BACKGROUND

Protestant Agency for Diakonie and Development (Evangelisches Werk fur Diakonie und Entwicklung- EWDE) – Diakonie Katastrophenhilfe (DKH) – with headquarters in Germany, is a humanitarian agency providing funds for emergency aid worldwide.

DKH’s Regional Office West and Central Asia, based in Amman, Jordan,provides comprehensive program support to DKH Project Offices and local partners in the region. The Middle East Multiple Country Program (ME-MCP) currently implements programs in Turkey, Syria, Lebanon, Gaza/oPT, and Iraq.

According to DKH’s approach, the majority if not all projects are implemented through local partner organizations. Presently, we focus on markets and livelihoods, protection, food security, DRR and climate change impact mitigation, and emergency response. Emergency Relief projects linked to the Syria crisis are implemented in Turkey, Iraq, Lebanon, and Syria in cooperation with local partners.

Furthermore, DKH initiated the Capacity Building Program as a systematic and continuous training program for partner organizations. DKH RO’s Capacity Building Initiative Asia Program (CBIA) aims at increasing organizational, management and technical capacities and skills of DKH RO's local partners.

JOB DESCRIPTION

Location: Amman, Jordan

Starting date: 01.07. 2023

Contract duration: 12 months (extendable)

Reporting to: Head of Mission (HoM) ME-MCP

Working under the supervision of the Head of Mission of ME-MCP and in close collaboration with the program staff the MEAL Coordinator is responsible to fulfil the following tasks:

TECHNICAL GUIDANCE

  • Provides technical guidance and support on MEAL to ME-MCP program team and implementing partners both on structural and ad hoc bases.
  • In close cooperation with the ME-MCP Program teams and the Capacity Building Coordinator, assists once needed in assessing the MEAL capacity and gaps of partners.
  • In close cooperation with the ME-MCP Program teams, contributes to strengthening MEAL systems of our projects and programs over the whole Project Cycle starting from the design of new projects and programs (including MEAL budgeting), to project planning, implementation and finally close out. These systems should at least achieve the following criteria:
  • Measuring outputs and outcomes and lessons learned based on disaggregated data by gender and age at least and disability (if needed).
  • Ensuring optimal engagement of the affected populations through two way feedback loops
  • Measuring and reporting unforeseen positive and negative impacts
  • Ensures clear added value of DKH in the MEAL systems developed for the new projects and programs including specific activities to be conducted by DKH ME-MCP team members. Such activities should be designed to allow optimal accountability of DKH to affected populations.
  • Reviews or develops partner’s MEAL tools and SOPs and provide recommendations and guidance for improvement.
  • Supports the development of digitalized MEAL tools for programs and quality reporting using Kobo toolbox for example.
  • Supports the program team in developing robust remote monitoring systems for projects and programs physically inaccessible to DKH program teams.

CAPACITY BUILDING

  • Provides mentoring and continuous technical support to the ME MCP team and partner organization at the various stages of the project cycle as needed, specially designing MEAL systems and learning methodologies at the project design stage.
  • Develops and delivers specific demand driven MEAL trainings to ME MCP team and/or partner organizations as per identified needs.
  • Supports the roll-out of DKH MEAL system and tools in close cooperation with the DKH Global MEAL Advisor
  • Leads the Documentation of lessons learned and good practices.
  • Supports the ME-MCP team and partners develop high quality data analysis and publishable MEAL reports.
  • Promotes best practices and knowledge sharing.
  • Reports on the outcomes of trainings and workshops and monitor the progress.

CONDUCTING MEAL ACTIVITIES

  • Leads and support self-verification exercises by DKH to triangulate monitoring data and findings of partners, incl. conducting phone/remote interviews with beneficiaries, digital of focus group discussions.
  • Conducts field visits to conduct specific MEAL activities in coordination with program teams and the implementing partners.
  • Upon request from the HoM, develops and implements Program or partnership level Evaluations.
  • Supports the ME-MCP team in planning, implementation and follow-up of external evaluations, for instance writing TORs, evaluation firm selection, deliverable and final reviews,
  • Participates in team workshops, lessons learned and reflections seminars.

المهارات

QUALIFICATION, EXPERTISE AND SKILLS

  • Bachelor’s degree in social sciences, project management, international development or any related filed, with intensive experience or background in MEAL using quantitative and qualitative data collection and analysis tools, Master’s degree preferred.
  • At least 5 years of experience in similar positions, incl. experience in monitoring and evaluation of humanitarian programs, including diverse MEAL modalities, such as remote monitoring.
  • Proven proficiency in data collection (qualitative and quantitative), analysis and reporting.
  • Knowledge and experiences with mainstreaming MEAL for non-implementing organizations.
  • Experience in working with local partner organizations based on equal partnership principles and in providing technical guidance and support for developing MEAL systems and tools.
  • High-level technical experience in improving and rolling out MEAL system.
  • Excellent training, coaching and mentoring skills, incl. experience in developing training .content and delivering technical MEAL trainings to program staff and partner organizations
  • Knowledge of software, digital solutions and programs relevant to MEAL.
  • Familiar with international trends regarding MEAL and best practices in the humanitarian sector.
  • Languages: Fluent in written and spoken English and Arabic.
  • Excellent analytical skills and communication skills, proven ability to organize and present information in a concise, understandable and interesting way for a variety of audiences.
  • Highly organized, detail-oriented, and able to work under pressure with minimal supervision
  • Proactiv and independent, yet excellent team player.
  • Outstanding personal attitude: especially sense of responsibility, concern for quality, result orientation; integrity, commitment, respect for diversity.
