1. Introduction

ActionAid is a global justice Federation working to achieve social justice, gender equality, and poverty eradication with headquarters in Johannesburg, South Africa, ActionAid is working all around the world with country programs, affiliates, and regional offices, Today, ActionAid is present in 48 countries.

ActionAid has been present in the Arab Region since the mid-2000s in Jordan, Syria, Lebanon, and Tunisia.

AAAR work is mainly focusing on the following programme priorities:

• Women’s Rights, Building feminist leadership to prevent and respond to violence against women and girls.
• Youth and Community-led humanitarian action, Strengthening preparedness and crisis response through women and youth leadership.
• Fostering civic and political engagement and increasing the employability of young people, fostering young people's agency to influence decision-makers and create opportunities.
• Climate Justice, raising awareness on climate change, fostering youth participation in climate action.

1. Background Information on The Intervention

The ActionAid Arab region has initiated a new project “Journey for the creation of a Women-Friendly Label to prevent Violence Against Women and Girls and promote Women’s Economic Rights in Jordan”. The project aims to better understand the intersectionality of Violence Against Women and Girls (VAWG) and women’s economic rights (WER) and ensure that policies align with and support the personal experiences of women, with the key partners Al-Hayat Center RASED and Maal center.

The project involves the creation of a Women Friendly Label that will recognize and promote businesses that uphold women's rights and prevent violence against women and girls. This process will be community-based and take a gender-transformative approach, through the creation of a Women Core Group composed of Jordanian women from diverse backgrounds, who will be supported by experts to create, develop and systemize the Women-Friendly Label, in addition to producing a woman-friendly label that comprises a set of requirements and assures a safe environment for women.

Furthermore, AAAR and its partner will work closely with six progressive companies to co-develop and test the Women Friendly Label and in a second stage. At the end of the pilot, AAAR and its local will have six progressive companies that adopt the Women-Friendly Label

In parallel, in purpose to attract progressive companies and to strengthen their accountability to be eligible for the Women Friendly Label, AAAR will build progressive companies’ capacities in accountability. First, AAAR will conduct Strategic Humanitarian Assessment and Participatory Empowerment (SHAPE) Assessment and develop a tailored development plan according to the results of the assessment. Furthermore, AAAR and will support the progressive companies to enhance their internal processes and framework to be aligned with the Women Friendly Label through training, awareness raising, small renovations (e.g., childcare room, women’s bathroom, etc.).

1. Methodology And Scope of work.

ActionAid Arab Region (AAAR) is looking for a MEAL consultant to ensure the quality and accountability of the ActionAid Arab Region Project " Women Friendly Label" and support the team on the MEAL activities.

Mainly the MEAL consultant's responsibilities include the:

1. Develop and implement a comprehensive MEAL plan for the project, including data collection, analysis, and reporting mechanisms.

1. Work closely with the project team to ensure that the project's objectives are clearly defined and measurable and that appropriate indicators are developed to track progress toward these objectives.

1. Conduct data analysis and reporting to support project management on the SHAPE assessment.

1. Provide technical support and capacity building to project staff and partners on MEAL tools and methodologies, ensuring that they are able to implement and manage project monitoring and evaluation activities effectively.

1. Collaborate with the partners involved in the project, ensuring that MEAL activities are coordinated and integrated with other project activities.

1. Any other tasks assigned by the project manager or AAAR management related to the project MEAL activities.

3.1 Deliverables:

The consultant will provide the following services:

• In The First 2 Weeks the Improvement Plan Based on The SHAPE Assessment
• Other tasks must be completed by 1st May 2023.

1. Budget

The total estimate for the required tasks is 5124 GBP (including taxes and any other applicable taxes), itemized as follows:

1. SUBMISSION OF TECHNICAL PROPOSALS.

5.1 Qualifications;

• Sound knowledge of international standards on human rights, gender, and women’s rights including international women’s human rights conventions
• Strong knowledge and experience in private sector internal systems.
• Strong dialogue and communication skills.
• Proven analytical and writing skills.
• Strong verbal, writing, reporting, and organizational skills with a keen eye for details.
• Proven experience with qualitative and quantitative data analysis.

Reporting:

The consultant will report to the Women Rights Program Manager on deliverables bases.
