WHO WE ARE
The United Nations World Food Programme is the 2020 Nobel Peace Prize Laureate. We are saving lives in emergencies and using food assistance to build a pathway to peace, stability and prosperity for people recovering from conflict, disasters and the impact of climate change.
WFP’s emergency response in Yemen is one of the agency’s largest anywhere in the world, providing lifesaving food assistance to more than 13 million people in need. WFP also provides nutrition support to more than 3 million children and women, and delivers school meals to 2 million schoolchildren.
ORGANIZATIONAL CONTEXT
This job is found in WFP Yemen Country Offices based in Sana'a and generally report to the Head of Unit.
Job holder operate across an assigned area and work independently, using technical knowledge and experience, to analyse data and identify solutions for partnerships activities. Incumbent typically support process improvements and partnership opportunities with a host of public, private sector and external entities. These can include governments, UN agencies, intergovernmental institutions and their member states, international financial institutions, individuals, corporations, foundations and NGOs.
JOB PURPOSE
The incumbent will be working closely with the Head of Programme and the Deputy Head of Programme. For extended period during the absence of the Head of Programme or the other Deputy Head of Programme, the incumbent will act as the OIC of the unit and hence should be able to manage the unit and develop programme strategy for the unconditional/General Food Assistance and Livelihood activities.
KEY ACCOUNTABILITIES (not all-inclusive)
1. Formulate substantial parts of WFP-wide programme policies in line with both organisational strategy and the practical realities of operating in the field; or translate WFP-wide programme policy into Regional/Country level practices, programme guidance and implementation modalities and operations, to ensure a clear and strong connection between HQ and field operations.
2. Provide advice and support to COs delivering a complex portfolio of programmes to clarify ambiguities and ensure that policy and programme operations are consistent with WFP policies, Executive Board decisions, and other relevant guidance.
3. Provide technical advice or mobilise technical expertise, on a wide range of programme and policy issues including assessment and analysis, the choice of objectives, activities, transfer modalities and appropriate food products, the deployment and testing of innovative approaches and the development of strategies to support government efforts to reduce hunger and malnutrition.
4. Assist senior stakeholders of governments and other partners in identifying where food assistance can be usefully employed and provide support and technical expertise for the planning, formulation and implementation of food assistance programmes to strengthen government and community ownership and effectiveness of food security and nutrition programmes at national and sub-national levels.
5. Develop operational partnerships and maintain established strategic partnerships to identify opportunities for collaborative approaches and initiatives that improve assistance packages and support advocacy work.
6. Enhance WFP’s leadership status in different forums on subjects related to food security, nutrition, livelihoods, resilience, engagement in humanitarian, transition and development contexts and other related issues through direct participation, briefings, information products and other materials.
7. Manage or oversee operational research and evidence building on issues relevant to food assistance.
8. Manage or oversee preparation and dissemination of timely analytical and critical reports, publications, and a variety of information products or proposals for internal or external use.
9. Advocate for resources for a broad portfolio of WFP projects, including clearly articulating the need for food assistance and related programme opportunities, and follow up on the resource situation of projects including commodity and cash availability.
10. Advice and support the development of functional training in areas of expertise to enhance the capacity of WFP staff and partner to design and deliver effective food assistance programmes.
11. Lead, motivate and develop a substantive team to enable high performance.
12. Ensure the best use of assigned financial resources for achievement of set objectives within a significant budget.
13. Take responsibility for incorporating gender perspectives in all areas of work, to ensure equal participation of women and men.
14. Contribute to Country Office Emergency Preparedness i.e. early warning, risk analysis, and contingency planning in order to respond to humanitarian crises and needs.

STANDARD MINIMUM QUALIFICATIONS
Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.
Experience: Minimum eight or more years of relevant professional work experience in partnership roles or first University degree with additional years of related work experience and/or trainings/courses.
Language: International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (a WFP working language) is advantageous.
OTHER SPECIFIC JOB REQUIREMENTS – PART 1
Strategic Leadership and Internal Cooperation
• Define WFP Yemen’s Programme strategy for food security interventions seeking transition from relief to Livelihood; building processes to absorb vulnerable people into relief assistance while complementing food and nutrition security outcomes with School feeding and Nutrition activities
• Identify and pursue partnership with other UN agencies and development partners to develop and pursue joint programmes for deploying immediate a continuum of assistance from immediate life-saving responses to longer-term recovery and resilience activities.
• Nurture collaboration throughout Programme unit for evidence-based design and implementation of interventions with the aim of meeting immediate needs while addressing underlying risks and vulnerabilities through preparedness, resilience and risk reduction.
Development of linkages and synergies between interventions
• Lead the development of intra-operability between WFPs interventions ensuring that sequencing on interventions builds on the food and nutrition security gains developed by the previous intervention. And, foster operational synergies by overlayer interventions to improve effectiveness for food and nutrition outcomes.
• Engage with other agencies/actors and coordination bodies like FSAC, CMWG and UNCCS and CCY to build between WFP’s interventions with that of other actors. To the maximum extent possible, ensure a continuum of humanitarian assistance and coverage through various mechanisms including interoperability of beneficiary data.
• Lead development of donor proposals for unconditional food assistance and Livelihood activities, , seeing complementarity with School Feeding and Nutrition Programmes.
• Work with the School Feeding team and lead in developing a strategy for phasing out unconditional food assistance in areas where school feeding programmes are being implemented and household vulnerability would be better address with alternative programmes including school feeding.
OTHER SPECIFIC JOB REQUIREMENTS – PART 2
Transfers Management
• Coordinate the timely delivery of food assistance (in-kind, cash or vouchers) through SCOPE and support Activity Managers in the use of systems-based reporting to COMET.
• Coordinate the planning for cash-based transfers (cash and vouchers) across all WFP modalities ensuring that corporate processes are appropriately deployed in the Yemen Context.
• Manage funds programmed for Transfer Value ensuring that donor conditionality is followed including timely distribution to beneficiaries and recognition of distribution in WINGS against SCOPE generated invoices.
• Support the planning for flexibility between transfer modalities (in-kind, cash and vouchers) during the FLA process. When shift of modalities is recommended, ensure timely deployment of transfer mechanism to support the shift.
• Through the CBT Working Group, coordinate the deployment of corporate processes for transfers management through guidelines, Standard Operating procedures and Decision Memoranda as appropriate.

Mentoring and Capacity-Building
• Support the Country Office in effective HR planning and management, including identifying and addressing technical capacity gaps related to social protection, nutrition and school feeding programmes
• Support cross-country learning and capacity-building on transfers management including determination of rations and transfer values based on needs.
External Networking and Representation
• Represent our work to, and work with, civil society organisations, authorities in Yemen, WB, and regional bodies to increase coordination and learning and to support the achievement of advocacy and policy objectives.
• Engage with donors at regional and sub-regional levels to support fundraising, profile-raising and scoping of opportunities.
• Represent WFP’s work in joint programming dialogues and in coordination fora like FSAC, CMWG, UNCCS

TERMS AND CONDITIONS
- This position is required for 1 year with a possibility of extension up to 4 years subject to the operational needs and availability of funding in Yemen Country Office.
- A limited Fixed-Term Appointment (LFT) position is a non-mobile staff appointment in the international professional category for a limited period, to a max of 4 years.
