ORGANIZATIONAL CONTEXT

The World Food Programme in Haiti works to ensure food security, particularly for vulnerable households. To this end, the WFP office in Haiti implements several categories of programmes, namely emergency, nutrition, resilience and social protection programmes. More specifically, WFP actively participates in strengthening the Haitian government's social protection systems. Indeed, in 2020 the Government approved the National Policy for Social Protection and Promotion (PNPPS) with the support of WFP and also launched in May 2021 a new 5-year programme called PSARA, which aims to set up a new social protection net financed by the World Bank (WB) through the Ministry of Social Affairs and Labour (MAST). The MAST has entrusted the implementation of this project to the WFP for the first three years of its execution, with a gradual handover strategy to the MAST during the period.

The PSARA programme is based on four lines of action:

  1. Updating and recording of information in the MAST Management Information System (SIMAST) to target programme beneficiaries.
  2. Cash transfers to vulnerable households in Grand' Anse during 24 monthly payment cycles;
  3. Technical assistance for the institutionalization and handover of the social safety net to MAST;
  4. Accompanying measures in a) financial inclusion and resilience and b) nutrition, hygiene, health

JOB PURPOSE

WFP Haiti will assign the management of the PSARA programme to an experienced professional who can play a leadership role and manage the implementation of the PSARA programme for and on behalf of WFP. This person will be expected to work in conjunction with the central MAST, the Project Management Unit (UGP), the Grand'Anse departmental MAST, the NGOs involved in the implementation of activities and all other stakeholders in the implementation of the PSARA social safety net and in the handover of safety net activities under the responsibility of WFP to MAST.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of the Head, Social Protection, WFP Haiti Country Office (CO), the Officer will be responsible for the following tasks

PSARA programme management:

  • Effective collaboration with MAST and other stakeholders;
  • Coordinate programme activities to achieve the PSARA's 4 action lines outputs;
  • Establish/lead the adaptation of the tools necessary for the proper planning, monitoring, reporting, coordination of PSARA activities (e.g.: SoPs, Action Plans, Monitoring Plans, etc) in coordination with other CO units;
  • Ensure coordination and support of the experts in cross-cutting themes (Gender and Inclusion, SBCC, Nutrition) for the implementation of the accompanying measures.

Programme integrity and compliance:

  • Ensure the timely, efficient and cost-effective implementation of the programme, in accordance with best practice, including in relation with procurement and allocation of resources;
  • Within the framework of the cash transfers carried out by the programme, ensure integrity in the management of cash transfer/payment agents and implementing partners and in the collection, storage, use and processing of personal data;
  • Ensure sound financial management of the programme;
  • Maintain the programme's orientation towards its institutionalisation and handover to MAST and inform the Government of any obstacles encountered with a view to finding sustainable solutions.
  • Facilitate the evaluations of the PSARA programme according to the planned timetable.

OTHER SPECIFIC JOB REQUIREMENTS

Team management

  • Promote a productive, pleasant, and respectful working environment for the entire PSARA team
  • Ensure technical supervision of the project team based in Grand'Anse and excellent coordination with the Head of the WFP Jeremie Office;
  • Hire the human resources necessary for the smooth running of activities;
  • Coach the programme staff in the execution of their tasks;
  • Recommend necessary measures in case of under-performance or disciplinary problems of an employee;
  • Evaluate the programme's employees on a periodic basis in order to contribute to their performance and the development of their skills.

  • Ensure proper archiving of documents produced by employees and partners during the implementation of the programme;
  • Promote the exchange of knowledge and learning and ensure documentation;
  • Disseminate knowledge and learning from PSARA in Haiti, particularly within the government, WFP and international networks dealing with social protection.

External representation

  • Establish and maintain productive working relationships with MAST and other government partners, the World Bank, NGOs and other programme implementing partners, suppliers of programme goods and services, and other civil society and private sector stakeholders.
  • Promote collaboration with national and international actors for the outreach of the PSARA programme and its contribution to social protection in Haiti;
  • Represent the programme in forums, workshops, seminars and other key events;
  • Respond to media enquiries about the programme when deemed appropriate by WFP management

STANDARD MINIMUM QUALIFICATIONS

Experience

Education :

At least 5 years of postgraduate progressively responsible experience in Programme and Policy related areas

Master's degree in public administration, political science, law, economics, social sciences or other field relevant to humanitarian aid/international development; a

– Degree or certification in project management (desirable).

Language:

– Excellent oral and written skills in French and English;

– Fluency in Haitian Creole (desirable) or willingness to learn.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Has experience working across the Program portfolio including VAM/Nutrition.
  • Has led a Sub Office or a small country/area office programme team or a component of a country office programme portfolio.
  • Has engaged in policy discussions and provided input into policy decisions.
