About the Organization
The Agri-food Transformation Agency Support Center (TASC) is an initiative of the World Food Programme to support governments in Africa who are interested in using the nodal agency model to spur transformational change in their agriculture sectors. The nodal agency model was successfully leveraged by many Asian countries from the 1960s to 1990s to drive transformational growth and rapidly expand their economies. More recently, the nodal agency model was used by the Government of Ethiopia when it established the Ethiopian Agricultural Transformation Agency (ATA) in 2010. The model leverages high-level support from the senior government officials; a degree of independence that allows for innovation within government systems; and brings a high-performance mindset to public service delivery so that results and learning can be rapidly achieved.
A major priority for TASC in 2023 and 2024 is supporting the Government of Togo (GoT) to establish a fully functional Agricultural Transformation Agency (ATA) using the nodal agency model. The Togo ATA is key initiative of the Office of the President (BdP) and the Ministry of Agriculture (MAEDR) and a key institution in helping Togo realize its 2025 Roadmap that centers agriculture as the engine of economic growth through increased production, income, and job creation. The ATA was officially launched in January of 2023 and is in the process of staffing its Project Delivery and Analytics teams to advance evidence-based program strategy and implementation for projects in five priority areas: 1- Mechanization; 2- Irrigation; 3- ZAAPs d’Excellence (model cooperatives); 4- Digital Extension; and 5- Value Chains.
About the Team
The Togo ATA Analytics team is being developed using the model of the Ethiopian Agricultural Transformation Agency’s Analytics group. The team is expected to function as an internal strategic advisory and consulting group supporting ATA’s Project Managers and Directors on analytical initiatives around: 1- Strategy development and strategic planning; 2- Policy and regulatory analysis; 3- Institutional and organizational enhancement; 4- Business model and business case development; and 5- Designing and piloting of innovative programs. The team will apply an approach similar to top strategy consulting firms and government strategy units to support the ATA and its partners to more effectively bring together the strategic, analytical, technical and operational capabilities required for transformation.
A priority for the Analytics team is capacity building. Founding members of the team will be instrumental in designing and delivering training programs to all ATA staff members including on-the-job learning and structured professional development programs
About the Role
Case Team Leaders (CTLs) play a critical role in the Analytics team, leading and analytical projects, with support from senior leadership. This includes a wide range of activities such as understanding needs and determining what kind of support the Analytics team is best placed to offer, structuring cases, leading individual work streams, delivering the final output and following up with project delivery teams or partners to support implementation of recommendations. CTLs are responsible for identifying the level and type of resourcing required for each project, day-to-day management of stakeholder relationships and the case team’s activities, leading meetings with stakeholders, coaching and providing feedback to team members to ensure high-quality output as well as rapid staff development, and ensuring any major issues are effectively escalated to senior management.
CTLs are also heavily involved in developing and leading trainings for all staff; taking on strategic initiatives; and/or managing the development of a knowledge management system.
The position therefore provides a unique opportunity for high-performing individuals to step into a case and people management role. Experience in African agricultural development; agribusiness or industrial development initiatives; or in the West African context is desirable. Those with a passion for transforming agriculture and improving the lives of smallholder farmers.
Essential Duties and Deliverables:
- Lead and execute diverse, high-impact projects in Togo while ensuring effective partnerships with internal and external stakeholders, including guiding project teams in disaggregating problems and providing innovative strategies and solutions to address them
- Design, develop, and deliver ATA’s training programs building off of existing training resources from the TASC global team
- Manage and coach Analytics staff day-to-day on both project work and professional development
- Ensure project decisions and outputs are high-impact, timely, analytical and operationally sound, and otherwise meet GoT expectations
- Identify stakeholder sensitivities and manage these effectively
- Lead use cases in ATA’s priority areas; initial projects might include Value Chain Assessments; Mechanization and Irrigation Business Models and Pilot Programs; Digital Extension Strategy; Strategies and Business Models for Strengthening Pilot Farmer Cooperatives (ZAAPs)
- Support the development of a culture of learning within the ATA through both developing analytical skills across staff members and supporting senior management with developing a learning agenda framework
- Other duties as needed
Expected Deliverables would be detailed for each case, but generally CTL would be responsible for:
- Final case outputs with actionable strategies, recommendations, and next steps for program delivery and policy
- Day-to-day management of Analytics Case Teams
- Training materials and delivery for Togo ATA staff and partners
- Tools or systems to support ATA’s operational establishment and project management processes
Qualifications & Experience Required:
Education: |
Bachelor’s Degree in a relevant field with a minimum of 4 years of experience OR Master’s degree or higher in a relevant field with 2 years experience. Preference for a degree in business, economics, or international development/ agriculture. |
