STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Political Science, International Development, Development Economics, International Relations, Law, Marketing, Communications or other relevant field, or First University degree with additional years of related work experience and/or trainings/courses
Language:

  • Fluency in English ,Preference for fluency in Arabic.
  • Experience: At least 3 years’ operational experience in different transfer modalities, including responsibility for liaising with different line ministries at national and decentralized levels;
  • Experience in the Middle East and North African region is an asset;
  • UN or donor experience is an asset.

ORGANIZATIONAL CONTEXT

The Job holder will manage a moderate portfolio of activities that may include contribution to and/or direct management of programmes. Job holder will operate with considerable independence in their specialties and in close consultation with the technical units in the Regional Bureau in Cairo (RBC) and WFP Libya CO Programme Unit.

JOB PURPOSE

Facilitate the work of WFP Libya in Operation Section and CBT Section respectively in close coordination with other Programme Sections and other Units to effectively position WFP with public, private and external partners to attract policy support, resources, technical assistance and innovative solutions to advance the work of WFP.

KEY ACCOUNTABILITIES (not all-inclusive)

Reporting to Libya CO and within the delegated authority, the Programme Policy Officers will be responsible for the following duties:

  1. Implement the work plan for an assigned area to enable WFP to identify, develop and strengthen quality partnerships in support of WFP strategic objectives;
  2. Set up and manage all aspects of the implementation of Unconditional Food Transfer (URT) and CBT operations in Libya including:
  3. Take lead in capacity building activities for WFP and partner personnel through elaboration of project guidelines in relation to URT and CBT; training and technical guidance to the programme team and other CO functions on URT and CBT and reconciliation processes;
  4. Prepare periodic reports including inputs for public information unit, sitreps and donor relation unit on the progress of URT and CBT, including proposals for improvements in operations.
  5. Monitor and manage the resources availability and expenditure for the responsible operations and support resource mobilization through presentations, supporting donor and media missions, focus groups with beneficiaries etc.
  6. As Senior National Officers, participate in the inter-agency meetings and meetings with government counterparts under the functions and scopes delegated by WFP Libya Management or the Head of Programme;
  7. Participate in the works of the Social Protection to joint WFP’s added value of URT, CBT and SCOPE with the LYCO’s capacity strengthening activities for the state-owned social safety net programming;
  8. Perform any other duty required.
