ORGANIZATIONAL CONTEXT

The Emergency Operations Division (EME) is responsible for enhancing WFP’s preparedness and response capacity in emergencies, including risk analysis and early warning, preparedness planning, crisis support and information management. The Branch provides analytical and research support, normative guidance, technical operational support and capacity building to field offices and regional bureaux, as well as inter-agency coordination.
Analysis and early warning for emerging climate, economic and conflict risks that may lead to humanitarian impact or operational implications is an important part of preparedness. Maintaining WFP’s early warning capacity as an important part for preparedness and early action planning is a strategic priority for the Division. To fulfil these responsibilities the Analysis and Early Warning (AEW) unit undertakes constant horizon-scanning, research and analysis. This takes place in close collaboration with other units within EME, WFP’s Research, Assessment and Monitoring (RAM) division, WFP’s Field Security Analysis unit, other WFP divisions, humanitarian agencies, and partners in academic and research institutions, as well as WFP Regional Bureaux and Country Offices. AEW’s early warning alerts inform corporate early warning products and early warning-early action platforms as well as external and interagency early warning processes and products, such as the Early Warning, Early Action and Readiness (EWEAR) analyst group of the Inter Agency Standing Committee (IASC) (led by the AEW unit) and the FAO-WFP Hunger Hotspots early warning report. In addition, AEW provides its expert services in conflict, economic and natural hazard risk analysis to WFP field offices for tailored, in-depth analytical support, such as scenario planning.

THE ROLE

The Conflict Analyst will report to the Senior Analyst.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Conduct systematic research to identify emerging conflict risks that could affect WFP’s operations and create additional humanitarian needs for assigned geographical regions;
  • Provide anticipatory warnings and analytical inputs – in collaboration with other team members, relevant units in EME and WFP more broadly – to the monthly Early Warning Watch List and Active Warning updates, WFP’s Corporate Alert System (CAS), Country Risk Outlooks, FAO-WFP Hunger Hotspot early warning reports and ad-hoc Flash Alerts;
  • Draft forward-looking conflict analysis briefs, risk assessments and on-demand analytical briefs for the Director of Emergencies and senior divisional and WFP management;
  • Contribute to specific regional, cross-regional and thematic conflict risk analysis as required;
  • Participate actively in the Inter-Agency Standing Committee’s (IASC) early warning analyst group, including in the monthly horizon-scanning meetings and drafting and coordination of the Early Warning, Early Action and Readiness (EWEAR) monthly briefs;
  • As required, conduct research and analysis on conflict-induced hunger for advocacy related to the implementation of the UN Security Council Resolution 2417;
  • Support EME partnerships and networks by establishing working-level contacts and routine liaison both externally with researchers, think-tanks, NGOs, IASC EWEAR early warning group and others as appropriate, as well as internally within EME, in HQ and with RBs/COs (e.g. security analysts, EPROs);
  • Contribute to integrated risk analysis through close coordination with economic and natural hazard experts within the unit and WFP;
  • Conduct research and risk analysis in line with agreed methodologies and the use of information management tools;
  • Support field offices as required with analytical in-country missions, scenario-building, scenarios for Concept of Operations (CONOPs) or related analytical services; or conduct exercises to provide trainings on risk identification, risk analysis and indicator monitoring;
  • Maintain close communication and collaboration with WFP Regional Bureaux (RBs) and Country Offices (COs) on risk identification, and strengthen decentralization and integration of risk assessments;
  • Ensure close coordination with relevant EME-unit on field support on operational readiness and early actions, where required;
  • Serve as alternate conflict analyst for other regions as needed, temporarily undertaking the responsibilities of the region’s primary conflict analyst during his/her absence;
  • Be available when needed to perform on non-analytical responsibilities within the AEW team, including but not limited to coordination of key processes and production of various analytical outputs or support to methodology development;
  • Be available to work remotely as needed;
  • Perform other related duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education: You have

  • Advanced University degree in Political Science, International Relations, Conflict Analysis, International Humanitarian Law, International Human Rights Law other relevant fields.

Experience: You have

  • A minimum of 5 years of experience in research and analysis related to conflict, political stability or related fields;
  • Professional experience in risk analysis and early warning for conflict and political instability, possibly related to food assistance, humanitarian response planning, or humanitarian action;
  • Experience in research on interlinks between conflict and food security is desired.

Knowledge & Skills: You have

  • Knowledge of and experience in humanitarian field operations, emergency response, preparedness and response planning, ideally including WFP operations, is highly desired;
  • Experience in food security analysis is an additional asset;
  • Excellent research, analytical and communication skills;
  • Strong writing skills with a demonstrated ability to research and draft clear, concise analytical briefs and proven ability to produce high-quality analytical products (reports, briefs, alerts, scenarios);
  • Ability to work both with minimal supervision and as part of a team;
  • Ability to establish collaborative and fruitful collaboration with colleagues and external partners;
  • Ability to establish effective working relations with persons of different national and cultural backgrounds.
  • Resilient to stress and capacity to maintain attention to details under tight deadlines.

Languages: You have

  • Fluent written and spoken English (proficiency/level C);
  • Working knowledge (proficiency/level B) of a second UN language, preferably French, Spanish or Arabic.

TERMS AND CONDITIONS

  • This is an International Professional position and is open to all nationalities.
  • WFP offers an attractive compensation and benefits package in line with ICSC standards (http://icsc.un.org)_including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days' annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.
  • The selected candidate will be required to relocate to Rome, Italy to take up this assignment.
  • Mobility is and continues to be a core contractual requirement in WFP. This position is however classified as “non-rotational” which means the incumbent shall not be subject to the regular reassignment process unless the position is reclassified as rotational. The selected candidate will be employed on a fixed-term contract with a probationary period of one year. This position is open to both internal and external candidates.
