STANDARD MINIMUM QUALIFICATIONS

Education
Do you have an Advanced University degree in Political Science, International Development, Development Economics, International Relations, Law, Marketing, Communications or any other relevant field?

Experience
Do you have at least 3 years of post-graduate professional working experience in developing government & corporate strategies, multi-stakeholder partnerships, design & management of resource mobilization processes & strategies, creation of external communication & briefing materials, etc.
Do you have experience in large scale/complex emergency environments?
Do you have experience working in international humanitarian and/or development field?

Language
Do you have fluency (level C) in French and English languages?

ORGANIZATIONAL CONTEXT

In Burkina Faso, WFP provides emergency food assistance to millions of people exposed to hunger across the country including internally displaced persons, school children, pregnant women, and nursing mothers. WFP also worked with various partners to strengthen the resilience of communities to climate shocks and stresses – through the construction and rehabilitation of assets such as water towers, community farms and pastures, allowing families to grow and harvest more food for themselves. Since January 2023, WFP in collaboration with the Government of Burkina Faso, has been increasing its operational capacity to deliver vital food assistance using three heavy lift helicopters to 14 hard-to-reach locations due to insecurity.

JOB PURPOSE

The purpose of this assignment will be to support WFP’s effective positioning with public, private and external partners to attract policy support, resources, technical assistance and innovative solutions to advance the work of WFP, while supporting member states in the achievement of the SDGs and Zero Hunger and emphasizing WFP’s contributions in this regard.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Support the Country Office in maintaining strong relations and partnerships with WFP donors including Government donors, International Financial Institutions, UN partners, and other organizations of strategic importance to WFP.
  • Draft talking points, briefings, speeches, PowerPoint presentations, and outcome reports for internal and external meetings, conferences, and other high-level events.
  • Accompany the Head of Unit or the Country Director in high level and technical meetings when required and coordinate the organization of the BER Director’s missions with designated focal points in HQ, RBs, and COs.
  • Represent WFP at meetings at appropriate levels, in such a way that advances the government partnerships strategy and objectives, and builds support for WFP activities
  • Engage with other functional units, RBs and COs on WFP’s thematic, regional and country-specific offerings, developing content and language that speak to individual audiences and align with on-going policy dialogue in national and global fora; Support alignment of partner engagement across the organization.
  • Proactively support a wide range of aspects of a partnership's portfolio, including partner profiling, data/trends analysis and outreach plan, to maximize resources and leverage policy and technical support for WFP’s work; Ensure partner visibility and that partner conditions are met.
  • Facilitate corporate dialogue with partners through preparation of quality briefing materials;
  • Proactively highlight strategic opportunities and issues to the Head of Unit and propose options for the best course of action to nurture trust and interest in the work of WFP; Support the preparation of joint events (e.g. UN pledging conferences) and field visits that can advance WFP interests and objectives.
  • Gather and share partner intelligence (including forecasting), using key information systems (e.g. WINGS, Salesforce, WFPGo), and asses results.
  • Support functional units, RBs and COs on partnership strategies (including the development of Partnership Action Plans); Extend support on partnership/contribution management, in line with corporate norms, processes and legal agreements, on quality proposal and report writing by engaging with other WFP entities and external stakeholders.
  • Facilitate partnership growth, by exploring opportunities to expand existing partnership and scope of new partners, guided by assessments, analysis and due diligence; Present recommendations to the Head of Unit and ensure follow-up.
  • Contribute to the preparation of partnership proposals, strategic agreements, join strategies and/or MOU, taking into account corporate norms, processes and external regulations; Ensure quality control of content by engaging with relevant functional units,RBs and COs.
  • Use socio-political insights to support WFP’s effective positioning vis-à-vis national governments, regional and international institutions with the aim to influence the policy agenda.
  • In the context of the UN system and multilateral fora, support the development of partnerships with member states, civil society and intergovernmental organizations to advocate for the SDGs and Zero Hunger on the global agenda, and advance WFP priorities and policies, based on a good understanding of member states’ dynamics and interests.
  • Solicit inputs from other WFP entities that contribute to inter-governmental/inter-agency work to ensure that WFP positions are properly explained and taken into account in decision making.
  • Contribute to preparedness actions, providing technical recommendations and guidance; Monitor defined risks and make recommendations how to manage these effectively.

NB:

  • Ouagadougou has been placed under a temporary family restriction meaning internationally recruited staff will not be able to bring their family for this assignment.
  • The Rest & Recuperation System (R&R) is currently implemented in Ouagadougou providing 7 days (5 days break + 2 days travel) of break outside the country every 8 weeks of presence on the duty station.
