The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water, sanitation, and hygiene sectors. The Norwegian Refugee Council has approximately 9000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours’ notice when a crisis occurs.

NRC is seeking to hire an experienced finance professional as a Finance Budgeting and Reporting Coordinator to lead on donor budgeting for new proposals and realignments and to manage all donor financial reporting.

The Finance Budgeting and Reporting Coordinator – Syria Response, reporting to the Finance Manager in Syria Response, is to be responsible to lead the development and consolidation of all new project budgets along with any realignments, this includes leading the process at the country office level, along with providing guidance and support to Area Office teams. The role is also responsible for preparing and finalizing all relevant donor financial reports. The role will also support the Finance Manager with developing the Country Office Master Budget and delivering capacity training to both finance and non-finance staff. Some travel to Erbil to support the Area Office staff based there may be required depending on needs, this is estimated to be up to 15% of the time.

Generic Responsibilities:

  1. Implement NRC’s financial systems, routines and procedures in Country and Area Offices.
  2. Ensure adherence to NRC policies, handbooks, guidelines and donor requirements
  3. Prepare and submit reports and analysis
  4. Ensure proper filing of all support documents
  5. Support line managers in procedures and require support team trainings
  6. Support project staff in financial matters
  7. Maintain budget control and monitor cash flow for CO and Area offices
  8. Ensure that the accounting, monitoring and reporting are according to procedures
  9. Support project staff in financial matters

Specific Responsibilities:

Proposal Budgeting

  1. Lead the development of Country Office budget lines for new proposals
  2. Support Budget holders and finance staff in the Area Offices to develop their project budgets
  3. Consolidate all elements of the proposal budget and prepare the final product in the donor format for review and submission
  4. Ensure all proposal budgets include sufficient and appropriate cost coverage for shared costs
  5. Review proposal budgets to ensure costing is accurate and activity and staffing costs are realistic and sufficient to deliver the committed activities.
  6. Review proposal budgets for donor compliance and ensure all budgeted costs are eligible and in line with all donor guidelines.
  7. Ensure all NRC internal tools are properly used and Agresso is updated in line with NRC processes.

NCEs & Realignments

  1. Support Area Office Budget Holders and Finance teams to identify the potential need for budget realignments or NCEs
  2. Coordinate the process for realigning existing project budgets as needed with Area Office team
  3. Consolidate and finalise budget realignments in the relevant donor template and submit for approval

Reporting

  1. Prepare all donor financial reports in line with donor requirements (template and deadline)
  2. Consolidate any financial reports from multi country grants as needed.
  3. Review financial reports for donors compliance prior to submission and support the Finance Manager, Head of Support and Area Office teams to resolve potential issues.
  4. Respond to donor queries/feedback on submitted financial reports.

Budget Monitoring and follow Up

  1. Support the SRO Finance Manager in reviewing and analyzing the monthly Budget vs Actual reports and highlight to Area Office Teams and Senior Management areas of concern or risk.
  2. Support the SRO Finance Manager in identifying budget coding required for Country Office costs and recruitments

Master Budget

  1. Support the SRO Finance Manager and Head of Support in developing the master budget including:
    1. Analyzing and preparing detailed staffing costs
    2. Analyzing and preparing detailed support cost budgets (office rent, utilities, etc..)
  2. Support the SRO Finance Manager to conduct regular financial analysis of spending against the Master Budget and follow up on major variances.
  3. Support the SRO Finance Manager to update the master budget as necessary when there are changes in costs or staffing.
  4. Support the SRO Finance Manager in conducting gap analysis against the Master Budget to ensure the SRO has sufficient cost coverage.

Capacity Building & Training

  1. Develop and implement capacity building plans for Finance staff in the Country and Area Offices, to build their knowledge on donor budgeting and reporting
  2. Support the SRO Finance Manager to deliver trainings to non-finance staff including training to budget holders as necessary.
  3. Conduct other ad-hoc training and capacity building depending on any identified gaps in the Country or Area Offices.
  4. Support the training, capacity building and mentoring of finance teams in all offices
  5. Support the training, capacity building and mentoring of non-finance staff in all offices

Other

  1. Provide cover for the Finance Manager or Area Office Finance Coordinators if/when necessary
  2. Identify, analyse and evaluate key processes and gaps in the team activities
  3. Ensure compliance with and NRC systems and processes

Provide guidance on compliance with NRC (global and national) policies and procedures, handbooks and guidelines and/or propose new initiatives to bridge gaps and implement these.

  1. Support the SRO Finance Manager with donor audits as necessary
  2. Any other Finance tasks as necessary and delegated by the SRO Finance Manager or SRO Head of Support

Qualifications:

  • Minimum 3 years of experience working in a Financial position in a humanitarian/recovery context
  • Experience working in complex and volatile contexts.
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in Arabic and English, both written and verbal
  • Bachelor’s degree in Economics, Accounting, or Business Administration
  • Knowledge of the Syrian context (essential) and remote working experience (desirable)
  • Solid knowledge of computer software and modern accounting systems
  • Experience with financial systems and tools like working in an ERP tool.
  • Experience working with multiple humanitarian donors and their budgeting and reporting requirements (Multi donor and multi-program environment)
