The Program / Department / Team (Program / Department Summary)
Despite being one of the most water-scarce countries in the world, floods are a common hazard in
Jordan, with intensity and frequency expected to increase due to climate change. Floods accounted for
nearly 40 percent of hazards in the country between 1900-2018. Intermittent, high-intensity rainfall on
arid and dry hills carries sediment and water into the cities. Recent flash floods have disrupted social
cohesion and led to a further strain in the relationship between communities and the Government of
Jordan, which is facing a drop in public confidence.

Mercy Corps Jordan through the Zurich Flood Resilience Alliance (ZFRA) program is working with 11
flood-prone communities (in urban and rural areas) to measure their resilience, develop interventions
with the communities to address flood risks, advocate with the government to address these gaps, and
share learnings with government officials and in global-level policy, forums focused on climate change
and disaster risk reduction. The interventions will not only strengthen physical infrastructure but also
build social and human capital through activities such as the participatory development of community
evacuation plans. The program will further facilitate the development and training of community
advocacy committees – the committees will identify flood resilience support needs and advocate to
local government stakeholders on improved policies and investment. This participatory approach will
equip communities with networks, platforms, and skills so they can actively engage with and influence
local policies beyond the program phase.

The Position (General Position Summary)
The Project Assistant is responsible for the supporting the daily smooth running of ZFRA Project
activities. S/he will serve as a primary contact person for the project participants and will follow up on
their inquiries. Project Assistant will also be tasked with data collection, surveys, submitting progress
reports and making logistics arrangements in cooperation with other Mercy Corps staff. The project
Assistant will also establish, interact and maintain relations with different Mercy Corps team and proejct
stakeholders. Frequent travel to the field from Amman will be required.

Essential Responsibilities
• Create and update calendars, schedule meetings, site visits and other logistical
arrangements as needed.
• Create online tracking sheets and logs for all paperwork related to project activities and
keep it updated.
• Establish and maintain positive and effective working relationships with the project
stakeholders in targeted communities including all community members, relevant
government bodies, CBOs, other INGOs, and private sector.
• Process, follow up on and track project procurement processes to initiate process and close
it, this includes participation and attendance in bid preparation, tendering, technical
evaluation, contracts award and all related meetings and logistical arrangements.
• Coordinate with other team members, departments, suppliers, and communities for any
delivery of goods and/or services.

• Travel to project locations as planned and required in coordination with ZFRA team for day-
to-day implementation of project activities

• Maintain a soft and hard filing system in accordance with Mercy Corps Policies and
Procedures.
• Ensure the compliance with Mercy Corps, donor policies and communication protocols, and
ensure the successful implementation of agreed upon activities.
• Support on the project flood resilience approach to help strengthen communities’ resilience.
• Attend virtual meetings with global ZFRA team as instructed by supervisor.
• Document all program activities, achievements, and challenges on project tracking sheets
and in weekly/monthly reports.
• Submit required reports (field visit reports, activity reports, weekly reports) to the direct
supervisor.
• Ensure proper visibility of project activities, and support the facilitation of media products
development and success stories documentation.
• Serve as the government liaison for the ZFRA team.
Others:
• Conduct himself/herself both professionally and personally in such a manner as to bring credit
to Mercy Corps and to not jeopardize its humanitarian mission.
• Other duties as assigned by the direct Supervisor and/or the Pillar Director.
SECURITY (FIELD POSITIONS ONLY)
• Carry with you the Jordan Constant Companion form especially when in the field.
• When planning a field visit, and if a driver is not available, drive Mercy Corps vehicle ensuring to
adhere to safe driving practices and road speed limits.
• In all emergency situations, after ensuring all staff is safe and calling the emergency services, if
necessary, contact the Security Focal Points (SFP) and make an Immediately Oral Incident
Report.
• Ensure compliance with security procedures and policies as determined by country leadership.

Supervisory Responsibility
None.
Accountability
Reports Directly To: Senior Project Officer
Works Directly With: ZFRA team, Targeted communities, MC support departments (Engineering
department, PAQ, Finance, Admin and Procurement teams).

Mercy Corps team members are expected to support all efforts toward accountability, specifically to our
program participants, community partners, other stakeholders, and to international standards guiding
international relief and development work. We are committed to actively engaging communities as
equal partners in the design, monitoring and evaluation of our field projects.

Minimum Qualification & Transferable Skills
● Bachelor’s degree in engineering, business administration, or related technical field;
● 0 – 2 years of experience in project management/implementation environment.
● Excellent oral and written communication skills
● Familiarity with data collection, monitoring and evaluation, quality control tools is desirable;
● Proficiency in written and spoken English is mandatory;
● Proficiency in Microsoft Office applications including Excel and Word.
● Strong interest in the field of community engagement and climate change.

Living Conditions / Environmental Conditions
The position is based in Amman, Jordan. Frequent domestic travel to the field from Amman will be
required. Upon the instructions and approval of the supervisor, this position may require international
travel to attend ZFRA global interactions.
