PURPOSE OF THE ASSIGNMENT
Under the administrative supervision of the Head of Sub-office and technical supervision of the Head of Resilience (FFA), the consultant works in close collaboration with the National Programme Policy Officers, Consultants, and programme associates both at sub office levels and N’Djamena. The consultant will also work closely with other Sub-office Programme staffs such as Emergency and Refugees, Nutrition, RAM, etc
ACCOUNTABILITIES/RESPONSIBILITIES
Under the technical supervision of the Head of Resilience Programme Policy Officer (FFA), and in coordination with the other staff in CO Resilience Section, the consultant undertakes the following tasks:
- Review current operational tools and arrangements for FFA programme, identify any required actions / areas of improvement. These include the implementation of Three-Pronged Approach (3PA) tools and templates, revision of work norms and technical standards, geographical targeting, FLAs, operational plans, SOPs, reporting structures etc.
- Conduct field review of existing FFA operations, and review and develop expansion/ scale up plans for the FFA programme into other sites within and outside existing provinces, partner consultation process, beneficiary targeting and activity prioritisation.
- In collaboration with CO compliance programme officer, gender and protection ensures accountability process for FFA, including M+E and reporting SOPs, FLA and MoU standards, and accountability measures for beneficiaries.
- Support programme integration planning, especially across FFA, Nutrition, School Meal, and lean season programmes,
- Support resource mobilisation efforts, including timely development and submission of community driven FFA proposals
Programme implementation:
- Supports sub offices and partners develop and submit proposals and ensure FLA and MoU processes and clearance
- Ensure FFA programmes follow project cycle process in effective and timely manner (consultation – proposal generation, implementation, M+E including resource utilization, pipeline, spending plan, procurement plan, distribution of NFIs etc.)
- Provide continuous project implementation guidance to FFA teams at Sub office levels, as well as to cooperating partners (both NGO partners and provincial Government staff)
- Any other activities as deemed relevant
Capacity Building:
- Support FFA section on operational planning and trainings related to resource management, monitoring, and reporting etc.
- Conduct on-site and group trainings on various technical standards for NGO cooperating partners, Government and WFP staff including community leaders
- Assist the head of resilience programme officer and the head of sub-offices in assessing FFA staff performance evaluations
Monitoring, reporting, learning:
- Support the programme associate to ensure beneficiary records are maintained to the standard
- Working with WFP Sub office team and CO FFA programme staffs at Ndjamena, on timely reporting, monitoring and delivery FFA activities, including review of monthly financial and narrative reports
- Work with WFP CO and SO staff to ensure that all FFA activities have a clear and aligned operational plan linked to M+E objectives and outcomes
- Assist the Head of Resilience unit to promote a culture of learning so that lessons learned, and good practices are documented and shared.
- Submit weekly and monthly reports, and inputs for donor and ACR reports
- Conduct regular field monitoring trips
Partnerships:
- Support development of key operational partnerships with current implementing partners, and potential future external partners such as IFAD, UNDP, FAO, and others as appropriate. Identify strategic entry points for WFP at provincial level.
- ensure that provincial stakeholders are aware of WFP’s strategic shift towards resilience, including linking FFA to resilience and social protection initiatives, and addressing food and nutrition security
Donor relations:
- Support drafting of donor proposals and reports
- Provide technical information required for donor or proposals development
- In collaboration with Donor and Public relationship, communication officers ensure donor visibility is secured as per WFP’s standard and agreements with donors.
DELIVERABLES
- Short review report of existing FFA programme with recommendations, including on operational planning, scale up plan, reporting and monitoring, budget management
- Support the Head of resilience in the development of FFA implementation Guideline and resilience strategic paper for Chad WFP CO
- Develop and disseminate complementary resilience implementation tools (reporting templates, M+E database, CBPP guidance, etc)
- On quarterly basis develop one good practice document
- Revises and finalise the SOPs and share with internal and external consultations
- Monthly reports on FFA progress (in coordination with other team members in resilience section)
- Organize monthly resilience task force team meeting
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: |
University degree, preferably at an advanced level in the following disciplines: Agronomy, Agricultural Engineering, Irrigation Agronomy, Forestry or Agro Forestry, Environment and Natural resources, Ecology and Rural Development economics and sociology |
