JOB PURPOSE & ORGANIZATIONAL CONTEXT
The HR Assistant G5 will report to the National Human Resources Officer as first-level and to the Head of the HR Unit as second level. The incumbent will perform a range of HR tasks to support accurate implementation of WFP policies and procedures and facilitate the effective functioning of client- focused and strategy-oriented HR services.
Job holders at this level are expected to take responsibility for the completion of a full range of HR activities requiring some interpretation of standard guidelines and practices. They are able to recommend a course of action within their area of expertise and may provide guidance to other staff.
KEY ACCOUNTABILITIES (not all-inclusive)
- Provide assistance on general HR queries and follow up actions, to ensure consistent and high-quality HR services are delivered to clients.
- Extract and compile HR data on staff recruitment and selection, contractual conditions, entitlements, performance and training requirements, to support analysis and reporting needs. Produce, review, maintain and visualize (using Tableau) different HR data analytics (e.g. HR dashboard, ect) as well as online HR tools to monitor efficiency and effectiveness of HR processes and projects.
- Use HR management systems for entering and updating a variety of HR data including assistance in monitoring various deadlines (e.g. contract expiration, PACE, etc.), ensuring compliance with the established deadlines and accuracy of HR data.
- Maintain HR databases and online archives to ensure data and files are accurately stored and updated in compliance with established corporate standards.
- Produce, review and maintain visual material to increase visibility of WFP Iraq vacancy announcements as well as of other HR information to the wider CO (posters, newsletters, etc). Produce, review and maintain an online Onboarding package aiming at an improved orientation experience for new joiners.
- Support end-to-end selection and recruitment processes including drafting vacancy announcements & screening questions in the corporate E-recruitment platform; managing online written assessments in the corporate Imocha platform; establishing and maintaining all contacts with candidates; scheduling interviews and ensuring all relevant documentation is available and shared to relevant stakeholders in a timely manner; liaising with hiring managers at every step as required.
- Manage leave recording using the corporate WINGS & PASport platforms and liaising with relevant timekeepers inside and outside the CO. Answer any leave-related queries that staff may have and produce and disseminate leave reports as required.
KEY ACCOUNTABILITIES (not all-inclusive)
- Draft various HR documentation as may be required (e.g. employment contracts, letters, etc.) ensuring accuracy and meeting established deadlines.
- Liaise with internal and external stakeholders on payroll and other HR-related payments following the entire process end-to-end ensuring completion with accuracy and in a timely-manner.
- Support review of processes and contribute to improvements aimed at increasing HR efficiency and effectiveness at all levels. Perform other relevant duties as may be required.
STANDARD MINIMUM QUALIFICATIONS
Education: A Bachelor’s degree is highly desirable in fields such as Human Resources, Business Administration, Psychology or other.
As a minimum, completion of secondary education with specialized training and/or post-secondary certificates.
Experience: At least five (5) years of progressively responsible support experience in Human Resources, Business Administration or other relevant field. Prior experience in a UN organization and/or NGO is highly desirable.
Languages: Proficiency in English and Kurdish, proficiency in Arabic is an advantage
Knowledge & Skills:
- Ability to gather/produce and analyze information and data.
- Ability to quickly assimilate new processes and systems.
- Strong knowledge of applications such as Word, Excel, Tableau, PowerPoint and Visio.
- Ability to be a strong team player
FUNCTIONAL CAPABILITIES
Employee orientation: Demonstrates a developed understanding of the various employee contexts and needs when applying and adapting HR policy and practices, to best meet employee needs. Takes initiative and identifies suitable solutions when partnering with employees and local Country Office management.
HR Expertise & Policy Knowledge: Is able to interpret and apply detailed knowledge of HR policies, operational processes, leading HR practices and internal regulations, within a complex organizational context, to provide guidance to employees and implement solutions within area of responsibility.
Business Knowledge & Partnership: Applies advanced knowledge of WFP's organizational and HR strategic objectives, as well as of operational complexities, in order to ensure alignment of HR support within own area of responsibility. Establishes and maintains internal network on an ongoing basis, to develop understanding of organizational challenges and local teams’ context, and therefore ensures focus on local priorities and people.
Enabling Talent Management Solutions: Demonstrates an advanced knowledge of WFP HR solutions within area of responsibility. Applies this, along with an in-depth understanding of the end user context, to plan, coordinate and manage effectively the implementation and execution of HR solutions.
HR Operations Management: Demonstrates understanding of HR operations impact on the broader organisational context. Proactively identifies opportunities for HR operational improvement and creates work plans to implement changes.

Salary: Starting at USD 2,151.25 per month.
Medical Plan: Valid medical plan for the staff member, spouse, and dependent children under 18 years
Annual Leave: 30 working days (paid) per year
