Civil Engineer- Learning Recovery for Refugee and Jordanian Children- Consultant

Background:

Save the Children Jordan (SCJ) was established in 1974, as an independent, child-centric, local NGO registered under the Ministry of Social Development. SCJ is responsible for delivering high impact development and humanitarian programs for the world’s most marginalized children and their families in the areas of education, protection, health and nutrition with an overarching goal of improving Livelihoods for families.

Objectives of reviews:

The project is seeking for an expert consultant engineer who has knowledge and experience in creating safe and inclusive learning environments in public schools in Jordan. The consultant will be requested to support on school rehabilitation activities including 1) Rehabilitation of public school facilities and non- formal centers for inclusiveness and 2) Light maintenance of public school facilities and non- formal centers. Rehabilitation works take place in 30 public schools and 6 CBOs in Irbid, karak, and east Amman in Jordan.

Tasks:

  • Support SCJ staff on contractor selection process
  • Participating in the bidding/tender process and support the project in selecting adequate contractor of rehabilitation services
  • Conducting site visits intended for rehabilitation with bidders if requested
  • Lead rehabilitation activity implementation and process
  • Agreeing with the selected contractor(s) on the site plan and final BOQs
  • Conducting regular field visits to the targeted locations
  • Constantly communicating with the contractor(s) and the project team for updates, follow up, technical inputs, and timely problem solving
  • Supporting the project team on needed approvals for proceeding the rehabilitation works
  • Supporting the project team on handing over of the equipment and sites to Ministry of Education and schools
  • Provide initiative in maintaining positive, constructive and supportive communication within the project team and other shareholders.

Preparing reports (monthly, and final) detailing each intervention, inclusive of recommendations and lessons learned. The report will consist of, at minimum, an executive summary, a detailed description of the methodology and works’ evolution, a table listing challenges and limitations faced, solutions adopted to overcome them, pictures etc.

Deliverables:

  • Detailed work plan.
  • Minutes of meeting for the MOE kick off meeting to agree on the process and requirements.
  • Field visits plan.
  • Preparing BOQs for the selected schools.
  • Monthly report about the implementation progress.
  • Schools hand over report.
  • Final report.
