Jordan Office – Head of Program

NRC currently has over 3,000 staff across the Middle East dedicated to assisting people affected by conflict in Jordan, Syria, Lebanon, Iraq, and Palestine. Its interventions are based upon its programming expertise in the Core Competencies (CCs) of Shelter, Education, Water and Sanitation Hygiene, Livelihoods and Food Security, along with Information Counselling and legal Assistance (ICLA) to vulnerable displaced people that were forced to flee.

Jordan hosts over 660,000 registered Syrian refugees, on average they have lived in in Jordan for over nine years. Often cited as amongst the most welcoming environment for refugees in the region, Jordan has put in place over the years a myriad of progressive policies in support of refugee presence in the country. Despite tremendous efforts and goodwill from the Jordanian population, its government, and the international community, over the past decade, effective progress has been limited. Since the border with Syria re-opened in October 2018, 7% of Syrian refugees have returned and no more than 1% resettle annually. In addition, there are nearly 90,000 refugees of other nationalities residing in Jordan and registered with UNHCR, who have quite a different set of needs than Syrian refugees.

Job Purpose

The purpose of the Head of Programme position is to develop and ensure implementation of holistic high-quality programmes.

What you will do

  • Lead on the implementation of relevant objectives under the newly adopted 2022 – 2025 Country Strategy in line with annual departmental and office – wide action plans placing humanitarian and development coherence at the centre of NRC programming.
  • In coordination with the Country Director take the lead in the annual review process of the strategy ensuring learning is at the centre.
  • Development of Core Competency strategies that are aligned to regional and global priorities.
  • Oversee the roll out of the Program Support Unit department ensuring strong levels of compliance and accountability with donor obligations as the office increases its share of development funding and consortia – based programs.
  • Development of holistic and needs based programmes, including cash-based interventions and market-based programmes.
  • Lead fundraising efforts – identify funding opportunities and develop funding strategies and forecasts for the Country Office ensuring stable income for the coming strategy period. Continue existing efforts to reduce reliance on humanitarian donors.
  • Actively promote synergies between Advocacy, MEAL and Programs ensuring immediate assistance to refugees and vulnerable Jordanians is closely tied to effective engagement at the policy level.
  • Promote NRC’s effort to ensure strong coordination and engagement with national authorities and national civil society. Actively work to increase refugee participation in decision making.
  • Work actively with the Area Managers to ensure coherence and collaboration between technical and implementation teams.
  • Oversight of Grants management, BPO allocations and reporting to donors, including compliance with donor standards.
  • As a member of the CMG actively participate in the general oversight of the country office participating actively in office wide initiatives.
  • Line management for Core Competence Specialists, Head of Monitoring Evaluation Accountability and Learning (MEAL), and Head of Programme Support Unit.
  • Compliance with and adherence to NRC policies, guidance, and procedures.
  • Quality control, M&E and organizational learning.
  • Capacity building of all technical staff.
  • In-country representation.

Professional competencies for this position

  • Minimum 4 years’ experience from a senior management position with core competency expertise/project management experience in a humanitarian/ recovery context.
  • Experience from working in complex and volatile contexts as well as experience with protracted crisis and refugee hosting countries.
  • Demonstrated experience in strategic thinking, learning and evaluation and program development
  • Knowledge of cash-based interventions and market based programmes.
  • Demonstrated experience with IFIs and development donors a value added
  • Documented results related to the position’s responsibilities.
  • Knowledge about own leadership skills/profile.
  • Fluency in English, both written and verbal, fluency in Arabic language is an added advantage.
