BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
WFP envisions a world with zero hunger where everyone has equal opportunities, equal access to resources and an equal voice in the decisions that shape their lives, including as individuals within households, communities, and societies. To that end, the WFP Strategic Plan recognizes that its saving lives, changing lives agenda cannot be realized without a strong performance management and results measurement framework and platform for cross-cutting priorities.
The Corporate Results Framework (CRF) is the operational tool for implementing WFP’s Strategic Plan 2022-2025, defining what the organization will deliver (programmatic outcomes and outputs) and how this will be achieved through management results based on organizational enablers. The CRF sets out the expected results and targets to be achieved by the entire organization and thus provides an opportunity to develop a more robust approach to performance management of the four cross-cutting priorities articulated in the Strategic Plan: (i) Protection and Accountability of Affected Populations (APP); (ii) Gender Equality and Women’s Empowerment (GEWE); (iii) Nutrition Integration; and, (iv) Environmental Sustainability. Cross-cutting priorities ensure a focus on the social, environmental, economic and contextual dimensions throughout WFPs work.
Cross-cutting priorities can be applied along the humanitarian to development nexus in three main ways:
- As elements of analysis that are mainstreamed throughout the programme cycle to enhance the effectiveness, impact and sustainability of WFP programmes.
- As specific and targeted programmes and actions that aim to implement cross-cutting priorities in line with their respective corporate policies, e.g. Protection and Accountability Policy (2020); Gender Policy (2022); Food and Nutrition Handbook (2019; under revision); and, Environment and Social Standards (2022).
- As Environmental and Social Safeguards (2022).
Despite the centrality of cross-cutting priorities in meeting the needs of beneficiaries and ensuring their active participation in addressing those needs, WFP has yet to establish a robust performance measurement approach for reporting results in these areas.
The Gender Policy 2022 was formally approved at the WFP Executive Board meeting in February 2022 and its implementation is underway. The policy sets forth an ambitious agenda for accelerating progress in gender equality and women’s empowerment through committing to realizing the following objectives:
- Achieve equitable access to and control over food security and nutrition – by broadening WFPs assessment, implementation and monitoring activities to better respond to intrahousehold food distribution dynamics.
- Address the root causes of gender inequalities that affect food security and nutrition – by challenging the structural barriers that influence the meaningful participation of all household members as change agents.
- Advance the economic empowerment of women and girls in food security and nutrition – by using WFP assistance as entry points for sustainable livelihood opportunities which support equitable access to productive assets, financial services, technologies and markets.
Implementation of the Gender Policy 2022 is centered around five workstreams: (i) programming for gender equality and women’s empowerment; (ii) gender results; (iii) partnerships; (iv) resources; and, (v) accountability. This assignment will focus primarily on workstreams two and five, with a view to examining the effectiveness of existing gender equality performance measurement approaches including, but not necessarily limited to, the Gender and Age Marker – Design Phase (GaM-D) and the Gender and Age Marker – Monitoring Phase (GaM-M), the Gender Transformation Programme (GTP), and other country-led or regional approaches and recommend practical solutions for better measuring progress in gender equality and women’s empowerment.
Acknowledging the decentralized nature of WFP programming and operations, this assignment will require coordination and collaboration with WFP Country Offices, Regional Bureaux and multiple divisions across Headquarters in Rome. Further, as this assignment represents one aspect of the broader performance measurement work funded through USAID’s Bureau for Humanitarian Assistance (BHA), the incumbent will collaborate and coordinate with individuals and/or teams undertaking similar performance assessments for the other three cross-cutting priorities. The assignment will involve a comparison of performance measurement approaches and industry standards via a desk review, key informant interviews or focus group discussions, and broad-based consultations.
ACCOUNTABILITIES/RESPONSIBILITIES:
Under the general supervision and guidance of the Gender Equality Office Pillar 4: Planning, Strategy, and Capacity Building and second level supervision by the Deputy Director, the incumbent will fulfill these responsibilities:
- Undertake a comprehensive, high-level review and analysis of existing work and lessons learned from the implementation of the CRF, CSPs, GaM-D, GaM-M, GTP, and other performance measurement tools as appropriate to assess their adequacy for measuring results against WFP policy commitments. The incumbent is expected to undertake a desk review and extensive consultations with Regional Gender Advisers, Regional Monitoring Advisers and Country Office representatives as directed by regional/HQ colleagues, as well as ongoing collaboration with relevant HQ teams.
- Identify, develop, and document conceptual and logical links, and synergies (and/or lack thereof) between the CRF, CSPs, GaM-D, GaM-M, GTP and other performance measurement tools across WFP.
- Examine WFP systems for recording and documenting results (e.g. databases/information management) to determine how managing and tracking performance and progress on cross-cutting priorities may be better integrated within corporate systems.
- Examine how/if the GaM-D and/or GaM-M may be adapted to act as a comprehensive performance measurement approach for gender equality as well as its potential application more broadly to all cross-cutting themes.
- Examine the effectiveness of the individual level data pilot alongside corporate qualitative taskforce activities to provide concrete guidance on integrating new methodologies for people-centered results measurement.
DELIVERABLES:
- Develop a concrete, measurable, and realistic plan of action for fulfilling above responsibilities (Inception Report), within one month of commencing assignment.
- Re-develop the GaM-D and GaM-M to act as more efficient and comprehensive measurement tools for measuring progress in gender equality and women’s empowerment,
AND/OR
- Produce concrete recommendations to strengthen, refresh or reformulate existing performance measurement frameworks to enhance corporate capacity to measure cross-cutting results and achievements, including but not limited to[1]:
- Concrete recommendations for more effective measurement of cross-cutting priorities within future iterations of the corporate results framework;
- Concrete recommendations for more effective measurement of cross-cutting priorities within the third-generation country strategic plan approach (3G-CSP) to be launched in 2024;
- Concrete recommendations for more effective measurement of gender equality and women’s empowerment within the GaM-D, GaM-M and the GTP;
- Produce concrete recommendations for integrating qualitative assessments into corporate performance measurement approaches to enhance WFPs people-centered data collection and enable effective measurement of results achieved by WFP in cross-cutting priority areas.
- Develop, through collaboration with appropriate teams across WFP, a comprehensive set of corporate guidance and related standard operational procedures (SOPs) and associated training materials, to support the implementation of the proposed performance measurement recommendations.
- Develop, through collaboration with appropriate teams across WFP, recommendations for the systematic integration of cross-cutting data into corporate reporting systems, including but not limited to, alignment of GaM-D, GaM-M and potentially GTP results with corporate information management systems.
- Develop other tools and/or materials as appropriate, to guide WFP towards a more systematic tracking of results of cross-cutting priorities.
- Prepare a high-quality report detailing work done, process, findings and next steps for implementing the proposed performance measurement recommendations.
In carrying out above tasks, ensure recommendations and/or solutions proposed:
- Apply a people-centered lens; in alignment with the ‘do no harm’ approach and the humanitarian principles of humanity, impartiality, neutrality, and independence.
- Ensure links/alignment with any corporate progress on intersectionality and social inclusion, particularly in any recommendations for improvement (this work is ongoing and should inform the outcomes of this assignment).
- Ensure alignment to and complementarity with parallel actions on the CRF, 3G-CSPs, Accountability to Affected Populations, Nutrition and Environmental Sustainability.
The incumbent will be expected to establish and maintain excellent working relations with all Gender Equality Office colleagues given the intersectional nature of the portfolio.

[1] While this assignment places an emphasis on gender equality, there is an ongoing workstream within WFP examining the intersectional dimensions of poverty and exclusion with a view to a comprehensive gender equality and social inclusion type of approach. Where relevant, the incumbent is encouraged to make recommendations that can be applied first to gender equality measurement and later applied more broadly to intersecting identities and social inclusion.
