ORGANIZATIONAL CONTEXT
The hunger crisis in Afghanistan is unfolding at a rapidly, with over half the country’s population of 40 million now facing acute food insecurity—the highest number the humanitarian community has ever seen in Afghanistan. Work opportunities are shrinking, with most households now reporting just one day of work per week. This comes on top of the worst drought in years, which is especially concerning for the 85 percent of the population who rely on agriculture for livelihoods.
Preventing and mitigating a drastic increase in hunger and malnutrition is the aim of WFP in Afghanistan which can only be achieved through the scaled up and sustained complementary food security and nutrition interventions, combined with a scale-up of resilience interventions to safeguard gains. WFP has embarked on a significant month on month scale-up of its crisis response and resilience programmes across the country, ensuring that the programme is delivered at the right scale and time, targeted to the right areas. WFP is also actively following up on evolving trends to pre-empt hotspots, while guaranteeing quality and maximum impact of the programme through the monitoring of these hotspots to be able to support continued donor advocacy.
JOB PURPOSE
To coordinate and provide high quality, client-focused and value-for-money oriented administration services.
KEY ACCOUNTABILITIES (not all-inclusive)
Under the direct supervision of immediate Supervisor and in co-ordination with all Fleet staff, the incumbent shall perform the following duties: –
1. Supervise and monitor the performance of WFP LV & AV to achieve maximum utilization.
2. Responsible for FMS timely data entry and validations, for VTS management and ensure that related staff are trained. Additionally analyse data entry and produce reports to CO management on fleet key performance.
3. Ensure that all LV & AV administrative requirements (including registration, insurance, data updates, reporting, etc.) are maintained timely and all vehicle files are kept and properly archived.
4. Responsible to manage the life cycle of fleet management and timely propose replacement and disposal plan to CO Management
5. Responsible for the Management of POL (Petroleum, Oil & Lubricants) ensure that the quality / quantities of the supply of fuel & lubricants are in accordance to standards set and contract management is in place.
6. Ensure that all Repairs & Maintenance performed to vehicles is in accordance to the required standards established. Especially for AV life cycle management, ensure AV inspections as per Corporate directive on AV management and liaise with the Fleet Center for proper management.
7. Implement Best Practices established and ensure that KPI’s (Key Performance Indicators) are maintained with parameters set.
8. Ensure that minimum Occupational Safety and Health (OSH)and wellness requirements are met in full.
9. Supervise driver behavior and make use of Fleet systems for drivers’ evaluation and performance.
10. Be responsible for accident management and report any accident within 24 hours from its occurrence to all respective parties in accordance with WFP Normative guidelines.
11. Continuously collect and collate valuable data or information relating to improvements required for Standardisation and Development purposes for Fleet Management and communicate this information to other staff in Fleet.
12. Responsible for field support and be ready to travel to the field as required by the Head of Unit.
13. Will perform any other duties as requested by immediate Supervisor.
STANDARD MINIMUM QUALIFICATIONS
Education:
- Bachelors degree in related field
Experience:
- six years of experience working in administration unit in transportation
- Has demonstrated a sound understanding of WFP administrative operating standards and awareness of international humanitarian development issues through day to day work.
- Has provided ad-hoc guidance to new staff members.
Language:
- Ability to write and speak in English, as well as Pashto and Dari
