Jordan Water Efficiency and Conservation Activity (WEC)

The Jordan Water Efficiency and Conservation Activity (WEC) funded by USAID/Jordan and implemented by Tetra Tech ARD (http://www.tetratech.com/intdev) is currently accepting expressions of interest for qualified candidates to fill various positions. The purpose of the WEC Activity is to increase water use efficiency and conservation in Jordan by applying commercial incentives to the agriculture, industrial, and the municipal sectors and strengthening the Government of Jordan (GOJ) governance over irrigated agriculture.

Tetra Tech seeks experienced candidates for the following position: Grants Specialist

JOB SUMMARY:

Under the overall supervision of the Grants Manager, the Grants Specialist will be responsible for administrative duties and services in the project office for assisting with all aspects of implementing and managing the grants program.

MAIN RESPONSIBILITIES AND TASKS:

The Grants Specialist will be responsible for the following:

  • Assist in the development and issuance of solicitations; develop a log to collect potential applicants’ names and contact information on a roster to begin a potential grantees database.
  • Monitor the collection of grantee applications, making sure they are recorded by date and time of delivery, and date and time stamped.
  • Support the Grant Manager in the Review and Evaluation Committee process by taking notes and alerting applicants of the status of their application.
  • Conduct pre-award risk assessments with the Grant Manager and Technical Team.
  • Assist in analyzing budget elements to ensure costs are reasonable, allowable and allocable, and contribute to the drafting of Negotiation memos.
  • Review the SAM, OFAC and UN 1267 website for all potential grantees and their key personnel. Ensure the organization is registered in the SAM and with a UEI number and that all certifications are signed and on file prior to award.
  • Participate and assist with grantee site visitations and compliance checks.
  • As assigned by the Grant Manager, receive quarterly technical, monitoring, and financial reports and distribute to appropriate staff for review. Call for meetings if necessary to ensure successful progress from all sides, approve and assist with processing of payments, as needed.
  • Regularly review the Grant Agreement for achievement of milestones, burn-rate, compliance with applicable USAID regulations, and assist the grantees in preparing for closeout.
  • Serve as a resource for grantees on questions pertaining to achievement of milestones, compliance regulations, and preparation of reports.
  • Performs other duties as assigned by the Grant Manager to support program objectives.

QUALIFICATIONS: (MINIMUM REQUIREMENTS)

EDUCATION: University degree

WORK EXPERIENCE: At least 3-5 years of experience in monitoring grants, program management, and reviewing/tracking reports, previous experience in managing/monitoring USAID-funded Grants Under Contracts (GUC)

Must have the ability to work effectively in a fast-paced environment. Must be flexible, willing to perform other duties and work irregular hours.

SKILLS: Excellent interpersonal skills, including patience, diplomacy, willingness to listen and respect for colleagues. Must be capable of working both individually and as part of a team. Must also be able to create a supportive working relationship among all project teams.

LANGUAGES: Working knowledge of English, both written and spoken. Able to communicate fluently and effectively both verbally and in writing.

General Qualifications:

  • Must be computer literate (in Microsoft Office applications such as Excel, Word, PowerPoint, etc.).
  • Excellent interpersonal skills, including patience, diplomacy, willingness to listen and respect for colleagues.
  • Ability to work individually and as part of a team. Must also be able to work effectively in a team environment.
  • Professional fluency in English and Arabic is required for verbal and written communication.
  • Experience delivering services in Jordan, working successfully within a team environment.
