General Information

  • JOB TITLE: Human Resources Officer/Recruiter
  • TYPE OF CONTRACT: CST level 1
  • UNIT/DIVISION: Human Resources unit
  • DUTY STATION (City, Country): Yemen Operation, position based in Amman, Jordan
  • DURATION: 11 months (extension will be offered upon operational needs)
  • REPORTING TO: International HR Officer in Sana’a

JOB PURPOSE

To deliver a professional, client-focused Recruitment services, partnering with managers to implement HR solutions in line with WFP corporate priorities.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Provide administration of the recruitment process of the national positions ensuring the recruitment and selection process is consistent, transparent and fair in accordance with the established WFP recruitment framework and policies.
  • Develop attractive and un-biased Vacancy Announcements (VAs) based on labour market research and using the most appropriate sourcing channels to ensure Yemen Operation is attracting the right talent.
  • Identify and target sources to attract ample pool of qualified candidates and attract them to apply to the VAs with special focus on workforce diversity.
  • Administer screening of all applications through comprehensive and efficient assessment methodologies at different phases of the recruitment process.
  • Fully leverage the existent HR tools (e-recruitment, online video interviewing tool, online written test tool) and train the line-managers in using these systems as appropriate.
  • Provide updates on recruitment progress on weekly basis to proactively flag delays, bottlenecks and identify solutions; perform recruitment analytics to identify gaps, improve process and services as well as influence decision-making.
  • Provide advice to managers and employees on recruitment process and related HR policies and procedures.
  • Provide guidance to managers on complex issues, understanding their needs and ensuring that HR policies, procedures, processes, systems and tools are available and appropriately applied.
  • Contribute to the continuous improvement of the recruitment process by implementing new/updated HR policies, procedures and systems and recommend improvements where applicable.
  • Support organizational design activities that enable senior management to define and organize structures and jobs to allocate people to the right places in order to improve efficiency.
  • Guide and engage HR colleagues under supervision to drive operational excellence, specifically related to recruitment and supporting them in the professional growth.
  • Coordinate and prepare accurate communication products that enable informed decision-making, evaluation of objectives and consistency throughout the recruitment process.
  • Other as required.

STANDARD MINIMUM QUALIFICATIONS

  • Education: Advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology or other relevant field. First University degree may be accepted with additional 2 years of HR experience.
  • Experience: Three or more years of relevant post-graduate professional experience.
  • Language: Fluency in English (level C written and spoken); Intermediate level of Arabic language would be an asset, but not a selection criteria.
  • Nationality: Any Nationality.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Specialised knowledge of HR best practices, techniques and processes with some understanding of the basic theoretical background.
  • Experience in handling a large number of recruitments.
  • Ability to supervise and support General Service staff.
  • Ability to work with minimal supervision.
  • Ability to analyze data, draw conclusions and recommend a course of action.
  • Good communication skills required to give and receive information and work with a variety of individuals.
  • Ability to establish and maintain effective relationships with clients and provide client oriented service. Ability to identify client’s needs and match them to appropriate solutions.
  • Knowledge of, or the ability to quickly assimilate, UN/WFP specific processes and systems.
