WHO WE ARE

WFP’s emergency response in Yemen is one of the agency’s largest anywhere in the world, providing lifesaving food assistance to more than 13 million people in need. WFP also provides nutrition support to more than 3 million children and women, and delivers school meals to 2 million schoolchildren.

ORGANIZATIONAL CONTEXT

This job is found in WFP Yemen Country Offices based in Sana'a and generally report to the Head of Unit.

Job holders are likely to manage a moderate portfolio of activities that may include contribution to and/or direct management of programmes in COs of moderate complexity, or contribution to policy formulation and provision of technical advice at RB or HQ level for a defined area of expertise. Job holders operate with considerable independence in their specialities and may manage a substantial team of junior professional and support staff

JOB PURPOSE

To design and manage programmes of moderate size or complexity that effectively meet food assistance needs, or contribute to policy formulation and/or provide technical advice or oversight on programme strategy and implementation.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Translate WFP programme policy into Aden Area Office (AO) level practices; Developing programme guidance and implementation modalities and operations, to ensure a clear and strong connection between HQ, Country Office (CO) and AO field operations,
  2. Provide advice and support to the AO on moderately complex issues to clarify ambiguities and ensure that policy and programme operations are consistent with WFP policies, Executive Board decisions, and other relevant guidance.
  3. Provide technical advice or mobilise technical expertise on programme and policy issues including assessment and analysis, the choice of objectives, activities, transfer modalities and appropriate food products, the deployment and testing of innovative approaches and the development of strategies to support government efforts to reduce hunger and malnutrition,
  4. Assist counterparts in governments and other partners in identifying where food assistance can be usefully employed; provide support and technical expertise for the planning, formulation and implementation of moderately complex food assistance programmes to strengthen government and community ownership and effectiveness of food security and nutrition programmes at national and sub-national levels.
  5. Establish and maintain operational partnerships within the Aden AO to identify opportunities for collaborative approaches and initiatives that improve assistance packages and support advocacy work,
  6. Enhance WFP’s leadership status in forums relating to food security, nutrition, livelihoods, resilience or engagement in humanitarian, transition and development contexts through direct participation, briefings, information products and other materials.
  7. Manage operational research and evidence building on issues relevant to food assistance.

KEY ACCOUNTABILITIES (not all-inclusive) – part 2

8. Manage the preparation and dissemination of timely analytical and critical reports, publications, and a variety of information products or proposals for internal or external use.

9. Contribute to resource mobilisation efforts for WFP projects in the Aden AO, including clearly articulating the need for food assistance and related programme opportunities, and follow up on the resource situation of projects including commodity and cash availability, seeking advice from senior colleagues where necessary.

10. Advise and support the development of functional training in areas of expertise to enhance the capacity of WFP staff and partner to design and deliver effective food assistance programmes.

11. Lead, motivate and develop a team of staff to enable high performance.

12. Ensure the best use of assigned financial resources for achievement of set objectives within a moderate budget.

13. Contribute to Field Office, Area Office and Country Office Emergency Preparedness i.e. early warning, risk analysis, and contingency planning in order to respond to humanitarian crises and needs.

14. Other support to the Aden AO Head of Programme and AO Senior Management as required.

OTHER SPECIFIC JOB REQUIREMENTS

  1. Lead the team in General Food Assistance in both food in-kind and cash-based transfers (CBT) to ensure effective delivery of WFP humanitarian assistance.
  2. Facilitation of timely distribution plans, FRN generation, and pro-active follow up of dispatches with AO supply chain.
  3. Ensure adjustments to the AO GFA caseload following internal displacement and food insecurity changes, considering resource availability.
  4. Ensure that Aden AO CBT activities are consistent and in line with corporate policies and audit recommendations.
  5. Provide technical advice on a wide range of CBT issues including assessment and analysis, the choice of most appropriate transfer modality and delivery mechanism, and deployment and testing of innovative approaches.
  6. Represent WFP in external Cash and Market Working Group meetings held in Aden AO and also represent AO in WFP CBT working group meetings led by CO.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Experience: Minimum Five or more years of relevant professional work experience in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance or first University degree with additional years of related work experience and/or trainings/courses.

Language: International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (a WFP working language) is advantageous.

TERMS AND CONDITIONS

  • This position is required for 1 year with a possibility of extension up to 4 years subject to the operational needs and availability of funding in Yemen Country Office.
  • A limited Fixed-Term Appointment (LFT) position is a non-mobile staff appointment in the international professional category for a limited period, to a max of 4 years.
