STANDARD MINIMUM QUALIFICATIONS

Experience: minimum of Three Years – post graduation – experience with introduction and scale up of innovations, preferably related to digitization of programme monitoring/management.

Education: Completion of University Degree: ICT Engineering Degree.

Language: Fluency in Arabic, French and English

Tunisian national or holder of a working permit in Tunisia

ORGANIZATIONAL CONTEXT

Tunisia is among the first countries in the MENA to establish a national school feeding programme. Just after the country's independence and following the first reform of the education system in 1958, the school feeding (SF) programme was implemented. The Government’s aim was to ensure that all children, particularly the most vulnerable living in rural areas, received primary education and enhanced their nutrition.
In 2020, the program reached 260,000 school children across 2500 primary schools (25% of children in 50% of primary schools). The programme, fully funded by the government, is under the responsibility of the Ministry of Education and is implemented in a highly decentralized manner, where all food procurement and management are done at the school level. The budget of the national school feeding programme doubled in 2019, reaching US$16 million per year. The Tunisian Government also invested US$ 1.7 million in the construction and equipment of a pilot central kitchen and the development of a School Food Bank and started the roll out of this innovative modality.

JOB PURPOSE

To provide effective specialized support and technical assistance to the programme activities that effectively meet Tunisia CSP.

KEY ACCOUNTABILITIES (not all-inclusive)

This role includes and is not limited to the following:

1. Design technological solutions and support the implementation of innovative activities facilitating learning and behavior change.
2. Contribute towards the development of a limited number of projects, plans and processes, ensuring alignment with wider programme policies and guidance (the Tunisian NSMP).
3. Manage the overall design, modelling, transition plan from previous versions to new and delivery process of LME, working with data and qualitative insights to define the service offer and strategic proposition.
4. Follow the implementation carried out by the partners for the digitization of the national school feeding supply chain ensuring a coordinated approach with wider programmers that complies with WFP standards and procedures.
5. Support the capacity building of WFP staff, partners and national government to prepare for the roll out of the digital platform, e.g. through project management support of learning initiatives (Digital platform for the local procurement and linked to the school garden production).
6. Create and review budget and project documentation and ensure relevant resource data is recorded in internal systems for reference, in line with WFP standards and procedures for all FLA for Cooperating partners
7. Monitor implementation by partners for the rehabilitation and creation of school gardens.
8. Support the translation and the roll out of the school garden manual at National and regional levels
9. Collect and analyze data and contribute to preparation of accurate and timely reports, to enable informed decision-making and consistency of information presented to senior management and external stakeholders.
10. Develop digital innovative approach in the implementation of the school feeding activities. Ensure documentation of progress, achievements and lessons learned is in place across the Digital Innovation workstream.
12. Follow the implementation carried out by the partners for the rehabilitation of selected canteens ensuring a coordinated approach with wider programmers that complies with WFP standards and procedures.
13. Strategically coordinate and manage collaboration with TEC, Programme Unit, Regional Bureau, the Innovation Accelerator), as well as with other divisions and departments across WFP, to ensure synergies between Digital Innovation initiatives and strategies.
14. Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.
