ORGANIZATIONAL CONTEXT:

The United Nations World Food Program (WFP) is the world's largest humanitarian agency fighting hunger. In Colombia, the support that WFP provides to the national government responds to Sustainable Development Goals (SDG) 2 and 17 using innovative tools such as cash transfers and local purchase of food through farmer associations. WFP's activities in Colombia focus on the most vulnerable populations, which include victims of violence, marginalized communities, and ethnic groups. This is done progressively through the development of the capacities of local authorities to implement responsible programs that contribute to reducing food insecurity and malnutrition.

With 8 field offices strategically located in the capitals of the departments of Arauca, Caquetá, Córdoba, Chocó, La Guajira, Nariño, Norte de Santander, and Valle del Cauca, WFP operates in 23 departments saving lives and changing lives, promoting local socio-economic recovery and development, and providing transformative and sustainable solutions through nexus approaches linking humanitarian, peace, and development efforts.

The Supply Chain Unit encompasses the following main areas of support: Procurement (food, services & non-food items), Logistics (contracting of logistics services: storage & handling, transport, repackaging, etc.), and CBT (Cash Based Transfers) – including its different mechanisms (value vouchers, commodity vouchers and cash).

Under the direct supervision of the Deputy Country Director for Operations, job holders make definite contributions within the established policies and procedures. Job holders apply considerable knowledge derived from educational training and practical experience and exercise independent analysis for further reviews and decisions. At this grade level, staff receive supervision, but are able to work under broader instructions developing analytical tools and achieve outputs for effective supply chain execution. Job holders may also act as team leaders in smaller supply chain operations working closely and in coordination with the relevant stakeholders.

JOB PURPOSE:

To provide analytics and contributions to supply chain activities or contribute to the planning and coordination of field supply chain operations, to ensure actions are in line with an effective and integrated supply chain approach meeting the food assistance needs of beneficiaries and service provision requirements for partners.

ACCOUNTABILITIES/RESPONSIBILITIES:

  1. Contribute to the development and implementation of supply chain plans and procedures, in line with the global WFP supply chain strategy and regional/functional strategies, policies and plans, to achieve operational cost efficiency, agility, reliability, quality and to support national capacity strengthening.
  2. Provide substantive contributions to regional/country context analyses and to the management of end-to-end operational supply chain and retail networks, in support of operational supply chain challenges and operational optimization.
  3. Contribute to planning and implementation of supply chain operations, initiatives and services to ensure a timely, cost-effective and integrated approach and in close cooperation with key supply chain stakeholders.
  4. Perform analyses and detailed conceptual work putting together comprehensive reports identifying opportunities for improvement and effective operationalization of supply chain within the area of responsibility.
  5. Conduct regular financial analysis and budget reviews, drawing out insights and recommending actions to senior staff for maximizing use of resources and effectiveness of supply chain operations.
  6. Build and maintain productive partnerships mostly at the operational level and collaborate with counterparts in the key supply chain functions contributing to an integrated supply chain approach to food assistance and cross-functional operational alignment.
  7. Build and maintain productive partnerships with supply chain counterparts amongst government and other national organizations, UN agencies, NGOs and private sector to share operational knowledge contributing to coordinated and cost-effective supply chain operations.
  8. Provide technical contribution to market analysis and supply chain network mapping to inform the selection of an appropriate operation modalities to improve supply chain performance.
  9. Support management of supply chain operations, or manage less complex supply chain operations, in compliance with the established supply chain strategies, policies, procedures and controls, and following corporate standards, with special emphasis on quality control, loss prevention, risk mitigation and cost effectiveness.
  10. Support the monitoring of supply chain activities to check that appropriate internal controls are followed to increase the day-to-day efficiencies and overall performance of supply chain operations.
  11. Support management of service providers/vendors, port, fleet and warehouse operations to promote safe, efficient planning and execution of WFP operations.
  12. Prepare accurate, comprehensive and timely reports, dashboards and other visual materials on supply chain activities including trends to support informed decision-making and consistency of information presented to the stakeholders.
  13. Guide and supervise staff, acting as a point of referral, providing training and supporting them with more complex analysis and queries.
  14. Contribute to preparedness actions and support quick emergency response to deploy food and resources at the onset of the crisis.
  15. Other as required.

OTHER SPECIFIC JOB REQUIREMENTS:

  1. Carry out context and market analysis from the supply chain point of view (supply chain network mapping), to provide inputs to key stakeholders regarding the most suitable assistance modality (in-kind, value voucher or cash), and to support the process of identification and contracting retailers and other service providers.
  2. Implement continuous market research to maintain and expand the list of vendors.
  3. Carry out analysis of the supply chain costs to identify and implement strategies for cost reductions and savings.
  4. Support actions to improve the monitoring and management of inventory that leads to implementation of food losses mitigation actions.
  5. Manage the budget assigned to the supply chain unit and ensure its sound utilization as well as manage surplus and shortfalls, and perform corrective actions accordingly.
  6. Provide support and guidance to other colleagues/units to assure procedures, processes and activities are in line with WFP’s policies and manuals.
  7. Become a steward of the welfare of the team and foster a collaborative and inclusive environment in the office.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Advanced University degree preferably in Supply Chain Management, Engineering, Economics, Business Administration, Logistics, or other related field, or First University degree with additional two (2) years of related work experience and/or training/courses.

Experience:

  • Three (3) or more years of postgraduate professional experience in supply, procurement, contracting, and/or other directly related technical fields is required.
  • Experience coordinating supply chain activities with other units/ teams;
  • Experience conducting analytical and conceptual work in support of strategy design and implementation;
  • Experience in coordinating periodic planning across functions and with partners;
  • Experience in analyzing and supporting the implementation of end-to-end supply chain operations;
  • Experience working with WFP partners and/or UN agencies is desirable.
  • Experience in implementing supply chain improvement initiatives;
  • Experience supervising staff.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and experience in handling of web-based management systems.

Languages:

Fluency in Spanish and English (Level C).
