address concerns and challenges related to service delivery.

Other:

• The Senior ERD Manager will undertake any other relevant duties assigned by the supervisor to further IRC programs.

• The senior ERD manager will be supporting the NWS program when needed.

Staff Performance Management, Learning & Development

• Hire, supervise, and build the capacity of team members in relevant technical and management competencies.

• Develop and implement remote management capacity building approaches to build the strengths the teams’ teams in Syria.

• Coach, train, supervise and mentor direct-report staff, including communicating clear expectations, setting annual performance objectives, providing regular and timely positive and constructive performance feedback, and providing documented semi-annual performance reviews.

• Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.

• Approve and manage time, attendance and leave requests to ensure adequate departmental coverage; ensure monthly, accurate timesheet submission and carry out probationary reviews.

• Hold high-quality meetings with each direct report on a regular and predictable basis, minimally on a monthly basis.

• Provide a measurable development plan including on-the-job learning with the aim of strengthening technical capacity, exchanging knowledge within the team, and providing guidance on career paths.

• As required, identify staff performance issues and work with Human Resources to document and address these in accordance with the National Staff Employment Policies.

• Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.

• Promote and monitor staff care and well-being. Model healthy work-life balance practices. Support appropriate interventions in response to identified staff care needs of both national and international staff.

• Look for opportunities to support staff in their career growth, where appropriate. As part of succession plan and nationalization goals, identify, train, and develop capability and capacity of national staff to successfully transition role and responsibilities, by the end of assignment.

Required Experience/qualification/Skills:

• At least 5 years of progressively responsible professional experience of partnership management and managing large-scale basic needs or livelihoods/economic recovery projects with a national or International NGO.

• Demonstrated experience leading budgets, developing proposals in English, coordinating inputs from partners/sectors, reporting and program-specific donor and organizational compliance.

• Experience leading and coordinating activities across a range of organizations, e.g. at the cluster level, or coordinating the work of local partners organizations.

• Previous experience in an emergency or conflict-afflicted setting is required.

Demonstrated Skills and Competencies:

• Credible written, presentation and verbal communication skills; ability to convey information effectively and solid experience providing training and staff development.

• Validated ability to plan long-term, organize priorities and work under administrative and programmatic pressures with detail orientation and professional patience.

• Highly collaborative and resourceful; ability to establish positive working relationships with senior level management and all other partners to maximize cooperation and productivity.

• Curiosity, a desire to continually learn and develop and a sense of humor is a must.

• Analytical ability in creating effective solutions to complex matters while adhering to labor laws and internal policies.

Language/Travel:

• English is required, while Arabic and Turkish are desired.

• Travel: 15% to field sites in Türkiye as well as attending regional and global workshops and meetings. And the possibility to travel to NWS.
