ORGANIZTION CONTEXT AND THE ROLE
The position is based in Rome, Headquarters and reports to the NGO Partnership Officer/Field Support.
The NGO Partnerships team provides guidance and County Office (CO) support worldwide in their day-to-day management of cooperating partnerships, as well as for NGO partners regarding how to work with WFP. The Unit also facilitates corporate partnerships with many INGOs as well as local NGOs, ensures data about NGO collaboration is available for decision-making and organizes the Annual WFP Partnership Consultation.
The needs for strengthening RBs’ capacity in Cooperating Partnership (CP) management have been repeatedly highlighted in multiple occasions, including oversight reports, as well as internal and external audits. The NGO Partnerships team has engaged with HQ Management in this regard and obtained 1.3 million funding allocation starting from 2023 to support RBs to strengthen their capacities in CP management as a 3-to-4-year project. This will ensure a stronger and more robust second line of defense that can effectively and efficiently support COs, ultimately improving the quality of WFP’s programs. In addition, the NGO Partnerships team is continuously updating and rolling out the Corporate guidance for COs.
Under the supervision of the NGO Partnership Officer/Field Support, the incumbent will act as project support for the RBs’ structures and capacity strengthening on CP management as well as manage the day-to-day interactions with the UN Partner Portal (UNPP) participating entities at the global level, in line with the implementation of the NGO Corporate Guidance.
KEY ACCOUNTABILITIES (not all-inclusive)
The candidate will perform the following key duties:
- Implement the activities around the structure and capacity building of RBs in CP management function, including:
- Assist with the establishment of RBs’ structures dedicated to supporting COs in implementing CP management works and applying risk control standards at operational level.
- Provide technical support to RBs particularly through:
- delivering training of trainers to RB Focal Points on UNPP and other CP management topics; providing continually needed UNPP guidance to COs.
- Assist in identifying COs’ gaps in CP management and assist them in making necessary improvements.
- Facilitate the coordination of monthly meetings with newly established CP management staff at RBs with the aim at facilitating information sharing and support across CP management network within WFP.
- Proactively contribute to the set-up of the ticketing system for WFP’s CP management function, which will create a knowledge base for HQ, RBs and COs.
- Based on the interactions with the new RB CP management structures and COs, work with the responsible officer on streamlining CP management guidance framework and verify its effectiveness through potential field missions and
- support in updating of the NGO Corporate Guidance to reflect the continuing development of CP management policies, mechanisms, tools and digital solutions.
- As the UNPP is a crucial tool to usefully direct the CP management work of RBs and COs, act as focal person for the UN Partner Portal at the global level and ensure its end-to-end use within COs; also support COs on its integration into lifecycle SOPs providing necessary technical advice.
- Coordinate the introduction of all UNPP functional enhancements by providing technical guidance to RBs and COs, including the development of new training materials based on UNPP enhancements, assignment of user roles, and revision of online quick guides related to WFP processes for the UNPP for both internal and external users.
- Manage the inquiries from UNPP Zendesk (user support system) assigned to WFP, and ensure timely support to all UNPP active users.
- Collect and analyze feedback from UNPP users to feed into future enhancements, accordingly develop better guidance/FAQ for UNPP users.
- Monitor UNPP utilization through measuring user registration, posting of partnership opportunities and due diligence/verification, integration into SOPs, and other Key Performance Indicators developed on the effectiveness of UNPP.
- Support the coordination of the interagency work around the UNPP use and governance, including facilitation in the Change Advisory Board (CAB) meetings and provide technical inputs as needed.
- Facilitate the coordination of meetings at the business level across participating agencies on UNPP functions and processes.
- Support as needed on other needs of the Unit, particularly in relation to the organization of the Annual Partnership Consultation.
- Perform any other related duty as required
QUALIFICATIONS & KEY REQUIREMENTS
- Education: You have
- Advanced University degree in International Relations/Social Sciences/Global Studies/Development and other related field
- Experience: You have
- 3 years of relevant progressively responsible experience in CP management lifecycle
- Knowledge & Skills: You have
- Theoretical understanding of the CP management lifecycle and key standards outlined within the NGO Partnership Guidance
- Ability to analyse the gaps within SOPs for CP management at the Country Office level and align them with the Corporate standards
- Technical knowledge in UN Partner Portal tool and the NGO Partnership Guidance, including internal control tool
- Language: You have
- Fluency in English is required. Knowledge of one or more UN languages, preferably Spanish, French and/or Arabic is highly desirable.

WFP offers an attractive compensation and benefits package in line with ICSC standards (http://icsc.un.org)_including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days' annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.
The selected candidate will be required to relocate to Rome, Italy to take up this assignment.

The position is based in Rome, Italy and the selected candidate will be expected to relocate.
