BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
This role is located in Rome within the Anti-Fraud and Anti-Corruption (AFAC) & Donor Review Management Branch of WFP’s Risk Management Division (RMD).
The management side AFAC unit leads organizational strengthening efforts in this area. The purpose of the unit is to build maturity and capacity in the first and second lines of defence on fraud prevention, detection and risk management, with a view to ensuring that WFP resources reach the people that the organization serves. It also coordinates and aligns efforts of the first, second and third line towards their common objective to prevent, detect and deter fraud. The AFAC unit aims to guide management-led AFAC maturity-building efforts and to position the organization for continuous improvement on AFAC matters.
Under the direct supervision of the AFAC officer, the incumbent will provide support in development of tools and guidance to address gaps and priority needs identified in AFAC matters across the organization. The incumbent will support mainstreaming of enhanced guidance, reporting, and tools and address common questions and knowledge gaps and will be involved in the negotiations of AFAC-related clauses in donor and supply agreements.
ACCOUNTABILITIES/RESPONSIBILITIES:
Contract AFAC clauses
- Review AFAC clauses in donor and supply agreements and ensure alignment with corporate guidelines.
- Participate in the negotiation of the AFAC clause in donor and supply agreements.
AFAC Guidance
- Support development and review of policies, guidelines, procedures, and other documents to support fraud prevention, detection and risk management.
- Promote awareness of AFAC principles and tools to manage risk and enable well-informed decisions.
AFAC Training and Embedding
- Support development and delivery of training sessions on AFAC.
- Support enhancement of metrics, indicators, and dashboards to embed AFAC standards in fraud risk management.
- Perform any other duties as required.
DELIVERABLES AT THE END OF THE CONTRACT:
- Strengthen the AFAC function to ensure that WFP’s global workforce is better equipped to identify, prevent and respond to fraud as part of their day-to-day work, resulting in reduced susceptibility to fraud risk and increased organizational resilience to the threat that fraud represents to WFP objectives.
- Contribute to the development of WFP’s counter-fraud processes, tools and guidance and improvement of counter-fraud controls. Second-line reporting will meet stakeholders’ assurance needs. Metrics, indicators and dashboards will be established to embed AFAC standards in management. Processes supporting continuous improvement and further ‘fraud proofing’ will be in place.
QUALIFICATIONS AND EXPERIENCE REQUIRED:
Education:
Advanced university degree in Law, Accounting, Economics, Management, Finance, Business Administration, Statistics or relevant field(s) or first level university degree in those fields with additional relevant work experience.
Experience:
Three years or more of post-graduate relevant progressively responsible professional experience in law, AFAC, compliance, finance, risk management or related field. WFP and/or UN system experience desirable.
Knowledge & Skills:
Essential: Partnership and coordination skills. Analytical, evaluative, and problem-solving skills. Resourcefulness, initiative, good judgement, tact, ability to communicate clearly both orally and in writing. Ability to work in a team and establish effective working relations with persons of different national and cultural backgrounds. Sensitivity to deadlines. Detail-oriented and well organized. Ability to prioritize and plan.
Desirable: Prior exposure to Risk Management and or AFAC. Relevant experience and training in private, commercial or public Law. Knowledge of the United Nations system, its key actors and coordination mechanisms. Understanding of UN/WFP rules, regulations, policies and procedures.
Language:
Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.
