Data Management Coordinator – Azraq and Zaatari Refugee Camps

JOB TITLE: Data Management Coordinator

TEAM/PROGRAMME: Monitoring, Evaluation, Accountability and Learning (MEAL) Unit

LOCATION: Refugee Camps

External representation and communications: Level (2)
-Regular contacts require the exchange of basic factual information to suppliers, beneficiaries or
other partners
-Little impact on the reputation and performance of the organization

CHILD SAFEGUARDING: Level (3) – the responsibilities of the post may require the post
holder to have regular contact with or access to children or young people

ROLE PURPOSE:
The Data Management Coordinator is responsible for ensuring the accuracy and protection of all data
collected in the projects, in addition for qualitative and quantitative data analysis and providing support
to the MEAL Manager & Project Manager in the design and implementation of program monitoring and
evaluation, humanitarian accountability, and ongoing learning. This role will be fully dedicated to Save
the Children’s humanitarian response / emergency and development program. The Data Management
Coordinator is responsible for collecting project and program data from the field according to the set
M&E plans and processing the data collected into usable formats for analysis. The Data Management
Coordinator will also facilitate implementation of the Accountability Framework, ensure that lessons
learned are communicated to stakeholders, and assist with cross-sectoral coordination.

SCOPE OF ROLE:
Reports to: Project Manager
Country Dimensions: Save the Children works in all 12 Governorates in Jordan with a current staff
complement of approximately 300 staff and current expenditure of approximately $10 million each
year.

ROLES AND RESPONSIBILITIES:
• Support the entry of data collected by the field team in the database or gather and combine data
collected through online software.
• Ensure quality of the data entered and within the respect of deadlines.
• Ensure consolidation of database and its regular cleaning.
• Ability to work on large datasets.
• Verify consistency of data in the database and in other data collection matrixes/sources.
• Arrange all files in proper archiving.
• Report any discrepancies to the Project Manager between the database and the data collection
tools.
• Propose improvements of the database and data collection tools to ensure their consistency – in
close collaboration with the MEAL unit and the project manager.

Supervise data collection in the appropriate tools and eventually organize dedicated training and
support the mission staff when required.
• Build / adjust the database to the needs and requirements of the project in coordination with
Project manager and MEAL department
• Build automated reporting tools when required in close coordination with Project manager and
MEAL department
• Provide weekly and monthly internal reports to the Project Manager and upon donor
requirements.
• Extract data for external reporting (Activity Info, and others) and upload online/submit when
requested.
• Participate in the production of intermediary and final report for donors.
• Provide any data analysis report under Project Manager’s request and produce charts.
• Generate comprehensive data for reporting on key variables (per community, gender, type of
vulnerability,).
• Routine follow up on the data management and analysis, and regular update and reporting on the
progress (challenges, achievements, etc) to MEAL Office.
All tasks requested by the employee should be adhered to SCJ rules and regulations. Note that this
job description must remain flexible, to respond to additional tasks or changes as identified by the line
manager. This role is located in the field.

QUALIFICATIONS AND EXPERIENCE
• University degree in social sciences, social work, social administration, development studies or
other relevant academic discipline;
• Demonstrated experience in the successful implementation of M&E systems in projects;
• Familiarity with the principles of accountability
• Evidenced ability to support, train and mentor staff and partners on M&E methodology,
• Proven ability to analyze and disseminate complex information to a range of stakeholder audiences;
• Relevant experience in indicator selection, quantitative and qualitative data collection and analysis
methodologies, database management, computer skills, including MS Office (Proficiency in Word,
Excel is required; familiarity with R, Stata, SPSS or other data analysis’ packages are strongly
preferred (Power BI)
• Experience with online data collection tools (KoBo, ODK) is required
• Proven ability to prepare M&E reports
• Demonstrable track-record in data evaluation, with highly developed research, analytical
(qualitative and quantitative), documentation, report-writing,
• Excellent numerical and computer skill, particularly in MS Office applications;
• Excellent coordination and reporting skills, with the ability to organize a substantial workload
comprised of complex, diverse tasks and responsibilities;
• Strong English and Arabic oral and written communication skills
• Background knowledge in child/ youth protection, education, child right governance and
emergencies.
