EDUCATION

Advanced University Degree (Master’s Degree or equivalent) in Social Sciences, Rural Development, Business Administration or First University degree with two additional years of related work experience and/or training/courses.

EXPERIENCE

  • Min 1 year of progressively responsible professional experience in project management, people management and technical knowledge through exposure to technical teams.
  • Has provided input into policy discussions and decisions.
  • Has taken leadership of project cycle management from inception, formulation, negotiation, and implementation with Governments, civil society organisations or United Nations agencies.
  • Experience in the United Nations system or other comparable international organisation is desirable.

LANGUAGE

Proficiency in written and spoken English and Hindi.

ORGANIZATIONAL CONTEXT

WFP collaborated with the Government of Rajasthan through an agreement dated October 2020 to enhance the capacities and support the government's efforts towards achievement of sustainable development goal 2.

Presently WFP is partnering with various Departments in the Government of Rajasthan on the following:

  • Providing technical advice and sharing expertise through various forums to accelerate state's efforts towards achievement of SDG-2 targets;
  • Improving infant and young child nutrition through activities to strengthen the Integrated Child Development Services (ICDS) scheme in Jaipur with potential to scale- up in Rajasthan in co-ordination with the Department of Women and Child Development;
  • Mainstreaming nutritional intervention in the PM POSHAN scheme on a pilot basis in Jaipur with possible scale up to other districts across the State.
  • Establishment of a system of evidence-based policy making for the state in the space of SDG 2 monitoring as well as food and nutrition security analysis in Rajasthan in co- ordination with Planning Department, GoR;
  • Supporting capacity strengthening activities on TPDS reforms in co-ordination with Department of Food and Civil Supplies, GoR;
  • Supporting gender mainstreaming in food and nutrition programmes by conducting gender analyses and generating gender-disaggregated data;
  • Need based engagement and support to other departments and programmes which contribute towards achievement of SDG-2 (interconnected SDGs)
  • Provide technical advisory and share expertise through various forms to support and accelerate state government's efforts for other disasters towards improved capacities for food and nutrition security.

Therefore, with a vastly expanded portfolio of activities, across a number of sectors and including strategic partnerships with government and civil society organizations, there is a need to position a Programme Policy Officer to oversee WFP projects and interests in the State

KEY ACCOUNTABILITIES (Not all inclusive)

The position will report directly to the Country Director and work closely with the Deputy Country Director/ Head of Programme and Heads of the different units in the country office. The position will be involved in coordination and negotiation with the State Government, policy analysis and strategic programme engagement. The position will especially be required to perform the following duties (not all inclusive):

  • Effectively coordinate and manage the relations with the State Government and other stakeholders in Rajasthan (NGOs/CSOs, UN) involved in, and relevant to, the implementation of the programmes supported by the WFP, under the guidance and close collaboration with the respective WFP technical units and senior management in the Country Office.
  • Facilitate government approvals for WFP projects and studies, including working closely with field staff based in Rajasthan and Heads of Units to overcome any delays/ blockades in on-going projects.
  • Regularly meet up with Government counterparts across Departments and projects along with relevant project staff to keep them abreast of developments in the field.
  • Identify/support identification of new areas of cooperation/partnerships for WFP’s work in the state, facilitating exchanges, conceptualizing projects and ensuring that partnership agreements are developed and signed with the Government in a timely manner.
  • Represent WFP at State level forums, including meetings convened by the State Government on urgent issues and for periodic reviews and keep the concerned WFP authorities in CO informed.
  • Follow up with Government to ensure that Gender, and Disability and Inclusion are considered and supported in all WFP work in the state.
  • Support the capacity building of partners and State government officials to prepare for and respond to strengthening food-based social safety nets and developing training materials in collaboration with the Heads of the Units.
  • Support the government in their efforts for management of disasters at the local/State level
  • Maintain project data from all sources, and prepare periodic/ad-hoc reports on progress of the projects, briefing documents etc.
  • Facilitate, plan and organize missions of the CO team to the field including undertaking preparatory activities such drafting talking points, project briefs etc.
