Area Manager Jordan Host Area – Open to Nationals only

Background

NRC currently has over 3,000 staff across the Middle East dedicated to assisting people affected by conflict in Jordan, Syria, Lebanon, Iraq, and Palestine. Its interventions are based upon its programming expertise in the Core Competencies of Shelter, Education, Water and Sanitation Hygiene, Livelihoods and Food Security, along with Information Counselling and legal Assistance (ICLA) to vulnerable displaced people that were forced to flee.

Jordan hosts over 660,000 registered Syrian refugees, on average they have lived in in Jordan for over nine years. Often cited as amongst the most welcoming environment for refugees in the region, Jordan has put in place over the years a myriad of progressive policies in support of refugee presence in the country. Despite tremendous efforts and goodwill from the Jordanian population, its government and the international community, over the past decade, effective progress has been limited. Since the border with Syria re-opened in October 2018, 7% of Syrian refugees have returned and no more than 1% resettle annually. In addition, there are nearly 90,000 refugees of other nationalities residing in Jordan and registered with UNHCR, who have quite a different set of needs than Syrian refugees. NRC Jordan implements programming in the hosting communities within the central and northern governorates of the Kingdom in the sectors of Shelter, Education, Livelihoods and ICLA.

Job Purpose

The purpose of the Area Manager position is to ensure high quality and cost-effective programme implementation within the designated geographical areas.

What you will do

  • Provide area specific input on CC strategies, Country Strategy and Plan of Action.
  • Support the implementation of the NRC Country Strategy and its subsequent components (e.g. CC strategies) in the host community.
  • Provide leadership and line management for senior project staff and support functions (and Field Office Coordinators) in the in the Irbid and Mafraq offices, as well as implementation teams based in Amman. You will ensure strong team spirit, effective communication and strong support to program and support teams.
  • Ensure strong coordination and cooperation between support departments in the area office and centralized technical managers ensuring a common vision and positive collaboration.
  • Organize grants opening and closure meetings at area level.
  • Implementation of projects (including master support budget and coordinating input for donor proposals and reports) in the area, in compliance with contractual commitments (i.e. quality, synergies, timeliness, use of resources).
  • Chair the Area Management Team and hold regular meetings to discuss issues of operational and strategic importance for the programme.
  • Assess needs, develop emergency response and implement response plans, ensuring that NRC programs are of high quality and beneficiary centric.
  • Ensure optimal use of resources within the allocated project budgets and CC strategies.
  • Compliance with and adherence to NRC policies, guidance and procedures.
  • Represent NRC and networking on area level.
  • Ensure that capacity building is provided to all staff in the area and overall security and safety of staff in the area.
  • Promote the rights of IDPs/returnees in line with the advocacy strategy.

Professional competencies for this position

  • Minimum 5 years of experience from working as a senior humanitarian leader in a complex. humanitarian/recovery context with experience in programme management and support functions.
  • Previous experience from working in complex and volatile contexts, with protracted displacement.
  • Previous experience managing program staff across several sectors.
  • Representation experience.
  • Fluency in English and Arabic languages, both written and verbal.

Travel: 30%

Grade 10 in NRC's grading structure

Duration and type of contract: 6 months renewable
