Regional Coordinator – ICLA Digital Transformation ( Jordanian Nationals Only )

The Norwegian Refugee Council’s Information, Counselling, and Legal Assistance (ICLA) core competency has embarked on scaling its digital transformation solution globally. ICLA is well aware of the increasingly important role ICT should play in delivering services to beneficiaries. New digital modalities of service provision and interaction with beneficiaries have the potential to increase the NRC ICLA program’s reach, enhancing its capacity to deliver and overcome access obstacles. These new modalities of service provision will contribute to the NRC’s Global Strategic Initiative 2022-2025.

The Regional Coordinator – ICLA Digital Transformation will be responsible for providing strategic and technical support for the ICLA core competency relating to digital transformation initiatives and projects being carried out at MERO Region. Reporting to the ICLA MERO Regional Adviser and to the Global Digital ICLA PM, and in close collaboration with ICLA specialists, and Digital ICLA teams at the country level, the Coordinator will be responsible for ensuring that plans to develop ICLA services through digital modalities are implemented in the region. In particular, a priority of this position will be scaling KOBLI (a suit of digital solutions developed by ICLA Global) to additional country programs or expanding the number of KOBLI modules currently used in the region.

A prerequisite for scaling the Digital ICLA in the MERO region is the standardization of procedures and adaptation of safe & inclusive principles for digital programming. As such, this position will be responsible for aligning with global standards to develop and implement SOPs and Guidance Notes to ensure quality implementation of Digital ICLA. These principles will cover a wide range of project implementation from digital suitability assessment to development, deployment, and evaluations.

What you will do

Generic Responsibilities:

  1. Strategic Role: Support the safe scaling of ICLA digital transformation solutions, particularly KOBLI, to additional Country Operations .
  • Coordinate activities closely with the Global ICLA Digital PM to report on progress and ensure alignment of strategies.
  1. Technology Vision: support development/enhancement of KOBLI features to better fit the needs at the field level.
  2. Partnership: explore to build potential partnership with local and global NGOs in the region.
  3. Project Coordination:
    1. Responsible for timely and quality scaling of KOBLI in country operations based on the defined roadmap and milestones;
    2. Overseeing ethical, safe programming and protection-related aspects of tech-related projects.
  4. Grant Coordination
    1. Support implementation of the projects according to the donor requirements;
    2. Support drafting narrative and financial reports in accordance with donor requirements.
  5. Donor relations and fundraising: Support strengthening the relationship with the donor for the specific project and fundraising for existing and new projects to support ICLA digital transformation.
  6. Capturing and sharing learning: Responsible for capturing, documenting and sharing learning from the project across ICLA teams.
  7. Engaging NRC staff in project: Responsible for ensuring a consultative approach actively involving relevant NRC staff in project if/when project requires engagement.
  8. Ensure compliance and adherence to NRC's policies and procedures, especially in relation to information security and data protection policy and make recommendations to relevant units in relation to policy revision/adaption to innovation/digital product development processes

Specific Responsibilities:

  1. Explore new opportunities for scaling KOBLI (e.g. additional modules) in the MERO region. This includes interaction with country offices to identify the needs and determine how KOBLI can solve the pain points.
  2. Coordinate the defining requirements and user journey mapping for enhancement/development of KOBLI to better fit the needs in MERO countries. For example, as part of the new version releases of KOBLI platform.
  3. Coordinate validating assumptions and testing prototypes during the piloting of new features. Ensure the test results are conveyed accurately from field level to the software vendor.
  4. Support implementation of field research on potential user/client/customer with a focus on access to technology, product usage, adoption, personas, and stress/edge cases.
  5. Adopt Global Standard Operating Procedure (SOP) templates for the MERO context and support with the operationalization of the SOPs at the country level.
  6. Adopt Global Digital SIP guides, particularly on data security and protection, for the MERO context and support compliance with the guidelines at the country level.
  7. Support ICLA programs in developing monitoring and evaluating standards for the use of digital modalities and their enforcement.
  8. Coordinate training opportunities for ICLA staff and beneficiaries in the use of digital tools, in particular KOBLI modules.

Generic professional competencies for this position (will depend on the complexity of the project):

  • 5 years of relevant professional experience in project coordination / program development / technical roles
  • Familiarity with humanitarian context, particularly MERO region.
  • High level of familiarity with innovation processes, technology, digital transformation and digital platforms
  • Experience from working in complex and volatile contexts
  • Experience in developing guidance, SOPs, training, and capacity development materials
  • Fluency in written and spoken English and Arabic.

Behavioural competencies

  • ICLA specialists in MERO region
  • Digital ICLA teams at COs
  • ICT teams at RO and CO levels
  • M&E team
  • Focal points of other digital initiatives (Finance, M&E, HR, Logistics, etc.)

Additional information:

Grade: Grade 7

Reports to : Regional Head of Core Competency Unit, MERO

Duty station: Amman, Jordan

Travel : 30% in Iraq, Jordan and Lebanon

Duration and type of contract: Jordanian National Fixed-Terms Contract till 31 Dec 2023 with possibility of extension (subject to funding availability, business need, and satisfactory performance)

Salary: Based Upon NRC salary Scale for Jordanians’ national staff.
