Job Purpose
The Partnerships Capacity Building Officer, under the leadership and direct supervision of the Partnership Technical Coordinator (PTC) acts as the primary point of contact for and support to ACTED’s implementing partners (IPs) (remote modality) in terms of (1) Capacity building of implementing partners, and (2) Administrative management of implementing partners. (3) Finally, the Officer supports the PTC with guiding the projects teams with civil society programming.
Objectives
- Capacity building of IPs(lead & facilitate) – through participatory process assess the needs, develop, implement with coordination with respective departments, and follow-on implementing partners’ specific capacity building plans (remote modality).
- Administrative management of IPs (lead & facilitate) – with support from the PTC, ensure the compliance with ACTED policies with Implementing Partners. Take the lead on partner due diligence, vetting, teaming & grant agreements, etc. Support the PTC in identifying, communicating with, and onboarding new implementing partners.
- Civil society programming (support) – Provide regular technical support to ACTED project teams regarding ACTED civil society tools and activities.
Duties and Responsibilities
1. Capacity building of IPs
1.1. In coordination with relevant ACTED departments through a participatory process, assess the implementation partners’ needs in terms of capacity building (organizational and technical as relevant for jointly implemented programing).
1.2. With the PTC support, develop partner-specific capacity building plans based on consultations with concerned partner and relevant ACTED departments.
1.3. Lead on the implementation of the capacity building plan with the IPs and relevant ACTED departments.
1.4. Ensure follow-up on the trainings and regular update of the capacity building plans.
1.5. Take the lead on the implementation of partner-specific risk mitigation plans.
1.6. Ensure that capacity building tool is regularly updated.
1.7. Ensure that all trainings and training materials are documented and archived.
2. Administrative management of IPs
- With support from the PTC, work on partner mapping, initial partner assessment, and partners’ onboarding processes.
- In coordination with the PTC, act as primary point of contact between ACTED and partners as relates to grant and administrative matters.
- Coordinate the due diligence, contracting (teaming and grant agreements, etc.) and vetting of implementing partners.
- Ensure all partners are informed and aware of their contractual commitments.
- Working with relevant ACTED departments, follow up on reported issues of partner non-compliance and ensure risk mitigation action plans are developed and implemented.
- With support from the PTC, ensure that partners are compliant with ACTED policies with Implementing Partners.
3. Technical Support on Civil Society Programming
- Provide technical support the ACTED project teams on civil society components of projects with the creation and training of the teams on civil society tools, SOPs and reporting.
- Contribute to facilitating learning events to capture best practices and lessons learnt related to civil society activities.

Objective 1: Capacity building of IPs
- # of capacity building plans developed and implemented in coordination with the IP and ACTED focal points over the past 6 months.
- # of trainings facilitated, tracked and archived.
- % of IP staff provided with training during the past 6 months.
Objective 2: Administrative management of IPs
- % of administrative processes with IPs facilitated in quality and timely manner
- # of team agreements and grant agreements facilitated
- # of due diligence processes facilitated
- # of Risk Mitigation Plan actions followed on and resolved in the past 6 months.
- # of partner mapping, new partners identified and assessed
Objective 3: Technical civil society programming support
- # of GOCA Assessment, Community Score Cards and CSO-sub-grants facilitated and reports produced
- # of CSO capacity-building training packages finalized
- # of learning events with project teams conducted
*ACTED's proposed monthly salary: 1059JOD's

QUALIFICATIONS
Essential requirements:
- Bachelor's or master’s degree in relevant field
- At least 1-2 years’ experience working in a capacity development, partnerships or liaison capacity within a humanitarian or development program with an international organization.
- Thorough understanding of civil society programming; capacity building concepts and goals within a humanitarian or development program for an international organization.
- Demonstrated experience in relevant field, namely capacity building of local NGOs, partnership management, operations management, civil society programming and/or partner compliance.
- Good computer skills, including familiarity with Microsoft Word, PowerPoint and Excel
- Good communication skills, good oral and written translation skills
- Proficient in English (spoken and written),
- Good organisational and prioritisation skills;
- Strong interpersonal skills
- Strong analytical skills
- Flexible/motivated
Preferred requirements
- Experience of working with implementing partners in remote modality
- Track record of working with local NGOs in preparation & implementation of complex programs preferred.
