Job Title: Special Advisor CBT Director

Type of Contract: Regular Consultant level II

Division: CBT / Cash-Based Transfers Division

Duty Station (City, Country): Rome HQ, Italy

Duration: 11 months

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The purpose of the position is to provide daily support the Director of CBT in all internal and external high level and director level engagements to ensure inputs from the relevant chiefs and subject matter experts in the division are consolidated into polished and current material and that any follow up resulting from the engagements is done.

ACCOUNTABILITIES / RESPONSIBILITIES:

  1. Support the Director in positioning WFP as a thought leader in the field of cash by ensuring effective participation and visibility at external fora;
  2. Forward planning and optimizing the Director’s schedule of engagements, prioritizing and delegating engagements as needed;
  3. Maintaining close relationships with the special assistants in other divisions and departments, gathering intel to ensure that CBT is part of and prepared for any relevant events and corporate initiatives;
  4. Bring to the attention of the Director and the management team as a whole any corporate initiatives that may affect CBT and/or that CBT should participate in;
  5. Supporting the Director to ensure a healthy work-place culture, and manage change in the division;
  6. Spot, for the Director and the management team as a whole, potential frictions and misunderstandings within PD and with other divisions, and convene discussions on how to address these;
  7. Ensure that the key messages of the division are used at every opportunity to communicate about the WFP’s cash operations;
  8. Assist the Director to identify opportunities to increase alignment of WFP’s cash operations, for example, through participation in regional management team meetings, the global management meeting, and other senior management field-facing fora;
  9. In collaboration with INKA, assist the Director to identify and act on opportunities for partnerships with the private sector;
  10. Working with the knowledge and information management officer, the comms team, and the chiefs, ensure high quality topic and thematic briefs on cash are up-to-date and submitted on time, and that inputs to high level talking points for the DED and others are prepared and submitted on time and aligned with inputs coming from other divisions;
  11. Prepare talking points and background material for the Director for CBT team meetings, chiefs meetings, and any other routine meetings that she decides to attend;
  12. Organize the agenda for the chiefs meeting and any other meetings chaired by the Director of CBT;
  13. Support effective communication in the management team;
  14. Liaise closely with the Senior Administrative Assistant to the Director of CBT on all matters related to the Director’s schedule of events;
  15. Draft terms of reference for positions under recruitment for the Directors office and represent the Director as needed on the interview panels and other screening exercises; and
  16. Perform other related duties as required.

DELIVERABLES AT THE END OF THE CONTRACT:

Director fully supported in her leadership role, with attention to effective participation in internal and external engagements. Accurate situation analysis is translated into effective action by the division. Highly confidential and sensitive matters are handled with the utmost discretion and professionalism. Frictionless relationships within and outside the division. Strategic communication and liaison with a broad range of external partners.

QUALIFICATIONS AND EXPERIENCE REQUIRED:

Education:

Advanced university degree in Political Science, International Development, Development Economics, International Relations, Public Administration or other relevant field.

Knowledge and Skills:

At least 8 years relevant working experience in international organizations, national governments, social enterprises or NGOs with demonstration of engagement at high level on international political or development matters.

At least 4 years of experience with conditional or unconditional transfers and safety nets.

Demonstrated project management capacities from design to evaluation.

Ability to formulate and maintain strong relationships and develop networks with appropriate internal and external stakeholders, such as member states, UN agencies, NGOs, Host government and other partners.

Proven capacity to develop complex funding proposals and track record of successful grant making.

Excellent communication, presentation and drafting skills.

Mature judgement. Experience in working in a multicultural environment

Languages:

International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese, would be an asset.
