Project Background:
The Jordan Public Financial Management Activity (PFMA) aims to work in partnership with USAID/Jordan and the Government of Jordan (GOJ) to improve Jordan’s revenue system and enhance their budget management process. PFMA will build the capacity of the Jordanian Ministry of Finance and other government institutions to modernize the revenue collection system, encourage compliance—including making it easier for taxpayers to comply with tax obligations—upgrade public procurement management, and improve budget planning, preparation, and execution. Key objectives include: 1) improving the revenue raising system; 2) streamlining the budget management process; 3) optimizing public expenditure management; and 4) implementing crosscutting Public Financial Management reforms such as interventions to address COVID-19. Through a combination of technical assistance, capacity building, and facilitation, tangible and measurable results are expected during the anticipated five-year duration of the activity.
To these ends, PFMA works closely with the relevant Government of Jordan entities, USAID and other donor programs to identify opportunities to improve revenues, and enhance the budgeting process through building the capacity of the Ministry of Finance and other government institutions and provide on-hand support upgrading of different internal and external systems. Additionally, USAID have managed an MOU with the Ministry of Finance under which both entities will collaborate to support the newly created Macro-Fiscal Unit (MFU) at the Ministry of Finance, to advance MOF-led commitments under the IMF Extended Fund Facility (EFF) Agreement and the implementation of the Five Years Reform Matrix. PFMA is mandated to support two positions under the MFU.
Objective:
PFMA is seeking to engage the services of a Short-Term Consultant to assist with the transformational activities that are being undertaken by PFMA’s Obj1 team, to provide the needed training in Project Management PMP course, to assist in capacity building of the Project Management Unit (PMU) that has been recently established at the Jordan Customs Department:
The Trainer will work closely with the PFMA’s Obj1 team and counterparts on providing five days training in PMP, the training should be able to deliver the knowledge and information’s that could enable the trainee to apply for the PMI certificate and ensure their ability to track the projects performance and implement the Customs project managements work, the training will be delivered to a selected number of staff Customs staff including those working at the PMU.
Key Duties and Responsibilities:
The consultant (Trainer) will perform the following tasks:
- Prepare the course outline and topics to be submitted to PFMA before the start of the training.
- Perform a 5-day training course on the following:
- Project Management methodologies and approach
- How to use MS Project
- Required details needed to meet the demands to apply for PMI certificate
- Provide the PFMA objective 1 team with a detail report for his/her remarks and evaluation of the trainees’ performance levels in all aspects such as knowledge, contributions, behaviors, and attendance’s.
- Perform any other relevant tasks deemed necessary throughout the assignment

REPORTING:
The Consultant will report to the PFMA’ Objective 1 Team Lead and will work closely with Objective 1 Senior Organization Development Advisors.
Qualifications:
- Higher education degree in a relevant field (such as public/business administration, higher education degree preferred)
- 10+ years of professional experience in issues related to project management, Governance, and performance management (KPI), knowledge management, strategies, benchmarking, data analysis and its transition to applications and execution.
- Certification or advanced courses in Project Management, with Microsoft MS Office project plan Suite.
- Good experience in providing similar training courses.
- Knowledge of Project Management and business methodologies such as Six Sigma, Lean, Agile, ISO 9000 methodologies.
- Ability to provide the knowledge transfer sessions and provide a clear, well-written materials, training scenarios, KPI analysis and results, requirements’ documents, functional specs, service cards, and to conduct oral presentations.
- Ability to interview and facilitate focused group discussions as well as to work collaboratively and build consensus among process owners and the project components.
- Strong communication, facilitation, and problem-solving skills.
- English and Arabic fluency
