Syria Project Manager

BACKGROUND:

The Syria crisis has left millions displaced from their homes, seeking refuge from the violence of war. Since 2012, the Lutheran World Federation (LWF) has responded to the crisis, assisting not only Syrian refugees but also Iraqi refugees and vulnerable local communities in the north of Joran. LWF Jordan has built up a track record in three programmatic areas: Protection & Social Cohesion, Livelihoods, and Quality Services. For the period of 2019-2024 and in line with its Country Strategy, LWF Jordan increased the protection and safety of the most vulnerable and further professionalized its protection work. Moreover, the program economically empowered vulnerable and marginalized households and worked on increasing women’s access to rights and opportunities from a local to global advocacy approach. Besides, LWF also provided humanitarian support during COVID-19 and currently is responding to the victims in Syria affected by the earthquake.

JOB PURPOSE:

The Lutheran World Federation (LWF) seeks an experienced Project Manager to oversee multiple emergency projects in Syria. The successful candidate will coordinate people and processes to ensure the timely delivery of projects with desirable outcomes. As the main point of contact for project organization and timelines, essential duties will include developing comprehensive project plans, ensuring resource allocation and availability, and completing projects within budget and scope. The Project Manager will also provide day-to-day management and supervise the financial management of grants while ensuring that all activities are delivered within budget, content, and time constraints. Other responsibilities include developing project appeals and concept notes, providing operational support to implementing partners, overseeing all field activities, and coordinating with other local stakeholders and NGOs operating in project implementation. The sectors to be covered include protection, WASH, earthquake response, Education, and health in Aleppo and coastal areas of Syria.

This position is under the programs department and reports to Program Coordinator, with second line of functional reporting to Fundraising and partnership Manager.

LOCATION OF THE POSITION:

Based in the Amman office with regular visits to field projects in Syria.

JOB RESPONSIBILITIES:

  • Design proposals and concept notes for Syria projects for fundraising purposes.
  • Ensure compliance of projects with humanitarian, organizational, and donor standards.
  • Establish and maintain monitoring plans.
  • Ensure project activities are on track with detailed implementation plans and take corrective action when necessary to complete objectives within the project timeframe.
  • Establish, maintain, and update implementation plans regularly.
  • Follow up with implementing partners in a manner that promotes cooperation, communication, interaction, and learning.
  • Monitor monthly spending on ongoing and planned activities within the approved budget, collaborating with Finance, Logistics, and partners.
  • Prepare and submit monthly, quarterly, semi-annual, and final reports on time according to donor requirements, collaborating with other relevant departments.
  • Ensure all documentation and filing systems under assigned projects are in order.
  • Oversee and monitor all field activities, including appointments, meetings, distributions, monitoring, and beneficiary follow-ups by implementing partners.

Partner Follow up

  • Mapping and assessing new partners for LWF program in Syria.
  • Collaborate closely with the staff and implementing partners and service providers to ensure that project activities are kept on track with detailed implementation plans (DIP); take prompt corrective action whenever necessary to make sure activities and objectives are completed within the timeframe of the project;
  • Oversee and monitor the assessment of community needs and resources, collect baseline data to assist in project implementation, and oversee the beneficiary registration and verification processes.
  • Identify partners and monitor & maintain the relationship with partners;
  • Regularly engage with field implementing partners to ensure uninterrupted information flow on project implementation;
  • Ensure that reporting from the implementing partners is provided on time;
  • Ensure project alignment with technical standards and best practices.

Coordination

  • Coordinate project operations with other local stakeholders and NGOs operating in the area of project implementation;
  • Participate in relevant coordination meetings such as Clusters and Working Groups as required;
  • Perform other tasks assigned by leadership.

COMPETENCIES AND SKILLS

The ideal candidate should possess the following professional qualifications:

  • At least 3-4 years of experience in the operational management of humanitarian projects, with a preference for emergency project management experience in the Syrian context;
  • Experience in managing multiple grants from various institutional donors and agencies;
  • Comprehensive knowledge of International Human Rights Law, International Humanitarian Law, Refugee Law, and the relevant positions of the UN and significant NGOs on the protection of civilians, especially IDPs, women, and children, the codes of conduct, and the Core Humanitarian Standards;
  • Proven ability to manage multi-sectorial projects, including Protection, Education, WASH, NFIs, Shelter, and Health sectors;
  • Strong written and verbal communication skills in English and Arabic;
  • Cultural sensitivity and adaptability;
  • Strong networking skills and ability to communicate persuasively with senior members of the humanitarian community as well as field practitioners;
  • A high degree of negotiation and persuasion skills;
  • Ability to work effectively in high-tension and high-security risk situations;
  • Ability to work under diverse cultural contexts, psychologically stressful environments, and physical hardships;
  • Experience in facilitating cross-functional project teams and developing national strategies;
  • Demonstrates openness and transparency;
  • Experience working with local implementing partners, preferably in Aleppo, Homs, Hama, and Latakia in Syria.

EDUCATION

  • Bachelor's degree in peace/conflict studies, international relations, development studies, economics, social science, business administration, or public administration.

EXPERIENCE

· 4+ years of professional experience in the humanitarian and development sectors, among which 4+ are reporting experience and 4+ are in project planning, and project management.

· Strong fundraising skills, including the ability to write compelling proposals;

· Excellent analytical skills and the ability to think strategically, innovatively, and practically;

· Technical expertise in humanitarian programming;

· Good understanding of the rights-based approach, commitment to gender justice, and a solid understanding of the role of local/national civil society in development;

· Knowledge of the Humanitarian Coordination architecture;

· Experience and a good understanding of monitoring, evaluation, and learning (MEAL);

· Strong background and a good sense of facilitating learning, including designing and delivering training, as well as knowledge management;

· Ability to produce, analyze, interpret, and communicate complex and fast-moving programmatic information, summarizing and communicating it coherently.

Travel and Work Environment Requirement:

· Travelling to Syria through the Syrian – Jordanian borders (or Lebanon) will be required according to work needs for following up and meeting implementing partners and mapping and meeting new partners.

Language Requirements:

English and Arabic (Fluent in reading, writing, speaking, and listening)
