ORGANIZATIONAL CONTEXT
This job is found in WFP Niger Country Offices based in Niamey and generally report to the Head of TEC Unit.
WFP is operating in Niger in a very challenging digital environment. Niger’s mobile connectivity index of 9.6 is the lowest in the region and only 7.2% of the country population uses Internet (Niger – Information and Communications Technology (ICT) – Country Dashboard – All (usaid.gov)). Only 24% of the population is covered by 3G network compared to regional and global averages of 73% and 88% respectively. Active mobile money accounts per 1,000 adults average 14 compared to 374 in the region. With low literacy compounded by challenges accessing energy/power, the populace has limited access to devices and therefore low digital literacy.
The job holder operates across the country and work independently using technical knowledge and experiences to identify solutions in support to the implementation of the CSP. WFP Niger is scaling up its digital ecosystem with the implementation of corporate tools including SCOPE, School Connect and CFM. The Country Office has ambitious plans to scale up digital solutions in 2023.
The incumbent will typically support the process improvements and partnership opportunities with business unit, cooperating and financial partners and external entities including the government bodies in the implementation of Digital system for identity management and cash distribution in constraint environment
JOB PURPOSE
The incumbent will be responsible for coordinating the discovery of needs and solutions, elicitation of requirements, development, deployment and implementation of innovative digital solutions (both existing and new) that can support WFP’s operations, as well as supporting programmes with Governments and / or collaborating with Partners. Some of these digital solutions are focused particularly on beneficiary services, Cash Based Transfers (CBT) and other directly related activities and capabilities, namely SCOPE.
Under the responsibility of the Head of TEC, the incumbent will partner with the business to understand their needs and requirements to enable the transformation into digital solutions.
The incumbent will supervise the Data Coordinator and the Digital SCOPE Support Assistant.
KEY ACCOUNTABILITIES (not all-inclusive)
- Engage with the business to understand their needs and translate into clear requirements that can be met through innovative digital solutions;
- Provide strategic and operational oversight for digital solutions (including data and monitoring solutions) within the operation;
- Collaborate with Programme and other key stakeholders on the development and maintenance of a CO strategy and roadmap for relevant SCOPE implementation;
- Enable the business to make data-driven decisions to inform the strategic direction, analyse the success of initiatives and impact to beneficiaries whilst ensuring data security and privacy
- In collaboration with Regional Social Safety Net Officer/relevant colleagues provide advice related to social protection and safety net infrastructure for governments as it relates to capacity strengthening;
- Support CO engagement with other UN agencies and with NGOs interested in benefitting from WFP’s digital assistance services through assessments, intervention design, project support and service delivery coordination;
- Undertake analysis for the business case for commercial service providers in order to expand the provision of services to WFP recipients across the country, in collaboration with key team members.
- Support the development of functional work plans, ensuring compliance with wider WFP policies, standards and strategies.
- Continuously improve guidelines, processes and procedures of Business Relationship Management, Business Analysis and IT Project Management functions.
- Build and nurture relationships with the business counterparts to understand and anticipate the direction of the business and ensure alignment of provider’s solutions with changing business requirements and priorities.
- Participate in identifying business needs and propose well-researched ideas for new or improved systems, tools and processes that assist meeting WFP objectives.
- Manage business expectations in servicing business needs and oversee success of solutions, seeking ongoing opportunities to support or increase the business value from those solutions.
- Propose change and continuous operational improvement that supports business capabilities, by defining needs, modeling the business and recommending solutions that deliver value for business priorities.
- Communicate business objectives, requirements and process flows, to ensure common understanding and prioritization between stakeholders for their smooth implementation.
- Test and perform in-depth analysis of IT solutions to ensure they address business objectives, needs, requirements and process flows efficiently and effectively.
- Manage estimates, business cases, planning, and risk identification to ensure the delivery of IT solutions into the business to agreed time, budget, scope and quality.
- Manage a team of staff, providing coaching, training and guidance to ensure appropriate development and enable high performance.
QUALIFICATIONS AND KEY REQUIREMENTS
EDUCATION:
- Advanced university degree in Computer Science, engineering or other relevant field, or First University degree with additional years of related work experience or trainings/course.
EXPERIENCE:
- At least five years or more of experience in in projects transformation into digital solutions.
- At least of three years of experience in managing and leading teams.
- At least of two years of experience in the implementation Mobile Money cash distribution.
- Effectively managed IT projects and supervised project team members.
- Analysed and translated user requirements into new business processes and applications.
- Formed strong partnerships with relevant parties to help meet WFP’s IT requirements.
LANGUAGE:
- Fluency (level C) in English language.
- Very Good (Level B) in French Language.
- Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, Russian, Spanish, and/or Portuguese (a WFP working language).

TERMS AND CONDITIONS
This is an International Professional position and candidates must be a national of a country other than the country of assignment.
Mobility is and continues to be, a core contractual requirement in WFP. The selected candidate will be employed on a fixed term as well as a rotational contract with a probationary period of one year.
WFP offers an attractive compensation and benefits package in line with ICSC standards (http://icsc.un.org) including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.
The selected candidate will be required to relocate to Niamey, Niger to take up this assignment.
