BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
Context and background
WFP is actively engaged in national/institutional capacity strengthening, in humanitarian and development contexts. Recent lessons learned provide the organisation with an opportunity to further strengthen its conceptual and operational approach to national/institutional capacity strengthening to better contribute to SDG efforts at country level.
Purpose and scope of these Terms of Reference
Technical oversight and direction of WFP’s work in national/institutional capacity strengthening in support of the operationalization of WFP’s Country Capacity Strengthening Policy. The position is a technical specialist role and the nature of the work is strategic and advisory. Supervision of a technical team of experts and coordination and collaboration across technical teams is also required.
The HQ national/ institutional capacity strengthening team is engaged in a number of processes including:; (ii) monitoring the implementation of the evaluation and audit recommendations related to national/institutional capacity strengthening; (iii) operationalization of the Country Capacity Strengthening Policy; and (iv) developing strategic partnerships with internal and external stakeholders. The incumbent will lead and coordinate these workflows and be overall responsible for the strategic direction and policy setting activities that comprise the Strategic Pillar of the HQ national/institutional capacity strengthening portfolio.
ACCOUNTABILITIES/RESPONSIBILITIES:
- Lead WFP’s work on the national/institutional capacity strengthening policy and strategy. Act as a role model of the values, principles, and standards of WFP, actively contributing to creating an enabling, inclusive work environment through respectful and constructive communication and holding self and other team members accountable for their actions.
- Oversee the development and implementation of workplans and deliverables within the pillar; and provide guidance and day-to-day management, ensuring quality control of outputs, as required
- Monitor key global trends in capacity strengthening and guide WFP on its strategic positioning and messaging.
- Establish and guide strategic partnerships with key partners such as Academia, international financing institutions, bilateral donors, UN agencies and strategic networks and enhance WFP’s leadership status in relevant global forums.
- Ensure that plans for the operationalization and roll-out of the CCS policy update are developed, reviewed when needed and executed and accomplying training developed and delivered.
- Advise on changes to WFP guidelines/toolkits that may be required to effectively operationalize WFP’s Country Capacity Strengthening Policy, propose and establish new guidelines within the position’s area of accountability and expertise.
- Contribute to aligning M&E and reporting guidance on national/institutional capacity strengthening across sectors/thematic areas, to drive corporate commitment to collect national/institutional capacity strengthening data/results and enhance the evidence base.
- Contribute to the Learning and Knowledge Management agenda on national/institutional capacity strengthening, and to internal capability strengthening including through Regional trainings.
- Contribute to the set up and execution of a course/trainiong on national/institutional capacity strengthening (i.e. act as one of the resource persons and use professional network to harness other partners who can participate).
- Monitor the implementation of the evaluation and audit recommendations related to national/institutional capacity strengthening.
- Oversee and contribute to publications on national/institutional capacity strengthening.
- Take responsibility for incorporating diversity, inclusion and gender perspectives in all areas of work, to ensure equal participation of all.
- Any other related tasks.
DELIVERABLES AT THE END OF THE CONTRACT:
- A plan for the operationalisation and roll-out of WFP’s Country Capacity Strengthening Policy and accompanying training;
- An updated action plan with the implementation status of evaluation and audit recommendations related to national/institutional capacity strengthening;
- Strategic partnerships on national/institutional capacity strengthening including in the Global South identified and developped
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: |
Advanced University degree in International Development, International Relations, or other field relevant to international development assistance, or First University Degree with additional years of related work experience. |
