KEY ACCOUNTABILITIES (not all-inclusive)

The Programme Policy Officer for UN nutrition will work in close partnership with the UNN-REACH Facilitator, and in close collaboration with all partner agency technical leads. S/he will provide intensive support to the Extended UN Nutrition network’s efforts to support the partners on the implementation of joint activities. Effectively addressing malnutrition requires policy coherence and a joined-up approach across sectors. The work will involve close linkages with the designated nutrition and food security focal points from members of UN agencies, SUN donors, SUN Civil Society Alliance, SUN Business Network and Humanitarian Clusters. S/he will also be responsible to contribute to achieving the two interconnected goals of UN Nutrition:

1) consistent joint action and implementation of policy and

2) coherent policies, approaches, and positions on nutrition challenges across the United Nations System.

The specific tasks are described below.

UN Nutrition Goal 1: Consistent Joint Action and Implementation of Policy

  1. Strategic Planning and Implementation of Joint Activities
    • Working under the guidance of the UNN-REACH Facilitator and UNN Technical Leads, support various stakeholders to implement the Interim Multisectoral Nutrition Plan (IMNP) and other activities under the UNN Joint Work Plan
    • Work with the UNN-REACH Facilitator and Technical Leads, in collaboration with the Information Management Officers from Humanitarian Clusters to conduct stocktaking of assessments and studies to ensure that, where possible, the data for analysis, presentation and its interpretation highlights equity issues in nutrition and food security.
    • Work with the UNN-REACH Facilitator, consultants and Interim Technical Taskforce for Food-based Dietary Guideline (FBDG) for ensuring effective and efficient implementation of existing FBDG guidelines and development of additional guidelines for new age groups.
  1. Information System for Multisectoral Humanitarian Development Nexus Nutrition and Food Security
    • Provide support (administrative mostly but also some technical as required and as requested by the UNN-REACH Facilitator and UNN Technical Leads for adopting a mechanism to capture the multisectoral nutrition information from different stakeholders in one place.
    • Provide technical and other support needed to the UNN-REACH facilitator and UNN members for managing the data and information that are related to the UNN joint activities.
    • Provide technical and other support needed to the UNN-REACH Facilitator and UNN members in the preparation of annual reports for UNN and SUN, and any other reports including donor reports

UN Nutrition Goal 2: Coherent Policies, Approaches and Positions on Nutrition Challenges Across the UN System

  1. UNN Coordination
    • Together with the UN REACH Facilitator, plan and prepare for the UN Heads of Agencies meeting, Technical Lead meeting and other meetings related to joint development and implementation of programmes and activities
  2. Extended UNN Coordination
    • Maintain and keep updated the contact list of UNN partners and external stakeholders
    • Support the UNN-RECH Facilitator in ensuring regular coordination and information exchange with other SUN stakeholder networks such as SUN Donors, SUN Civil Society Alliance and SUN Business Network as well Nutrition Cluster and other concerned clusters.
    • Together with the UNN-REACH Facilitator, represented UNN at the other relevant coordination platforms, such as Nutrition Cluster, Nutrition Cluster’s Strategic Advisory Group and relevant working groups, Interim Technical Taskforce for Food-based Dietary Guidelines, etc.
    • Work with the UNN-REACH Facilitator and Nutrition Cluster Coordinator for supporting the Sub-national Nutrition Cluster Coordinators for adopting the nature of multisectoral nutrition coordination at the sub-national levels

Other Support Functions

  1. Administrative Support
    • Provide administrative support such has identifying suitable venue, travel arrangements, managing attendees, etc., when conducting UNN joint activities such as capacity strengthening trainings for implementing partners and workshop with key stakeholders
    • Document the discussion at the meetings and workshops and prepare draft meeting minutes or report
    • Be the focal for UNN related procurement and maintain the stock of UNN materials such as nutrition promotion IEC materials
  2. Financial Management Support
    • Collaborate with the colleagues from WFP’s Finance Unit to support the UNN-REACH Facilitator in monitoring the UNN expenditures
  3. Resource Mobilization
    • Work with UNN-REACH Facilitator in preparing project proposals and budgets for agency and donor contributions for sustaining UNN Myanmar Secretariat functions
  4. Any other tasks (technical and administrative) as requested by UNN.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree or equivalent, in economics, social science, public policy or administration or management, quantitative research methods, monitoring and evaluation, planning, or related field.

Experience: Minimum 5 years of professional experience in the use of data and indicators in large development programmes, preferably in coordination mechanisms or in organizations or programmes working closely with multiple stakeholders.

Language: Fluency in both oral and written communication in English and Myanmar and local dialect at the duty station will be an added advantage.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Demonstrated professional track record in handling and interpreting statistics, involvement in management information systems, and/or Monitoring and Evaluation.
  • Strong skills in financial and planning management, management information systems.
  • Strong analytical skills, including collecting and presenting data, monitoring and evaluation, progress reporting.
  • Strong personal organization: ability to follow up deadlines; accuracy and attention to details and high quality deliverables.
  • Have good knowledge of nutrition coordination mechanisms in the current context
  • Ability to interact with senior level decision makers across different organizations and cultures and to act with credibility, tact and diplomacy in order to resolve issues
  • Ability to travel periodically for trainings, workshops, and field missions
  • Advanced skills in Excel, PowerPoint, GIS
  • Experience in management and coordination
  • Experience in institutional capacity development
  • Knowledge of equity analysis
  • Knowledge of the UN System is an asset but not required.

Other Desirable Skills

  • Good communication skills, particularly with different stakeholders
  • Ability to work productively and independently
  • Be familiar with the UN Nutrition’s works and nutrition and food security stakeholders in Myanmar
