Project Summary:

The purpose of Public Accountability and Justice Strengthening Activity (PAJ) is to support Jordanian efforts to enhance accountability systems, procedures, and mechanisms within the government of Jordan and judicial institutions and enhance their ability to serve and communicate effectively with the public. It also fosters awareness and pressure by civil society organizations, the public, and the private sector on the government’s adherence to the law and its international commitments to govern in an accountable manner that safeguards the rights of vulnerable populations. PAJ is supporting Jordan’s Civil Service Bureau (CSB) to update and develop job descriptions based on job competencies for all civil service jobs.

Position Summary:

The Project Supervisor will supervise, control, validate, and provide technical assistance to the CSB and the Planning Consultant to guarantee the quality and compliance of deliverables and objectives. This is a short-term technical consultancy from April to June 2023 and the maximum level of effort for this assignment is 14 working days.

Responsibilities:

  • Provide thorough understanding and analysis to CSB and Planning Consultant about job description requirements that support the public administration roadmap initiatives and other national reforms.
  • Understand transformation and restructuring activities that could affect or be affected by this project.
  • Supervise and validate diagnostic activities and the “as is status” of existing job descriptions, policies, tools, previous implemented projects, related documents, CSB bylaws and regulations, and all the related or impacted projects being implemented.
  • Identify the gaps and the interventions needed.
  • Develop planning alternatives and project governance themes.
  • Provide technical support and advice to CSB and Planning Consultant.
  • Provide guidance on the international best practices for job description development.
  • Coordinate with other experts and parties engaged and impacted, propose means of integration, and coordinate closely with competency framework project being implemented by GIZ.
  • Ensure that the planning process is on time, aligned with the project objectives, and adequate for implementation.
  • Submit regular progress reports on the status of the project.
  • Deliver regular presentations to the top management and decision makers about the deliverables and progress of the project.
  • Validate and ensure the quality of all deliverables on a regular basis.

Qualifications:

  • Bachelor’s degree in business management, industrial engineering, or any related topic required.
  • Minimum 15 years of relevant experience required.
  • Experience in developing descriptions.
  • Experience in public administration reform.
  • Experience executing similar projects in Jordan or in the Levant region.
  • Experience with USAID or other international donor.
  • Knowledge in civil service.
  • Computer skills in Microsoft Office.
  • Strong verbal and written command of the English and Arabic languages required.
