Project details

As part of GIZ’s Waste to Positive Energy program running since 2015, GIZ has collaborated with various municipalities to improve solid waste management practices and promote recycling. The project aims at strengthening the resilience of civil society and local institutions, while creating income generating opportunities for vulnerable Jordanians and Syrian refugees involved in labor intensive material recovery and processing activities. The project aims to a positive impact on the environment and health of municipal residents, while reducing social tension between Jordanians and Syrian refugees that are jointly engaged in all project activities. In order to support GIZ’s WtPE program with a strong accountability mechanism throughout 2020, ACTED proposes to implement the following activities in 8 municipalities across 4 governorates in Karak, Madaba, Irbid (Al Taybeh, West Irbid, Wasatiyyeh, Ramtha, Irbid) and Balqa (Deir Alla):

  1. Complaints mechanism, comprising a confidential phone line, spot checks, complaints boxes, focus group discussion, induction and follow up sessions.

The project will target 1,800 beneficiaries through the Complaints Response Mechanism. ACTED will work with 8 municipalities and at least 5 community based organisations (CBOs) across the governorates. This project will require a high degree of coordination and external engagement by the project team in order to be implemented effectively, building good working relationships with all stakeholders.

Job Purpose

The Senior Project Officer supports the Project Manager of ACTED’s Waste to Positive Energy (WtPE) project to ensure the overall success of the project within the time and resources allocated. The Senior Project Officer oversees two project assistants , and helps to ensure the effective and timely completion of project activities in accordance with ACTED and GIZ standard operating procedures (SOPs).

Core Duties and Responsibilities:

1. Line management of 2 project assistants.

2. Support the PM in external engagement with municipalities and CBOs

3. Support the PM to implement and oversee the ACTED / GIZ complaints mechanism

4. Any other reasonable duties, as requested by line manager

Complaints Mechanism

1. Ensure that all resources are in place for the effective operation of the ACTED / GIZ confidential hotline.

2. Ensure that beneficiaries are aware of ACTED complaints mechanism and the hotline through the use of business cards and leaflets, distributed at municipality offices, , and during orientation sessions at the start of each CfW rotation and the follow up sessions at the end of each CFW rotation.

3. Review the complaints / feedback log on a weekly basis and when requested by the PM/AO

4. Ensure, in coordination with the PM and AMEU, that complaints are referred to GIZ in a timely manner and in accordance with project SOPs

5. Support the PM to foster positive working relationships with CBO representatives, where the focus group discussion implemented , and ensure that proper documentation is in place with each CBO (e.g. MOU, SOPs)

6. Monitor the implementation of focus group discussions (FGD) with beneficiaries, upon the completion of CfW cycles, ensuring that all groups follow the materials / guidelines provided GIZ and that FGD reports are submitted on time

7. Ensure that lessons learned from the field teams, hotline, and focus group discussions are fed back to the PM on a regular basis.

Project planning / reporting

· Support the PM to prepare the work plans / schedules for the project assistant.

· Support the PM to prepare the Project Management Framework (PMF) on a monthly basis and to review the Budget Follow-Up (BFU) as requested

· Contribute to the drafting of monthly project reports in coordination with the Project Development (PD) department as directed by the PM

· Provide regular and timely updates on progress and challenges to the PM

· Support the PM to ensure that project records and documents, in particular documents that prove completion of activities (e.g. beneficiary lists, donation certificates, attendance sheets, etc.) are adequately prepared, compiled and filed according to ACTED procedures and donor specific procedures

· Participate in communication activities through the regular collection of pictures and stories related to project activities

· Operate following the “do no harm principles” in order to ensure projects are safe for communities

· Collect and apply appropriate lessons learned and best practices to current projects, and ensure these lessons learnt are pro-actively shared with supervisor, the AMEU and other team members to apply them in future project development processes.

Transparency and Inclusion

· Support the appropriate, achievable and acceptable selection of project beneficiaries

· Adhere to the project communication strategy with communities so that factual, objective and actionable information is provided to project stakeholders

· Help to ensure project stakeholders are empowered to participate throughout the project cycle

· Support the inclusion of the people with specific needs (PwSN) in the project wherever possible, in coordination with the PM and ACTED inclusion focal point .

Coordination (internal/external)

· Participate in regular project team meetings, in Amman and the governorates

· Participate in Bi-Weekly Area Meetings (BAMs) when requested by PM

· Encourage and support the field teams to refer unmet needs to other relevant actors, through ACTED referral mechanism, in coordination with PM and Accountability Officer

· Help to ensure that project stakeholders have a good image of ACTED thus increasing the acceptance of ACTED’s presence and activities in the project implementation area.

Human Resources

· Participate in the recruitment of project staff (e.g. Project Assistant) when requested by PM

· Ensure that project staff under your responsibility understand and are able to perform their roles and responsibilities

· Follow-up the work plans and day-to-day activities of the project staff under your responsibility

· Help to ensure, through your actions and leadership, a positive working environment and good team dynamics

· Participate in regular appraisals of the staff under your line management .

· Address interpersonal conflicts at the field level as needed and ensure that issues are reported to the PM in a timely manner.

Logistics and Security

· Send accurate and precise order forms to logistics in a timely manner

· Help to ensure that the project team has adequate assets necessary for performing its duties.

· Adhere to ACTED security procedures at all times.

qualifications and experience

· 3 years of relevant experience, preferably in INGO's

· University Degree in a related field

· Familiarity with the aid system, and understanding of donor and government requirements

· Contextual knowledge and understanding of the project areas

· Experience working with local authorities and CBOs

· Excellent report writing skills in English and Arabic

· Excellent team leading / management skills, coordination skills

· Excellent verbal and written communication skills, ability to engage external stakeholders

· Proficient in Microsoft Office, especially Word, Excel and Outlook (MS Exchange)

· Proven ability to coordinate project activities and teams

· Ability to work independently

· Ability to travel to all project areas on a regular basis
