JOB PURPOSE

WFP is seeking qualified candidates to lead the implementation of Supply Chain strategies in the country offices in the region. The consultant will operate under the direct supervision of the RBB Head of Supply Chain, and in close
collaboration with RBB Programme and HQ CCS teams.

KEY ACCOUNTABILITIES

  • Lead the RBB CCS and Sustainability workstream providing guidance and technical support in SC CCS and environmental sustainability areas and provide support to GLC’s Field Based Preparedness Project team as required.
  • Lead the implementation of RBB SC CCS strategy, with the objective of enhancing effectiveness and sustainability of WFP’s SC CCS service offering in support of governments’ national food systems, social protection and emergency preparedness and response systems, especially in light of the current food crisis and the increased need to support national partners.
  • Provide leadership in the SC environmental sustainability in RBB, supporting governments in climate sensitive programmes, integrating sustainability to SC’s engagements.
  • Provide in-depth SC CCS and Sustainability advice and support to RBB COs on complex issues and ensure that SC CCS programmes are consistent with WFP policies and guidance.
  • Contribute to developing SC CCS implementation guidance in the eight common SC CCS areas, and prioritizing the areas being implemented in RBB region and guidance and awareness raising on Sustainability inclusion to SC’s scope of work in RBB.
  • Oversee and contribute with specialized input to the regional SC CCS Community of Practice.
  • Lead the development of regional training for WFP staff and partners to design and deliver effective CCS programmes.
  • Collaborate with RBB Programme (Emergency Preparedness and Response, social protection, nutrition, climate change, school meals, CCS etc.) to ensure alignment, to identify opportunities for synergies, and so that capacity strengthening approaches, methodologies and monitoring are consistent across.
  • Ensure that systems thinking, and sustainability are applied to collaboration with national and regional actors, including private sector and finance institutions.
  • Provide inputs to resource mobilisation efforts, including articulating the need for a systems approach to programme opportunities, and follow up on the resource situation of projects, in conjunction with relevant units.
  • Collaborate with the relevant HQ SC teams in develop appropriate quantitative and qualitative methods / indicators to monitor capacity strengthening activities and outcome effectiveness. Support global advocacy and evidence-development efforts, including the development of written advocacy materials and developing strategies to build an evidence-base to appropriately direct future capacity strengthening efforts.
  • Provide technical (CCS and sustainability) input on supply chain materials developed at HQ, including conducting (or commissioning) research, gathering and reviewing literature, analysing data, drafting findings and implications,
  • Proactively provide strategic guidance to COs for the five-year Country Strategic Plans (CSPs) to: ensure capacity strengthening approaches are clearly and appropriately articulated and aligned with WFP’s corporate Theory of Change; actively promote cross functional collaboration so that supply chain strengthening perspectives are prominent in documentation (CSPs / Activity workplans); and are supported by appropriate resource mobilisation proposals.
  • Provide oversight and support to CO-based officers as they work with their national counterparts to (i) identify where capacity strengthening approaches can be usefully employed; (ii) formulate a capacity outcome statement (COS) tailored to national contexts and strategies; and (iii) carry out key components of the capacity strengthening toolkit (e.g. stakeholder mapping, capacity needs mapping, entry-point identification and implementation, etc.).
  • Support the HQ, RBB and CO teams with inputs on documents pertaining to SC capacity strengthening (e.g. fact sheets, CSP planning/reviews/evaluations, amongst others) and in the development of key Human Resources documentation (e.g. ToRs, job profiles, etc.) that accurately reflect the capacity strengthening ethos and approach,and support the mainstreaming of the approach across all CO planning and staff profiles.

STANDARD MINIMUM QUALIFICATIONS

EDUCATION

  • Minimum Bachelor Degree (Master Degree is preferable) in any one of: International Development, International Relations, Anthropology, Sociology, Social Research Methods or other field relevant to international development assistance.

WORK EXPERIENCE

  • A minimum of 10 years of relevant professional experience in:
    • national development programmes, policies, strategies or plans and institutional structures, preferably with a supply chain focus, and revolving around national capacity strengthening and/or programme and knowledge management.
    • working in an international environment heavily dependent on virtual networking and engaging individuals from a diverse range of nations and functional areas.carried out methodical thematic research and analytical work.
    • knowledge of current thinking and development in institutional capacity strengthening, effective knowledge transfer models, concepts and principles, as relevant to development and/or humanitarian contexts.
    • analytical, including ability to analyse and consolidate quantitative and qualitative information to understand national capacities across a wide range of engagement areas.
    • "systems thinking’ concepts as applied to capacity strengthening approaches and contexts, and an ability to explain the concept and its relevance to others.
