QUALIFICATIONS & EXPERIENCE REQUIRED:

Education: University degree in social sciences, education, economics, science or a related field.

Experience: A minimum of 5 years of experience, especially in the implementation of school health and nutrition program with a focus on school canteens

Knowledge & Skills: Knowledge of priorities, policies, systems and programmes in the education, health and agriculture sectors. Proven expertise in project coordination and implementation; excellent report writing and communication skills; excellent interpersonal skills to interact with various stakeholders; and advanced facilitation skills.

Language: Fluency in spoken and written French and English

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The European Union is a strategic partner of the DRC and contributes to the human development of the population by improving the health and well-being of the population and strengthening education. This support is reflected in its action plan through three key objectives, namely the sustainability of access to quality health care and support for the action of the Ministry of Health and related sectors, for the provision of this care at an affordable price, the strengthening of children's access to civil registration documents and the improvement of access to and retention in school as well as school performance through the establishment of school canteens and availability of drinking water.

For example, the EU signed an agreement with WFP and UNICEF to implement a 42-month project entitled Protecting the Future: School Health and Nutrition for Integrated Community Development in Kabinda (Lomami), Tshishimbi and Miabi (Kasai Oriental) and Masuika (Kasai Central) health zones.

This project aims to make targeted schools adequate platforms for continuity in the provision of health and nutrition services to improve access, retention and learning while contributing to the development of the local community and to strengthen children's civil registration and access to civil registration documents.

As for school canteens, 43,000 students in 57 primary schools will be targeted to receive nutritious meals and special emphasis will be placed on adequate school environment, functioning school gardens and community involvement in production. The implementation of the project requires sustained coordination to achieve the expected results.

JOB PURPOSE

To ensure the proper conduct of activities and coordination with UNICEF, the Government and stakeholders.

KEY ACCOUNTABILITIES & RESIPONSIBILITIES (Not all-inclusive)

Under the supervision of the DRC School Feeding Program Manager, the staff will be responsible for the following tasks:

1. Coordinate the activities of the Protecting the Future: School Health and Nutrition for Integrated Community Development project in Lomami, Kasai Oriental and Kasai Central provinces;

2. Finalize the list of targeted schools in close collaboration with UNICEF to take into account the criteria for the implementation of canteens;

3. Ensure the use of resources according to the established budget;

4. Ensure proper programming with the unit in charge of Budget and Programming;

5. Ensure the timely purchase of quality food and non-food items on expiry date in accordance with the duration of activities in collaboration with the unit in charge of the supply chain;

6. Ensure the choice of implementing partner in collaboration with the unit in charge of the partnership;

7. Coordinate the implementation and delivery of school meals with support staff;

8. Ensure the functioning of school gardens in all schools, the construction of adequate kitchens and storage stores;

9. Ensure community commitment to local production and the proper conduct of canteens;

10. Oversees the drafting of technical, financial and other reports in collaboration with relevant units;

11. Oversees monitoring and evaluation according to the logical framework of the project and any other tasks assigned to it.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• Has worked in a Country Office or equivalent level position within technical area.
• Has managed discussions with experts in VAM/Nutritionists.
• Has led a country / are office programme team or a substantial component of a complex programme.
• Has gained direct experience of different programme approaches.
• Has worked with government agencies and gained policy experience.
• Has led team in strategic discussions.
• Has worked in HQ or a Regional Bureau.
