Policy and Management Consulting Group (PMCG) seeks a Public Expenditure Management Optimization lead for the Jordan Public Financial Management Activity (PFMA). PFMA aims to work in partnership with USAID/Jordan and the Government of Jordan (GOJ) to improve Jordan’s revenue system and enhance its budget management process. Key objectives include:
- building the capacity of the Jordanian Ministry of Finance and other government institutions to modernize the revenue collection system, encourage compliance—including making it easier for taxpayers to comply with tax obligations;
- improving budget planning, preparation, and execution; and
- upgrading public procurement management.
Responsibilities
The Public Expenditure Management Optimization lead will be responsible for the overall leadership, management, and technical direction of staff and consultants, project activities such as implementation, monitoring, reporting and evaluation, and partner coordination of the public expenditure optimization component under the PFMA project.
The Public Expenditure Management Optimization lead will:
- Work Closely with the Government Counterparts, namely with the Government Procurement Department and the Government Tendering Department and other relevant stakeholders to support the development and implementation of procedures and organizational changes that will result in a more disciplined process for GOJ procurements and inventory management for general supplies, services, medicines, works, and constructions.
- Mentor staff to develop their leadership skills
- Prepare Weekly, quarterly and annual progress reports
- planning and preparation of annual work plans and activities considering high level objectives and quick wins.

Qualifications
Education:
- Master’s Degree in Business Administration and/or Procurement Management
Professional Experience
- 10-15 years of management in government departments
- at least 3 years of experience in procurement tendering in MENA region.
- Reliable experience in government public finance sector including procurement tendering
- A proven track record of highly successful representation and cooperation with public and private sector teams with superior external relationship skills
- Proven ability to effectively resolve disputes and handle crises with objectivity
Other Qualifications
- Ability to bring assignments to completion
- Effective communication and negotiation skills
- Complete fluency in written and oral English and Arabic
