ORGANIZATIONAL CONTEXT:

Digital technology and data are rapidly reaching some of the most vulnerable people and places affected by crisis, while also expanding operational approach to those same crises. As one of the main humanitarian actors, WFP has the opportunity and obligation to leverage data and technology to better know and serve those in need by digitally transforming the way it works. Such ambition has led to the developing a new WFP IT Strategy whose core elements inform the end-to-end business processes of the organization.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

Reporting to the Head of Product Delivery and Engineering, the IT Solution Architect leads the technical aspects of the design and implementation of IT solutions, providing direction, instructions and guidance to the (off-site) development teams for the purpose of developing IT solutions which are fully compliant with WFP standards and achieve the highest quality in terms of technical usability, user acceptability, and domain suitability

ACCOUNTABILITIES/RESPONSIBILITIES:

  • Provide holistic functional and technical advice on the selection and solution options for digital assistance services for Government including those available within the digital public infrastructure (DPI) and digital public goods (DPGs) space.
  • Validate and assess solution options, evaluating selected products against functional and non-functional requirements, participating in Government Services projects as technical solution expert in cross-functional TEC teams
  • Understand needs and trends in Country Office Capacity Strengthening projects, review business requirements and provide feedback on potential solutions and approaches
  • Provide advisory services and capacity building in solution development & management best practices for Country Offices who are engaged in Government projects
  • Contribute to the design and review of Country Strategic Plans, regional strategies, implementation plans and MOUs, where relevant
  • Work with the Government Services team to plan, schedule and deliver technical solution services, consult with TEC Security and Architecture teams, as well as the GPO, Governments and vendors as required
  • Participate in discovery missions to gather requirements and proposed solutions
  • Contribute to the development of an Open Source strategy, defining standards and best practices on procurement or WFP provision of Digital Public Goods for Government needs
  • Identify products and solutions that can be included in a ‘Government Services Catalogue’ that Governments can consider for their use cases, based on common needs
  • Stay up-to-date with the latest trends and best practices in enterprise architecture, digital platforms, DPGs, and DPIs.

DELIVERABLES:

  • Development and publication of digital solutions catalogue for Government needs.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

University degree in computer science, engineering, information technology, or a related field.

Experience:

  • At least 5 years of proven experience with one of the Technological Stacks currently supported by WFP (Django/python, NodeJS, .NET, PHP in this order of preference) ·
  • Experience working with large datasets and large-scale operations.
  • Expertise and experience in large scale, digital assistance projects for Government with understanding of digital identity management, payments, digital agriculture & social protection products, data exchanges, and knowledge of related solutions.
  • Proven experience in enterprise architecture, solution architecture, or a similar role.

Technical Skills & Knowledge:

  • Knowledge of industry-standard frameworks and guidelines for quality and security.
  • Excellent analytical, problem-solving, and decision-making skills.
  • Able to plan and organize work effectively.
  • Able to articulate complex concepts in non-technical language. ·
  • Strong communication and interpersonal skills, with the ability to work effectively with diverse teams and stakeholders.
  • Willingness to travel on missions as needed.
  • Well organized and detail oriented.
  • Values diversity in the workplace, particularly valuing respectfulness and inclusively leveraging everyone's talents.

Language:

Fluency in oral and written English with an intermediate knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) or Portuguese (one of WFP’s working languages) is desirable.
