ORGANIZATIONAL CONTEXT

The Operational Risk Mitigation Service and Insurance (INS) oversees WFP’s operational risk exposure. In coordination with relevant services. INS seeks to minimize and alleviate effects of uncertainty and maximize financial recovery in case of loss. INS develops and implements risk transfer and global insurance programmes to respond to evolving organizational needs, offering wide ranging insurance programmes.

INS works with relevant services to design and implement effective risk mitigation solutions, provide pre-emptive guidance on practical loss prevention, coordinate the determination of causes of loss and damage and direct salvage reconditioning and disposal of any damaged cargo.

THE ROLE

This position is based in WFP’s Headquarters in Rome, Italy, and will report to the Director, Operational Risk Mitigation. Under the overall supervision of the Director, the Insurance Officer will work closely with and support HQ Divisions and Country Offices on insurance and risk management related matters.

KEY ACCOUNTABILITIES (not all-inclusive)

• Work with and support the Director with the arranging of commercial insurance and the administration of global insurance programmes including placement and renewals.

• Review policy wordings and provide advice and recommendations on insurance cover requirements and interpretation of policy wordings, clauses and endorsements.

• Support the underwriting activities of the Captive Scheme including the captive pricing, Overall Solvency Needs and reserving strategy, underwriting philosophy, risk strategy mapping and, product development and maintenance and update of accurate stress test and scenario test of solvency capital requirement.

• Coordinate and support the analysis and review of risk assessment information to identify changes in exposure and make recommendations on appropriate insurance coverage and other risk retention and transfer measures to mitigate identified risks.

• Partner HQ business units and Country Offices to support the identification and development of procedures that ensure that risks are managed effectively from an insurance perspective.

• Assist in the preparation of documentation for submission to the Board of Directors and other oversight bodies including the Executive Board.

• Provide support and coordination in the management of non-cargo insurance incidents and claims.

• Provide specialist advice and guidance on property, liability and specialty insurances to Country Offices. Review locally-placed insurance as appropriate and support local placements when required.

• Lead, motivate and develop the team by providing coaching, training and career guidance as required to ensure appropriate development and enable high performance.

• Perform other related duties as required by the Operational Risk Mitigation Service.

QUALIFICATIONS & KEY REQUIREMENTS

Education:

• Master of Business Administration, or advanced university degree from a recognized university in insurance, insurance law or other related field, or First University degree with additional years of related work experience and/or training/courses such as Chartered Insurance Institute (CII) qualification or equivalent, or professional qualification in risk management.

Professional Experience:

• At least 8 years of post-graduate professional experience in the field of insurance and risk management.

Language:

• Fluency (level C) in English language.

• Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese required.

• Experience and knowledge in general commercial insurance with a specialization in wordings, claims, underwriting, pricing or brokerage.

TERMS AND CONDITIONS

This is an International Professional position and is open to all nationalities.

Mobility is and continues to be a core contractual requirement in WFP. This position is however classified as “non-rotational” which means the incumbent shall not be subject to the regular reassignment process unless the position is reclassified as rotational. The selected candidate will be employed on a fixed-term contract with a probationary period of one year. This position is open to both internal and external candidates.

WFP offers an attractive compensation and benefits package in line with ICSC standards including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.

The selected candidate will be required to relocate to Rome, Italy to take up this assignment.
