Position: MEL Specialist

MAXIMUM LEVEL OF EFFORT: LTTA – Long-Term Technical Assistance

BASE OF OPERATIONS: Field Office, Amman

POSITION REPORTS TO: MEL & Deliverables Director\

Project Background:

USAID Public Financial Management and Administration (PFMA) aims to partner with USAID/Jordan and the Government of Jordan (GOJ) to improve Jordan’s revenue system and enhance its budget management process. PFMA will build the capacity of the Jordanian Ministry of Finance and other government institutions to modernize the revenue collection system, encourage compliance—including making it easier for taxpayers to comply with tax obligations—upgrade public procurement management, and improve budget planning, preparation, and execution. Key objectives include: 1) improving the revenue-raising system; 2) streamlining the budget management process; 3) optimizing public expenditure management, and 4) implementing crosscutting Public Financial Management reforms such as interventions to address COVID-19. Through a combination of technical assistance, capacity building, and facilitation, tangible and measurable results will be expected during the anticipated five-year duration of the activity.

Position Description:

The Monitoring, Evaluation and Learning (MEL) Specialist will be responsible for assisting the MEL Director in ensuring overall performance of the projects’ programmatic monitoring and evaluation systems. He/ She will be responsible for collecting and analyzing data to track the implementation of project activities and progress towards achieving targets and intended outputs. The MEL Specialist is to ensure that the data is collected in a timely manner. And that all systems.

Key Duties and Responsibilities:

  • Support in the data collection processes, including evaluation surveys and assessments
  • Conduct ongoing monitoring of project indicators, including the gathering of supporting documents and follow up with the technical teams
  • Support in the data analysis and production of evaluation reports
  • Support in the development of quantitative and qualitative MEL tools
  • Monitor project performance in meeting objectives in accordance with established PFMA MEL Plan
  • Ensure DAI TAMIS data is up to date, including the upload of project activities and any necessary amendments requested by the team
  • Support in capacity building tasks as assigned by the MEL Director
  • Keeping records as per requirements, physical and electronic for MEAL related documents and reports.
  • Liaise with counterparts on any activities or data collection related to the MEAL team
  • Support MEL department as needed

Qualifications:

  • University degree in social sciences, social work, social administration, or any other relevant field
  • Three or more years of experience working in Monitoring and Evaluation in national and international NGOs, experience in the development sector is a plus
  • Computer skills, including MS Office (Word, Excel is required), familiarity with data analysis’ packages is strongly preferred (Power BI)
  • Familiar with donor reporting and guidelines, experience in USAID projects is strongly preferred
  • Experience in working with data visualization methods and report writing
  • Fluent in English and Arabic with strong writing skills
